    “The Task is Hers: ” Going Global, Margaret Sanger’s Visit to China in 1922 by Mirela David, Ph.D., University of Saskatchewan Abstract: In 1922 Margaret Sanger visited China, enjoying great attention from Chinese social reformers for her feminism and eugenic ideas on birth control. This transnational project probes the dynamics of the intellectual encounter between western theorists such as Sanger and Chinese intellectuals such as Hu Shi. Sanger’s trip echoed images of China as a poster child for poverty and overpopulation in dire need of contraception, and it also ignited a debate in the Chinese press on the eugenic quality of birth control. The insertion of eugenics into other types of debates allowed a deeper discussion of possible solutions for China’s social problems to emerge. I investigate the intersections and explore the tensions between Malthusianism and eugenics, and feminism and eugenics as well as the local specificities of these debates and the translation and reception of Sanger’s speeches. Chinese male intellectuals considered women’s reproduction both in relation to women’s individual bodies, as well as its repercussions for the future of the Chinese nation. These latest considerations were primordial in considering the political potential of birth control advocacy in relation to Marxism and nationalism. These various renderings of “feminism” can be found in texts from the period covered in this study. While often used interchangeably, they carry slightly dif- ferent connotations. 2. These reforms took place at the intersection of industrialization, colonialism, and new information technologies, such as alphabet-based telegraphy and breakthroughs in printing technologies. As these social and technological transformations put unprecedented pressure on knowledge management and the use of mental and clerical labor, many Chinese intellectuals claimed that learning Chinese characters consumed too much time and mental energy. Chinese script reforms, this dissertation argues, were an effort to increase speed in producing, transmitting, and accessing information, and thus meet the demands of the industrializing knowledge economy. The industrializing knowledge economy that this dissertation explores was built on and sustained by a psychological understanding of the human subject as a knowledge machine, and it was part of a global moment in which the optimization of labor in knowledge production was a key concern for all modernizing economies. While Chinese intellectuals were inventing new signs of inscription, American behavioral psychologists, Soviet psycho-economists, and Central Asian and Ottoman technicians were all experimenting with new scripts in order to increase mental efficiency and productivity.

REVIEWS 103 tion of a book by Chen (Chungguo tungyi chuyi {Proposal for the Unification of China]) in which he developed his political philosophy, articulating a point of view clearly in favor of federalist principles. Essentially, the book outlines a sys­ tem of government'that rests on a platform of village-based democracy. As the primary units of the Chinese federation, villages would be managed by self-gov­ erning councils elected directly by the villagers. These village councils would choose representatives to serve on councils governing the next level of admin­ istration, the districts; district councils would select representatives to county councils; county councils would choose representatives to provincial assemblies; and provincial assemblies would elect delegates to a national parliament. There would also be an independent judiciary and a national conference elected directly by voters at the provincial-level to serve as a counterweight to the parliament. The constitution and by-laws of the Zhigong Party also stipulated that there should be tolerance of multiparty competition at the ballot box, and freedom of enterprise and the press.
