A Book Review by Clyde Sanger Carleton University, Canada This book is a hatchet job. Granted, it is detailed and precise and no doubt accurate, and the authors who co-founded the London-based Media Lens website in 2001 are completely open about the main aim of both the website and this book. It is to highlight “examples of bias, omission or deception in British mainstream media” with a particular focus on media thought to be objective (the BBC) or left-wing (The Guardian, The Observer, and The Independent). They build on the work of Noam Chomsky’s Propaganda Model and borrow their title from George Orwell’s novel Nineteen Eighty-Four (1949), in which Winston Smith’s research job in the Ministry of Truth was to falsify records and to embrace an ideological language (Newspeak) that sanitizes any heretical thoughts. So they do not hide their hatchets, which positively gleam, as they chop away at mainly well-intentioned but duped broadcasters and reporters. It is their second swing at this target. Earlier they published (also with Pluto Press) Guardians of Power: The myth of liberal media. You know what you are getting. They do not tell us about their own backgrounds, but the Internet is helpful as ever. Both born in 1962, Edwards has a degree in politics from Leicester, and got interested in human rights and the environment after years of doing sales in a marketing corporation, while Cromwell is a physicist and oceanographer from Glasgow who had four years with Shell in the Netherlands. -

Research Note: Former Special Advisers in Cabinet, 1979-2013 Executive Summary Sixteen special advisers have gone on to become Cabinet Ministers. This means that of the 492 special advisers listed in the Constitution Unit database in the period 1979-2010, only 3% entered Cabinet. Seven Conservative party Cabinet members were formerly special advisers. o Four Conservative special advisers went on to become Cabinet Ministers in the 1979-1997 period of Conservative governments. o Three former Conservative special advisers currently sit in the Coalition Cabinet: David Cameron, George Osborne and Jonathan Hill. Eight Labour Cabinet members between 1997-2010 were former special advisers. o Five of the eight former special advisers brought into the Labour Cabinet between 1997-2010 had been special advisers to Tony Blair or Gordon Brown. o Jack Straw entered Cabinet in 1997 having been a special adviser before 1979. One Liberal Democrat Cabinet member, Vince Cable, was previously a special adviser to a Labour minister. The Coalition Cabinet of January 2013 currently has four members who were once special advisers. o Also attending Cabinet meetings is another former special adviser: Oliver Letwin as Minister of State for Policy. There are traditionally 21 or 22 Ministers who sit in Cabinet. Unsurprisingly, the number and proportion of Cabinet Ministers who were previously special advisers generally increases the longer governments go on. The number of Cabinet Ministers who were formerly special advisers was greatest at the end of the Labour administration (1997-2010) when seven of the Cabinet Ministers were former special advisers. The proportion of Cabinet made up of former special advisers was greatest in Gordon Brown’s Cabinet when almost one-third (30.5%) of the Cabinet were former special advisers. -

It You can email me here. is another deeply ideological strike against standards and effective teaching of the 3Rs in our primary schools. Many of its contributors oppose the very idea of school 'standards' and have an ideological opposition to external testing. They have been permanent critics of the changes of recent decades. And it is only in that light that the review's conclusions can be understood. Of course, there is no conflict between teaching literacy and numeracy, and the other subjects within the primary curriculum. And the best schools do indeed show how doing them all well provides a good and rounded education. Presenting this as the point of difference is a diversionary Aunt Sally. However, there is a very real conflict between recognising the need to single literacy and numeracy out for extra time over the other subjects as with the dedicated literacy and numeracy lessons, and making them just another aspect of primary schooling that pupils may or may not pick up along the way. -

Report of the Co-operative Party 2011/12 to Co-operative Group half yearly members meetings The Co-operative Party continues to be a major political force on behalf of the co-operative movement. This year we have been at the forefront of bringing the UN International Year of Co-operatives to Parliament, as well as to the Scottish Parliament, Welsh Assembly and town halls around the country. We intend to build on this profile in coming years. Building on our successes in recent years, we have achieved a great deal - legislation to improve and safeguard the position of co-operative organisations, establishing the Co-operative Councils Network to take forward the movement’s agenda at a local level, bold policy solutions that put co- operatives at the heart of society, working with our Labour and Co-operative MPs to be an effective voice for co-operation and mutuality in Parliament, and advancing the work of the Co- operative Group on issues such as the position of young people in our society and expanding the role of co-operatives in international development. Over the coming months we will be working hard on those initiatives and developing new ones, working closely with our colleagues in the co-operative movement as an effective advocate for our values in the face of enormous economic change. New General Secretary Michael Stephenson, General Secretary since 2008, moved on during 2012 to a new role in the Co-operative Banking Group. Since September 2012, the new Co-operative Party General Secretary has been Karin Christiansen. Karin has a wealth of experience in international development and is the Party’s first ever female General Secretary. -

Is there any reason to think that lobbying per se is a problem; and is there any evidence that abuse of lobbying is widespread or systemic, as opposed to exceptional behaviour by a few? Not in itself, although recent evidence would indicate that some parliamentarians may be susceptible to influence on the basis of inappropriate inducements. This does, as the paper suggests, damage the reputation of lobbying and parliamentary engagement more widely. In this respect, there is a risk that efforts to encourage more lobbying/campaigning from wider sections of society – especially young people – are undermined. We need to proactively promote the positive achievements of lobbying if we are to secure the confidence and participation of the next generation, who will otherwise view Parliament with cynicism. Politicians could do more to say when they have been persuaded by well run, well evidenced and transparent lobbying campaigns. 2. How wide should the definition of lobbying be? What activities should be excluded from the definition? This is extremely difficult because the current definitions rely on determining an attempt to ‘influence’. In many cases such intent is very difficult to determine.
