Notice of the April 27, 2015 meeting of the Board of Education was e-mailed to the Clerks of the Boroughs of Essex Fells, North Caldwell and Roseland and to the Township of Fairfield, and to the editor of The Progress on January 9, 2015 and The Star Ledger on the same day.

BOARD PRESIDENT’S REPORT:

Mrs. Wojtowicz reminded Board members that Charlene Petersen, NJSBA representative, would be conducting Board Member training at the May 18th Board meeting. She stated that if the Board self- evaluation and CSA evaluations have been completed by that date, they can be discussed as well.

SUPERINTENDENT’S REPORT:

Mrs. Longo suggested that the budget presentation follow the staff member and committee reports.

PRINCIPAL’S REPORTS:

DIRECTOR OF CURRICULUM’S REPORT:

Mr. Gupta commented on the following: the schedule for PARCC testing; the transition from Outlook to the Google calendar; and laptops for teachers.

COMMENTS FROM BOARD MEMBERS: NONE

BOARD COMMITTEE REPORTS/COMMENTS:

Personnel Committee – Ms. Bachmann reported that the Committee met on April 14th and discussed the following: language changes to the Superintendent’s contract; changes to the Business Administrator’s contract; the selection process for the position of Athletic Director; response received for the position of Guidance Director; increasing the part-time trainer position; Family/Consumer Science Department reduction in force.

Mrs. Wojtowicz, Board President, turned the meeting over to Ms. Pamela Hinman, Business Administrator/Board Secretary, for her presentation of the 2015/2016 budget.

PRESENTATION OF PROPOSED 2015-2016 BUDGET

Ms. Hinman presented the 2015/2016 budget with the following points highlighted:  Current budget year accomplishments include goals realized in the areas of Instruction, Technology, Capital Projects, Academics, and Extra-Curricular Offerings.  The budget maintains existing district staff, academic offerings, extra-curricular activities and transportation.  Monies have been allocated to continue the new technologies implemented in the 2014/2015 budget.  The budget includes a 1.07 % increase over the 2% tax levy cap due to an enrollment increase, banked cap eligibility and health insurance adjustments.  The budget contains sufficient funds to fund a partial roof replacement and uninvent replacement in the middle school.

Item 1, Adoption of the 2015-2016 School Year Budget, will be voted upon in one motion. Motion by Mrs. Wojtowicz Seconded by Ms. Bachmann to approve the following motion:

1. BE IT RESOLVED to approve a school district budget for the FY 2015-2016 School Year, as follows: Budget Local Tax Levy Total General Fund $36,569,231 $ 33,383,315 Total Special Revenue Fund $ 315,345 $ - Total Debt Service Fund $ 2,369,280 $ 2,369,280 Totals $39,253,856 $35,752,595

Mrs. Wojtowicz opened the floor to the public for comments on agenda items by reading the prepared statement: In accordance with Bylaw #0167, a copy of which is available on the District’s website, the Board is now opening the meeting for a period of public comment. Please remember to announce your name, place of residence, and group affiliation, if appropriate. Your statements will be limited to three (3) minutes in duration. While the Board respects the public’s right to voice any questions, concerns, or criticisms it may have regarding the conduct of the Board and/or its Administration, I want to remind you that this is a right, not an absolute and that statements that are abusive, obscene, irrelevant, overly lengthy, or interfere with the orderly progress of the meeting will not be permitted. Please remember that while you are certainly free to exercise your right to comment on issues before the Board, such comments are considered public statements and you should consider the rights of any individuals affected by those comments. To approve non-remote (hazardous route) busing, for the 2015/2016 school year, be provided for the following reasons: There are no sidewalks within ½ mile of the West Essex Regional School District on West Greenbrook Road. West Greenbrook Road winds and bends into North Caldwell, which is extremely hazardous for walking. West Greenbrook also intersects with Passaic Avenue (a four-lane highway) which has no sidewalks, yet excessive traffic.

8. To approve renewal of the contract with Sussex County Regional Transportation Cooperative to provide regular transportation services for West Essex Regional School District students for the 2015/2016 school year not to exceed $738,039.

9. To approve renewal of the contract with Sussex County Regional Transportation Cooperative to provide administration/coordination of the K-12 regional regular transportation for the 2015/2016 school year at a cost of (1.5%-2.0%), not to exceed 2% of the total regular transportation cost.

10. To approve participation for transportation services with the Sussex County Regional Transportation Cooperative for the 2015/2016 school year for Special Education Transportation and Athletic Transportation.

11. To approve renewal of the contract with New Wave Consultants, Inc. to provide mandatory environmental safety services under PEOSHA and AHERA in the amount of $8,100.00 for the 2015/2016 school year.

WHEREAS, the West Essex Regional School District Board of Education (hereinafter referred to as the “Board”) advertised for bids for the Partial Roof Replacement at the West Essex Regional Middle School (hereinafter referred to as the “Project”); and WHEREAS, on April 17, 2015, the Board received eight (8) bids for the Project, as reflected on the attached bid tabulation sheet; and WHEREAS, the putative lowest bid was submitted by Clifton & Clark, Inc., with a base bid in the amount of Three Hundred and Three Thousand Dollars ($303,000), as well as a bid for an unspecified Alternate No. 1 in the amount of One Hundred Sixty-Eight Thousand Dollars ($168,000); and WHEREAS, the bid submitted by Clifton & Clark is materially defective insofar it submitted a base bid and a bid for an unspecified Alternate No. 1, notwithstanding that the bid specifications for the Project did not identify an alternate, but rather, requested a base bid for the entire Project; and 6 West Essex Regional Board of Education FINANCE– April 27, 2015 – (Continued)

17. (continued) WHEREAS, the lowest responsible bid for this Project was submitted by Arco Construction, Inc. (hereinafter referred to as, “Arco”) with a base bid in the amount of Four Hundred Forty-Four Thousand Dollars ($444,600); and WHEREAS, the bid submitted by ARCO is responsive in all material respects and it is the Board’s desire to award the contract for the Project to Arco; NOW, THEREFORE, BE IT RESOLVED as follows: 1. The bid submitted by Clifton & Clark, Inc. is hereby rejected as being materially defective. 2. The Board hereby awards the contract for the Partial Roof Replacement at the West Essex Regional Middle School Project to Arco Construction, Inc. in a total contract amount of Four Hundred Forty-Four Thousand Dollars ($444,600), with work to begin after July 1, 2015; and BE IT FURTHER RESOLVED that this award is expressly conditioned upon the successful contractor furnishing the requisite insurance certificate and labor and materials/performance bond as required in the Project specifications, together with an AA201-Project Manning Report, an executed A-101-Standard Form of Agreement Between Owner and Contractor, and A-201- General Conditions of the Contract for Construction, as prepared by the Board Attorney, within ten (10) days of the date hereof; and BE IT FURTHER RESOLVED that the Board Attorney is hereby directed to draft the agreement with the successful bidder consistent with this Resolution and with the terms contained in the bid documents approved by the Board for the Project. The Board President and the Board Secretary are hereby authorized to execute such agreement and any other documents necessary to effectuate the terms of this Resolution.

To approve the appointment of Anthony Minnella as Director of Athletics/Supervisor of Health and Physical Education assigned to the West Essex Regional School District effective April 27, 2015, for the 2014/2015 school year, at an annual salary of $124,000, pro-rated for lesser service. [NOTE: Mr. Minnella replaces Damian Macioci, who resigned.]

3. To approve the appointment of Mary Anne Magliaro as a substitute teacher/certificated aide assigned to West Essex Regional School District for the 20 14/2015 school year, at the rate of $90 per day, pending receipt of appropriate paperwork.

To extend the appointment of John Tosato as a leave replacement Science teacher assigned to West Essex Regional Middle School, effective June 6, 2015 through June 19, 2015, at an annual salary of $54,587, pro-rated, which is Step 1 of the 2014/2015 Bachelor's Degree Teacher's Salary Guide. [NOTE: Mr. Tosato replaces Lauren Sommer, who was previously approved for an extension of her maternity/disability leave of absence at the March 24, 2015 Board meeting.]

6. To approve a family leave of absence, without pay, with benefits, for Shannon Corcoran, a Science teacher assigned to West Essex Regional Middle School, effective April 13, 2015 through June 30, 2015 with a return date of August 31, 2015.

To approve payment to Barbara Bruchac, Denise Logan, and Linda Vicari for teaching CPR-AED-First Aid Certification/Re-Certification classes to the West Essex Regional School District Staff at a rate of $175 per instructor, per session, up to three sessions per instructor, which may occur between June 1, 2015 -June 30, 2016.

WHEREAS, the West Essex Regional School District Board of Education (hereinafter referred to as “the Board”) utilizes video cameras and/or video recording equipment at its schools in order to maintain the physical security and safety of its students, staff, and property; and WHEREAS, the Uniform State Memorandum of Agreement between Education and Law Enforcement Officials encourages school districts to create one or more law enforcement units for their districts, as provided under the Family Education Rights Privacy Act, pursuant to 20 U.S.C. 1232g(a) (4) (B) (ii) and 34 C.F.R. 99.8, for the purpose of maintaining school security records, including but not limited to, video recordings, which would facilitate the sharing of information between school officials and law enforcement; and WHEREAS, the Board is of the belief that the creation of law enforcement units will enhance the safety and security of its students, staff and property, and is desirous of creating same; NOW, THEREFORE, BE IT RESOLVED that the Board hereby designates the West Essex High School Principal and Assistant Principal as members of the West Essex High School Law Enforcement Unit, which shall have the responsibility of creating and maintaining video 18 West Essex Regional Board of Education MISCELLANEOUS – April 27, 2015 – (Continued)
