MEDIA RELEASE MONSOON CUP GETS THE ROYAL TOUCH Seri Paduka Baginda Yang Di-Pertuan Agong, His Royal Highness Tuanku Mizan Zainal Abidin Almarhum Al-Sultan Mahmud Al-Muktafi Billal Shah, will make a return to sailing when the Coronation Cup is held at the five-star Ri-Yaz Heritage Marina Resort and Spa on Nov 30. The Coronation Cup (formerly known as the Terengganu Cup) was last organised in 2007 to honour Tuanku Mizan’s installation as the 13th King of Malaysia. It will act as the curtain raiser to the Monsoon Cup which is from Nov 30-Dec 5. A keen sportsman, Tuanku Mizan is an avid golfer and has a passion for endurance riding. He has taken part in competitions locally and abroad and has been crucial in promoting the sport in Malaysia. His Majesty even qualified for the 2008 World Endurance Championships, which was held in Malaysia. That was the first time the prestigious event was held in Asia. Earlier this month, Tuanku Mizan was among 68 riders from nine countries who participated in the fourth Sultan’s Cup Terengganu Endurance Challenge at Terengganu International Endurance Park (TIEP) in Kuala Terengganu. He has also regularly attended the Monsoon Cup, the season-ending race on the World Match Racing Tour (WMRT) and even tried his hand at Match Racing in 2007 at the Coronation Cup. Being the avid sportsman that he is, he enjoyed match racing and all it has to offer, hence the interest to race again. 1 Among those who participated in that race was the then Tengku Mahkota of Kelantan, Tuanku Muhammad Faris Petra, who has since assumed the throne as Sultan Muhammad V, former Terengganu Menteri Besar Datuk Seri Idris Jusoh and current Terengganu Menteri Besar Dato’ Sri Ahmad Said as well as representatives from TM, Air Asia, PRIDE Foundation, Kencana Petroleum and Tourism Malaysia.

The current issue and full text archive of this journal is available on Emerald Insight at: https://www.emerald.com/insight/2517-679X.htm 1MDB 1MDB corruption scandal in corruption Malaysia: a study of failings in scandal in control and accountability Malaysia David Seth Jones 59 Policy and Management Consultant, UK Received 6 November 2019 Revised 21 February 2020 Abstract Accepted 28 February 2020 Purpose – The aim of the paper is to examine the various aspects of the 1MDB scandal including the extent and types of corruption that occurred and the action taken to deal with them. In doing this, the paper seeks to identify the reasons for the scandal and the lessons that can be learnt to avoid such a scandal in Malaysia and elsewhere in the future. Design/methodology/approach – The research for the paper is based on evidence from court hearings, reports of watchdog and regulatory agencies, media reports, and various articles and books written about 1MDB. Findings – The paper shows that most of the scandal involved embezzlement, bribery, false declarations and bond mispricing relating to extensive borrowing by 1MDB, and entailed a global network of shell companies and individuals through which the illicit money was passed. It also shows weak governance in 1MDB, poor internal controls within banks, the failure of watchdog and enforcement bodies to take the necessary action partly due to political control over them, and overall the lack of political will to deal with the scandal. Originality/value – The paper builds on the findings of other papers and books written on the 1MDB scandal.

It traces the judiciary’s tentative movement toward a more rights-oriented approach followed by its more recent retreat in several appellate court decisions. This article argues that the Malaysian courts’ journey toward constitutional redemption has been uneven so far. In order to reclaim its constitutional position as a co-equal branch of government, the Malaysian judiciary must exhibit greater willingness to assert its commitment to constitutional supremacy and the rule of law. I. INTRODUCTION The story of the Malaysian judiciary is inextricably linked to the nation’s constitutional politics. It is a tale of the judicial institution’s rise, fall, and ensuing struggle toward constitutional restoration. Constitutional interpretation is, in large part, an underlying theme to this story: it is the means by which the judiciary articulates how it sees its role and molds its fate within the political climate that it finds itself.

  • The 2008 Elections in Malaysia: Uncertainties of Electoral
Taiwan Journal of Democracy, Volume 4, No.1: 155-169 The 2008 Elections in Malaysia Uncertainties of Electoral Authoritarianism Andreas Ufen Abstract The March 2008 elections were a watershed event in Malaysia’s history. In spite of the entrenched dominance of the ruling coalition, which has held sway over the country since independence in 1957, and despite the limited competitiveness of elections, the opposition was, unexpectedly, able to strip the federal government of its two-thirds majority and to assume government power in five of the thirteen states. Malaysia’s political culture and political system could be fundamentally changed in the years to come. The government parties have lost their claim to exclusive representation of the large ethnic groups. Prime Minister Badawi and other party leaders have been considerably weakened. Severe intraparty confrontations are to be expected over the next few months. The success of the opposition signals the willingness of voters to overcome communalist political patterns. Key words: Malaysia, elections, electoral authoritarianism, ruling coalition, opposition. Electoral Authoritarianism and Its Uncertainties The system of domination in Malaysia rests on a combination of authoritarian control and calculated, measured openness. At times, civil liberties are further restricted by the use of repressive laws such as the Internal Security Act, the Official Secrets Act, the Sedition Act, and the Printing Presses and Publications Act. This arrangement stabilizes the whole political system since decision- making is extremely centralized, while elections serve as a legitimating device. A change of government at the national level is prevented, although at the state level, opposition parties can win majorities and take over state governments.

The extent of its impact in Terengganu as well the wider political arena deserves close scrutiny. Commentary THE RECENT political crisis in the ruling UMNO in the state of Terengganu seems similar to the one in Perak in 2009 which saw the opposition Pakatan Rakyat losing the state government through party defections.

By Mohamed Redzuan Salleh Synopsis At the recently-concluded Tenang by-election in Malaysia’s Johore state, the debate on the Islamic state issue has again surfaced, triggered by the Malaysian Chinese Association (MCA). Is there no end to this never- ending polemic? Commentary IN SEPTEMBER 2008, Malaysia’s Barisan Nasional government (BN) launched its new political programme, 1Malaysia. This is a far cry from ketuanan Melayu (literally Malay supremacy) – a political concept associated with the BN’s main party, UMNO. Earlier in February the same year, the opposition Pan-Islamic Party of Malaysia (PAS) unveiled its new manifesto under the slogan Negara Berkebajikan (Welfare State, but literally translated as A Nation of Care and Opportunity). This new manifesto eclipsed the controversial Islamic state blueprint it announced in 2003. These new initiatives reflected the pressing need of the respective Malay-dominated parties to inject a breath of fresh air into their respective political orientations.

Umno polls in December, Ahmad backed as MB Malaysiakini.com Mar 27, 2008 Beh Lih Yi After a four-hour marathon supreme council meeting, Umno today decided it will not defer its party polls and to declare its support for Kijal state representative Ahmad Said as the new Terengganu menteri besar. MCPX Party president Abdullah Ahmad Badawi said Umno has decided to give its backing to the palace-backed Ahmad over the party’s choice of incumbent Idris Jusoh, because the impasse has to be resolved immediately. abdullah supreme council 02"Apart from the fact that it was crucial to form the state government, (the decision) is also based on the public statement made by Idris that he will support any decision by the Regency Advisory Council," he told reporters after the meeting held at the party headquarters in Kuala Lumpur. "With that, the supreme council decides to resolve this matter as we have to form the state government. BN has to give its support to Ahmad which is backed by the Regency Advisory Council and we will give our full support to him," he added. Abdullah, who is also the prime minister, thanked Idris for his one-term service as the MB. Idris was present at the council meeting in his capacity as the Terengganu party chief. He did not comment when approached by reporters. He went straight to meet a group of the state assemblypersons from the state who have pledged their supports for him at another room at the Umno building. ‘Not for the press to know’ Asked on Idris’ response during the meeting, Abdullah reiterated that Idris has openly said he will accept any decision on the matter.
