He later said, “I’m here to say this is why we charge what we do.” SCTelcom CEO Tells Why They Must Charge for a Phone Line at This Point The biggest complaint voiced by many at the meeting and throughout the community is the fact to get internet connection through SCTelcom Kiowa customers must pay for a telephone land line. People ask why Kiowa customers have to pay for the phone line to access internet while some other communities served by SCTelcom do not. They want SCTelcom to offer internet without the land phone line charge in Kiowa. “I can’t do that,” Johnson said. “It’s the government.” As he explained in depth in a letter to customers, Johnson said years ago the FCC started a program called Universal Service Fund (USF) that helps companies like SCTelcom provide service in rural areas which is high cost. He explained USF is a pool paid for by every- one who uses a phone and helps subsidize the cost of phone line (fiber) that brings the internet. So by law, SCTelcom must follow government regulations. “The fiber is your phone line. So you have to pay for fiber to get your internet,” Johnson said.
