Box 1346 Ann Arbor, Ml 48106-1346 T/-hE’S /-S F 6>Sl ( * 2.\ 2 ABSTRACT A variety of factors contributed to the creation of the Beveridge Report, which, despite covert Treasury attempts to muzzle it, was published in November 1942. Beveridge exploited the terms of reference he had been given to the full and made wide-ranging recommendations for a comprehensive reform of British social security. When the Report was published it received widespread popular support. Following an initial examination by an interdepartmental committee of civil servants, the war Cabinet of the Coalition Government delegated the task of a preliminary response to the Beveridge Report to a Ministerial Committee comprising equal numbers of Conservative and Labour Ministers. Over six meetings between 22 January and 10 February 1943, this Committee successfully hammered out decisions on Beveridge's proposals which would attract the support of the major political parties. However, poor presentation and a Treasury inspired lack of commitment to implementation nearly provoked a major crisis during a 3 day debate in the House of Commons in February 1943. The enormous popularity of Beveridge's proposals ensured that, in the consensus ideology of the time, many of them would be implemented. Legislation for Family Allowances was introduced in the dying months of the Coalition Government and enacted by the Caretaker Government that followed in June 1945. The National Insurance proposals were enacted by the Labour Government in 1946. Structural weaknesses in Beveridge's scheme coupled with a lack of commitment to transfer all the resources necessary to fully implement it have led to its failure to achieve many of its original objectives. The various factors which contributed to the Report's genesis and implementation are analysed. They had witnessed the noble but vague aspirations of previous leaderships crumble into the defeats not only of the General Strike of 1926 but of 1924 and 1929-31 as well.'*' They were not interested in distant utopias but in achieving some tangible improvements in working class life within the capitalist system. This meant jobs, and a decent minimum standard of living. The former involved the pursuit of full employment policies; the latter, the creation of a national minimum income, improved standards 2 of housing and access to adequate health and educational services. The social, economic and political changes created in the fires of the Second World War led, in Titmuss' phrase, to "the war warmed impulse of people for a more generous society", and gave the Labour leaders their chance. The result was the creation of what came to be called "the Welfare State". The centrepiece of the Welfare State was the income maintenance legislation of 1945-48, including National and Industrial Injury Insurance, Family Allowances and the abolition of the Poor Law. The aim behind the legis­ lation was to put an end to poverty among those who for whatever reason could not, or were not expected to, participate successfully in the wage market, and to do it in such a way that some dignity was restored to the poor and therefore to the non-poor. The humiliation of the means test was to cease. The failure of the legislation to achieve many of 1. The years in which the first two Labour Governments were in power. 2. What is perhaps less well known is the decision-making process surrounding the implementation of the income maintenance aspects of his report. Indeed it may be thought that these proposals were non-controversial unlike, for example, Bevan's Health Service plans which aroused the spleen of the doctors.4 This is quite untrue. The Beveridge Report, while massively popular in the Country, aroused considerable opposition from within the civil service and the war-time coalition government. It created the biggest crisis of the coalition following a revolt of backbench MPs. When eventually the Labour Government of 1945-50 enacted the proposals in an atmosphere of calm, this was only because the controversial aspects had been dealt with during the war, largely in secret. For a substantial period in the middle of the war, Beveridge's proposals for reform were a major source of conflict both within the civil service and between Ministers. Most of the arguing was done behind closed doors at innumerable committee meetings. Occasionally, a whiff of it spilled out and was reported in the press or in Parliament. This is the story of this process as it affects the family allowance and national insurance aspects of the Beveridge Report. It concentrates on discussion of the major structural features of the national insurance proposals - their universality, the rate and duration of the leading rates of benefit for unemployment, sickness and retirement, contributions and the overall financial aspects. As a consequence, several other important areas of policy debate have had to be omitted. Chapter 1 deals with the background to the formation of the Beveridge Committee in 1941. Chapter 2 with the influence of the civil service, both permanent and temporary, on the work of Beveridge and his Committee until the publication of the Report in November 1942. Chapter 5 deals with the decisions of the War Cabinet on the Report, while their subsequent reception by an agitated House of Commons in February 1943 is tackled in chapter 6. Chapter 7 covers the period from the Commons debate in February 1943 until the enactment of the family allowance legislation in July 1945. The work of the Reconstruction Priorities Committee (retitled the Recon­ struction Committee, by Churchill in November 1943) from March 1943 to the fall of the war-time coalition government early in 1945 is given only cursory attention because most of its work was concerned either with settling details of policy which were decided in outline prior to the debate in the House of Commons in February 1943, or in covering new ground not germane to the basic structure of the insurance proposals or this thesis. The implementation of the national insurance legislation by the Labour Government is dealt with in chapter 8. Chapter 9 discusses the impact of the national insurance and family allowance schemes. Finally, there is a concluding chapter which attempts to draw together some of the threads which run through the preceding chapters, and dis­ cusses the influence of the War on the policy-making process. ? CHAPTER 1 BACKGROUND It was Frank Wolstencroft, Chairman of the TUC's Social Insurance Committee, whose initiative set in hand a train of events which led to the social security legislation of 1945-48. Representations from individual trade unions and resolutions passed at the Annual Congress at Southport in 1940 convinced the Committee of the need for action over National Health Insurance.

SHAVE UNIVERSITY OF LINCOLN ABSTRACT New Poor Law scandals have usually been examined either to demonstrate the cruelty of the workhouse regime or to illustrate the failings or brutality of union staff. Recent research has used these and similar moments of crisis to explore the relationship between local and central levels of welfare administration (the Boards of Guardians in unions across England and Wales and the Poor Law Commission in Somerset House in London) and how scandals in particular were pivotal in the development of further policies. This article examines both the inter-local and local-centre tensions and policy conseQuences of the Droxford Union and Fareham Union scandal (1836-37) which exposed the severity of workhouse punishments towards three young children. The paper illustrates the complexities of union co-operation and, as a result of the escalation of public knowledge into the cruelties and investigations thereafter, how the vested interests of individuals within a system manifested themselves in particular (in)actions and viewpoints. While the Commission was a reactive and flexible welfare authority, producing new policies and procedures in the aftermath of crises, the policies developed after this particular scandal made union staff, rather than the welfare system as a whole, individually responsible for the maltreatment and neglect of the poor. 1. The research’s main objective was to understand how performance policy impacts the work-place experience: to understand the nature of work undertaken by performance managers, the tools used and the effect of these techniques. The secondary objective was to understand the goals of performance management. The introduction and rise of performance saw a change in expert authority. A new set of professionals had arrived in the NHS: regulators, auditors and performance managers. This thesis looks at the performance managers’ body of expertise, drawing upon several forms of qualitative research. The primary research tool used was institutional ethnography, which included focused interviews, a case study and experiences and notes gathered during a period based as a participant in NHS organisations. Documentary analysis carried out in the first phase of this thesis revealed that the principal rhetoric employed by politicians concerned the function of performance management in reducing risk and harm to patients. However, further research based on interviews and ethnography suggests that performance was experienced as a process of rationalisation and stigma, with risk rarely mentioned in the same way as in policy documents.

The optimism of the "war to end war" soon faded as Europe was wracked by new tensions and conflicts. If the Great War had witnessed the defeat of the German bid for Europeari hegemony, it had left fresh problems in its wake. The new states of Europe wrestled with the problems of nation­ building. Mter their success in the civil war, the Bolsheviks consoli­ dated their position in the Soviet Union. In Italy, Mussolini came to power and a new ideology "Fascism" had appeared. Despite the restrictions of the Treaty of Versailles, German aspirations remained uncertain. Britain and France were frequently at loggerheads on the question of reparations from Germany. The United States played little part in European afiairs. British governments and people had to recognize that the absence of war did not mean tranquillity. The Irish Free State was established after a bitter struggle. The 1926 Imperial Conference recognized equality of status between Britain and the Dominions. Political activity in India began to gather pace. Japanese power in East Asia became steadily more apparent. Writing in 1918, J. H. Shakespeare dreaded lest "the Free Churches should maintain automatic movements and cries while with brain and heart, and even conscience, asleep, they march on through the wonderful new world, missing its golden harvests and deaf to .its significant calls". 1 The golden harvests proved elusive, and Free Churchmen did not find the "wond.erful new world" greatly to their taste.

    The Poor Law of Lunacy: The Administration of Pauper Lunatics in Mid-Nineteenth Century England with special Emphasis on Leicestershire and Rutland Peter Bartlett Thesis submitted for the degree of Doctor of Philosophy, University College London. University of London 1993 Abstract Previous historical studies of the care of the insane in nineteenth century England have been based in the history of medicine. In this thesis, such care is placed in the context of the English poor law. The theory of the 1834 poor law was essentially silent on the treatment of the insane. That did not mean that developments in poor law had no effect only that the effects must be established by examination of administrative practices. To that end, this thesis focuses on the networks of administration of the poor law of lunacy, from 1834 to 1870. County asylums, a creation of the old (pre-1834) poor law, grew in numbers and scale only under the new poor law. While remaining under the authority of local Justices of the Peace, mid-century legislation provided an increasing role for local poor law staff in the admissions process. At the same time, workhouse care of the insane increased. Medical specialists in lunacy were generally excluded from local admissions decisions. The role of central commissioners was limited to inspecting and reporting; actual decision-making remained at the local level. The webs of influence between these administrators are traced, and the criteria they used to make decisions identified. The Leicestershire and Rutland Lunatic asylum provides a local study of these relations. Particular attention is given to admission documents and casebooks for those admitted to the asylum between 1861 and 1865.

    The Beveridge Report – From Cradle to Grave A Biography of William William Beveridge was born on 5 March 1879 in Bengal, India. His father was a judge in the Indian Civil Service whilst his mother was involved in the liberal education of Indian children. Aged 5, William was now living in Southport with two sisters and a German governess at a small Unitarian boarding school. On William’s mother returning home, she found her children “undernourished, unhappy and subdued.” Private tutors in India took charge of his education until the family returned permanently to Britain in 1890. From Kent House prep school, where he was a boarder, now aged 13 he won a scholarship to Charterhouse. Whilst acquiring the habits of discipline, hard work and accuracy, he found Charterhouse “intellectually and emotionally barren.” At Balliol College, Oxford, William studied maths but switched to classics, graduating with first class honours. There he met the pioneering R. H. Tawney, sharing with him a growing interest in social reform. Beveridge trained as a barrister but became disillusioned with cases often far removed from the realities of working lives. Soon, he became interested in unemployment and its causation. He came to prominence with the Liberal government of 1906 and was asked to advise David Lloyd George on old age pensions and national insurance. In 1908, Beveridge was introduced to Winston Churchill by Beatrice Webb at a dinner party hosted by her. Impressed by his reformist ways, Churchill invited him to join the Board of Trade. As an advisor, Beveridge successfully implemented a national system of labour exchange and national insurance with the twin aims of fighting unemployment and poverty.
