Klart Som Vatten (SOU 2002:105)
Till statsrådet och chefen för miljödepartementet Regeringen beslutade vid sitt sammanträde den 11 oktober 2001 att tillkalla en särskild utredare för att lämna förslag till en sådan myndighetsorganisation som behövs för genomförandet av Europaparlamentets och rådets direktiv 2000/60/EG om upprättande av en ram för gemenskapens åtgärder på vattenpolitikens område (EGT L 327, 22.12 2000, s. 1, Celex 32000L0060). Statsrådet och chefen för miljödepartementet utsåg genom beslut den 11 oktober 2001 generaldirektör Joakim Ollén till särskild utredare. Som sekreterare i utredningen förordnades den 7 november 2001 projektledaren Yngve Johansson. Utredningen har antagit namnet Utredningen svensk vattenadministration. Till sekretariatet har för deluppdrag inom utredningen varit knutna utvecklingschefen Roger Ekman, internationella koordinatorn Ewa Rannestig, lantmätaren Eije Sjödin och säkerhetschefen Tomas Bornestaf. ISSN 0283-7722 Förord Rapporten "Isläggning och islossning i svenska sjöar" är framtagen inom Analysenheten på affärsområde Samhälle vid SMHI. Jag har vid denna undersökning haft tillgång till en stor mängd data av isläggnings- och islossningstidpunkter. Jag vill rikta ett stort tack till alla de som under årens lopp observerat, insamlat och digitaliserat dessa data. Jag vill också tacka Birgitta Raab, Maja Brandt och Hasse Alexandersson som varit till stor hjälp under arbetet med rapporten. Norrköping i oktober 1999 Anna Eklund Sammanfattning Systematiska observationer av isläggnings- och islossningsdatum i svenska sjöar har utförts sedan 1870. Enstaka observationsserier från tidigare år har också samlats in. I denna undersökning redovisas statistik över isläggnings- och islossningstidpunkter och studeras olika samband. I de nordligaste delarna av landet sker isläggningen i genomsnitt i slutet av oktober och i de sydligaste delarna i slutet av december. Sjöar i södra Sverige kan enstaka år förbli isfria hela vintrar. I tidpunkten för islossning märks en tydlig geografisk skillnad, där isen i sydligaste Sverige i medeltal går upp i slutet av mars och i nordligaste Sverige i början av juni. Isläggning sker först i små, grunda och högt belägna sjöar i norra Sverige och sist i stora, djupa sjöar på låg höjd i södra Sverige. -
