The parties above agree to the terms of partnership for the Voices from Laos: Clearing Bombs, Protecting Lives speakers tour laid out in this Sponsorship Agreement.

Overview Between April 4th and April 30, Legacies of War, a project of Public Interest Projects, Inc., will travel to 12 cities across the U.S. with individuals from Laos whose lives have been deeply impacted by unexploded ordnance (UXO) left over from the ‐era bombings of Laos. These individuals from Laos will join other speakers in cities across the U.S., including U.S./Lao/Hmong veterans, survivors of the bombings, and advocates working toward a bomb‐free Laos. In each city, Legacies will also work with community organizations to hold film screenings, art exhibits, and other cultural events to explore the experience of war and displacement, the danger that still lurks in Lao soil, and our shared hope for a future of peace.

Tour Goals There are 3 primary goals for the tour:

1. Raise awareness and educate targeted U.S. audiences about the issue of UXO in Laos. Audiences will hear directly from individuals whose lives have been affected by UXO about the impact of this issue on communities in Laos and about the many courageous people in Laos working to solve it. Our goal is for attendees to learn about and engage in this issue through active dialogue.

2. Inspire and motivate people in the U.S. to take action to help to clear Laos of bombs, support survivors of accidents, and help to create a safer future for the people in Laos. We want to harness the energy generated by the discussion by providing audiences ideas for taking action. We hope attendees will leave with energy and ideas to continue to support this work in their daily lives by sharing what they learned with their families, communities, and policymakers.

3. Raise current and future funding support, both for the UXO sector and for Legacies’ continued work. In addition to spreading the word, audiences will have the opportunity to donate money to support Legacies’ education and awareness‐raising work in the U.S., as well as programs on the ground in Laos. We will also pursue sponsorships, both to support the tour and to build a foundation for the next phase of our work.

Legacies of War’s Role in the Lao UXO Sector Over the last decade, Legacies of War’s education and advocacy efforts have directly benefited NGOs working on the ground and the people of Laos. Legacies’ work on Capitol Hill helped to increase funding for the UXO sector from $2.5 million in 2005 to $9 million in 2012, benefitting over 10 international and U.S.‐based NGOs working in Laos. Since 2009, Legacies of War:

● Convened the first U.S.‐based briefing with representatives from the governments of the Lao PDR and the U.S., as well as key stakeholders from the Lao UXO sector, to exchange ideas and information.

● Successfully pushed for the first U.S. Congressional Hearing in the House of Representatives on the UXO issue in Laos.

● Gained the support of six former U.S. ambassadors to Laos in our call on former Secretary of State to increase funding for the Lao UXO sector.

● Successfully advocated for Secretary Clinton to visit Laos, and to make UXO the primary focus of her trip.

● Placed nine Op‐Eds during Secretary Clinton’s visit to Laos, and helped to ensure unprecedented domestic and international media coverage of the UXO issue.

● Built a broad base of Congressional support for increased funding for UXO programs in Laos.

State Department funding ($90K) for the Voices from Laos tour, reaching 12 cities and 18 events in April, represents the first time that Legacies of War has received U.S. government funds. Our resources have come from private sources that support our innovative and effective strategy, drawing from years of base and movement building across the U.S. to support UXO clearance, survivor assistance, and risk education in Laos. This tour is an opportunity to continue to support the in‐country work by bringing greater attention to the life‐saving work of the entire Lao UXO sector, while also building a foundation of support for Legacies’ continued education and advocacy work in the U.S. so that we can continue to effectively support the work of NGOs on the ground.

Opportunities for Sponsors In addition to contributing to this effort to highlight and support the entire UXO sector in Laos, sponsors of the Voices from Laos tour would have access to extensive visibility, outreach, and media opportunities. The tour will visit 12 cities, including (in chronological order):

● Washington, DC In these 12 cities, we will organize at least 18 events, including panel discussions, community dinners, and receptions, most of which will include elements of Lao food, art, and culture. We expect 75 – 500 attendees at each event, and our audiences will be comprised of Lao and Hmong American community members, students and faculty from local universities, and members of the broader community with special interests in Laos, the legacies of the Vietnam War, the refugee experience, and humanitarian action. Invited speakers include Members of Congress and their staff, former Ambassadors to Laos, veterans of the war, survivors of the bombings, and prominent authors and artists. The tour will attract unprecedented media coverage of the Lao UXO issue and efforts underway to solve it, including in local and ethnic media, as well as nationally.

Becoming a sponsor of the tour is an opportunity to demonstrate commitment and support for the Lao UXO sector, and presents an opportunity to connect with a base of potential supporters across the West Coast and Midwest, in addition to New York and Washington, DC. Via our dedicated Voices from Laos website and blog, our active and vibrant Facebook wall, and our media outreach, the tour will provide an opportunity for nationwide recognition and exposure for all sponsors and supporters.

Terms of Agreement Legacies of War and ______agree to the following terms of sponsorship. 1. Legacies of War retains editorial control over the content, messaging, and design of the speakers tour, as well as the composition of each speaking panel. 2. To include your logo on our materials or to be mentioned in our program, please provide a logo (at least 300 dpi) by March 20th. Materials received after this date will be used only if possible. Partner organizations are responsible for providing Legacies staff with text about how to identify or recognize the organization in print. 3. A table will be available at each event to display materials from partner organizations. Partner organizations are solely responsible for shipping arrangements and costs to transport materials to each event. Materials will be displayed as space allows. 4. Mekong and Xang‐level sponsors that wish to co‐host an event must identify the event of choice by March 15. Select events are not eligible for co‐hosting. The purpose of co‐ hosting an event is to maximize visibility and reach. Co‐hosting organizations may not raise funds for the organization.

APPENDIX A ­ Options for Partnership on the Voices from Laos tour

Organizations and businesses have multiple options for partnering with Legacies of War on the Voices from Laos tour as Sponsors and as Supporters. Sponsors provide financial or in‐ kind support to the tour, at varying levels. Supporters do not provide financial or in‐kind support, but assist with marketing and outreach. For each sponsor level, you can choose to be a Tour Sponsor, dedicating your funding to the Voices from Laos tour, or a Trailblazer Sponsor. Trailblazer Sponsors donate to help Legacies build a solid foundation to continue our work beyond the tour and build a movement to create a bomb‐free Laos.
