While Prime Minister Silvio Berlusconi has warned that the remarks of part of the foreign press are damaging Italy’s reputation, in recent weeks Italian policy-makers and public opinion have paid tribute to the Italian soldiers fallen in an Afghan bomb attack on 17 September 2009, portraying them as ‘heroes’ and ‘missionaries of peace’, in a rare spirit of bipartisan unity among the Italian political forces. Whereas following the suicide bombing that in November 2003 had killed 19 Italian soldiers in the city of Nasiriyah in southern Iraq – the highest loss suffered by the Italian armed forces since the end of World War II – part of the centre- left opposition had demanded the immediate withdrawal of the Italian contingent, on this occasion no major voices have been raised against Italy’s Afghan presence. -

Vatican City State Fundamental Law of Vatican City State 26 November 2000 Pope John Paul II Having taken into account the need to give a systematic and organic form to the changes introduced in successive phases in the juridical structure of Vatican City State and wishing to make it correspond always better to the institutional purposes of the State, which exists as an appropriate guarantee of the freedom of the Apostolic See and as a means of assuring the real and visible independence of the Roman Pontiff in the exercise of his mission in the world, We, on our own initiative (Motu Proprio) and with certain knowledge, with the fullness of Our sovereign authority, have established and hereby establish the following, to be observed as the Law of the State: Art. 1 1. The Supreme Pontiff, Sovereign of Vatican City State, has the fullness of legislative, executive and judicial powers. 2. During the vacancy of the See, the same powers belong to the College of Cardinals which, however, can issue legislative dispositions only in a case of urgency and with efficacy limited to the time of the vacancy, unless they are confirmed by the Supreme Pontiff subsequently elected in conformity with Canon Law. Art. 2 The representation of the State in relations with foreign states and with other subjects of international law, for the purpose of diplomatic relations and the conclusion of treaties, is reserved to the Supreme Pontiff, who exercises it by means of the Secretariat of State. Art. 3 1. Legislative power, except for those cases which the Supreme Pontiff intends to reserve to himself or to other subjects (istanze), is exercised by a Commission composed of a Cardinal President and other Cardinals, all named by the Supreme Pontiff for a five-year term. -

1 * Campaigns and Electioneering: Reflecting on the 2015 General Elections in Nigeria Emmanuel Osewe AKUBOR PhD Department of History, Obafemi Awolowo University, Ile-Ife. [email protected], [email protected] Abstract Historically, campaigns are recognized as vital part of electioneering. This is because the message sent across to the electorate during campaign contains the ideas that the candidate wants to share with the voters. This is specifically aimed at getting those who agree with their ideas to support them when running for a political position. The message often consists of several talking points about policy issues. The points summarize the main ideas of the campaign and are repeated frequently in order to create a lasting impression with the voters. However, a study of the situation in Nigeria, with specific reference to the 2015 Campaigns and Electioneering, revealed the contrary with hate speeches as the main theme. Data obtained from primary and secondary sources were deployed to carry out the study with an analytical and narrative historical method. Findings indicate that unlike what is obtainable in other parts of the world where democracy is practiced, with policy issues forming the backbone of campaign message, the Nigerian situation was basically on persons, character assassination, violence and abuses (hate) speeches. The paper argues that this campaign strategy often leads to electoral violence before, during and after elections. The paper therefore concludes that only campaigns that are issue based can guarantee peaceful and credible elections in Nigeria. Keywords: Campaign, Electioneering, Nigeria, Elections, Democracy.
