    Perspective of Taiwan Lantern 8 Festival Alison Shin-Yi Huang Introduction In 2000, the Tourism Bureau (Taiwan) announced a set of new policies to develop the tourism industry in Taiwan. The main purpose of these new policies was to meet the challenge of globalisation in the twenty-first century. The policies revealed the strategy of adopting a localised approach to festivals and to promote them to the international tourism market. This would encourage local govern- ment, cultural workers and event companies to get involved and to increase the development of the festivals industry in Taiwan. Since then festivals have sprung up like mushrooms, with events such as commercial activities or agriculture products being wrapped up into festival modes (Chiu, 2012).The policies encour- aged the rapid growth of festivals in Taiwan and this has led to debates such as: lack of sustainable planning, community involvement, or a long term business strategy and the consequential unstable quality, wasted budgets and high homo- geneity. All these issues are discussed here. Following on from the tourism policies, the Tourism Bureau (Taiwan) selected twelve major events which correspond to the annual twelve month calendar, and created a brand for the project that provided tourists with different choices of activities to organise during their visit. In the first stage the twelve major events were distributed in different cities and mainly focused on traditional and reli- gious activities (Li, 2007). Today the project has been rebranded and expanded to Time to Celebrate - Taiwan Tourism Events, in which the number of recommended events has risen to thirty-four and comprises a variety of different types of events (Tourism Bureau Taiwan, 2015).

Through the Lantern Festival, the unique attractions of various towns and cities in Taiwan have been shown to the world. This has boosted tourism earnings and showcased the Lantern Festival culture. After hosting the event in 2003 and 2015, Taichung city is once again the location of the Taiwan Lantern Festival. The theme of this year's Lantern Festival is "Brighten Taichung. A Resurgence of Dawn." This combines the local forest environment and the image of dawn in the hope of adding vitality to the forest fantasy through traditional lantern arts. It also symbolizes the illumination of Taiwan through the Taiwan Lantern Festival, and the "dawn" light also has the meaning of the Year of the Rat as the Chinese word for dawn – “shu” – sounds like the word for "rat." This represents our hope and infinite wishes for the future. Taiwan Lantern Festival is selected representative case, trying to find the attractiveness attributes within it to repeaters. First, 16 repeater participants are interviewed with the Evaluation Grid Method (EGM) to establish the attractiveness factors of three phases which are “ladder up abstract feelings”, “middle original reasons” and “ladder down concrete objects”. Furthermore, 500 questionnaires which were designed according to attractiveness factors were distributed at the activity spot, 267 were repeaters. By quantification 1 analysis , This study found out top 5 attractiveness factors for each phase respectively, which are (A)Original reasons: 1) the atmosphere of the lantern festival 2) nice creative work of the lanterns 3) great firework shows 4) local side dishes 5) live band; (B) Abstract feelings: 1) romantic 2) magnificent, 3) special 4) originality 5) experiencing the scene ambiance; (C) Concrete objects: 1) stream of light 2) different image from each topical stand 3) characteristic design of the fireworks 4) being able to taste local representative products 5) live band show on the hour. The attractiveness extraction and evaluation method of this research could provide a preference for managers, planners, evaluators and peripheral festival product designers.
