It examines various participatory, collaborative and dialogic projects in public spaces by contemporary artists, working in Bulgaria, Hungary and Romania. These works often directly engaged marginalized communities, such as the homeless, members of immigrant groups and the Roma. In various ways, these artworks revived leftist traditions in a local context where, as political ideologies and economic orders, socialism had become equated with authoritarianism and democracy with neoliberalism. -

En 1984 obtuvo el doctorado en Economía. Como otros dirigentes de su generación, Kostov se estrenó en la política en las últimas semanas de 1989, tan pronto como el férreo régimen comunista de Todor Zhivkov se derrumbó siguiendo la pauta de las demás repúblicas populares del Este y con el beneplácito de la URSS de Mihaíl Gorbachov. Estuvo entre los fundadores, en diciembre de aquel año, de la Unión de Fuerzas Democráticas (SDS), inicialmente una amalgama de 11 partidos y organizaciones en la que dominaban las ideologías conservadoras y centristas, y se integró en su dirección como experto en cuestiones económicas. En las primeras elecciones libres del 10 y 17 de junio de 1990 a la Gran Asamblea Nacional Kostov fue uno de los 144 diputados colocados por la SDS, con todo ampliamente derrotada por el ex comunista Partido Socialista Búlgaro (BSP), que vio confirmada su hegemonía política con uno de los suyos, Andrey Lukanov, al frente del Gobierno. -

CEP Discussion Paper No 798 May 2007 Job Destruction, Job Creation and Unemployment in Transition Countries: What Can We Learn? Giulia Faggio Abstract Sixteen years into the transition, the problem of high joblessness has not been solved. Of the three explanations commonly discussed (i.e. ongoing reallocation; finished reallocation with redundant labour; wrong choice of institutional framework), we concentrated on the ongoing reallocation hypothesis. We show that there is a negative correlation between job creation in the private sector and unemployment. We also show that long-term unemployment depends on current and past values of short-term unemployment and that this path-dependence fades away as soon as we reach time t-3. We interpret this result as an indication that the process of reallocation started at the beginning of the 1990s still influences today’s labour market. We address three components of the transition debate: shock therapy versus gradualism; privatization; and political change. Contrary to Godoy and Stiglitz (2006), we do not find gradualism superior to shock therapy in terms of private sector growth. In addition, we confirm that full privatization is positively associated with job destruction in the state sector. Finally, we show that during early years of democratization the state sector was dismantled more vigorously than in other periods. Countries Differ Dramatically When It Comes to Corruption Levels
Institutional Insulation of the Judiciary as an Obstacle in the Fight Against Corruption: Evidence from Bulgaria Maria Popova McGill University October 18, 2008 Countries differ dramatically when it comes to corruption levels. The reasons for this variation are multiple and complex. But, given that most countries have anticorruption laws on the books, it seems that the judiciary’s effectiveness at implementing these laws should be an important factor in any country’s fight against corruption. However, judicial anticorruption campaigns are an exceedingly rare occurrence. Why are so few judiciaries actively involved in curbing corruption? Many judiciaries in authoritarian and semi-authoritarian regimes probably lack the power and independence to stand up to politicians and bureaucrats and their economic actor cronies, who are often the main perpetrators of corruption. Judiciaries in some democracies may function within a legal tradition that frowns upon judicial activism and emphasizes the judiciary’s subservience to the democratically elected branches of government. Those judiciaries may simply be unwilling to take on the majority of corruption cases out of a belief that they are a fundamentally political problem. This paper, however, tries to explain why judiciaries that have both the means and the guts to challenge perpetrators of political and bureaucratic corruption would refrain from taking on the task. This paper advances an institutional argument, which posits that high insulation from the executive makes a judiciary reluctant to tackle corruption. When the other branches of government have minimized access to the judiciary, the judiciary focuses on maximizing its institutional self-interest at the expense of the public interest project of curbing corruption.
