Is there demand for either coproduced signed programmes or pan- European campaigns, for example for Worldwide Sign Language Day or Christmas (e.g. Hear See from BBC – Merry Christmas)?

Many public broadcasters have their own programmes for deaf people, mainly with signing. But there are also programmes that deal with the daily lives of deaf people. The response to these programmes and to social-media clips for deaf people is impressive. There is obviously demand for it.

The discussion may focus on an exchange of experiences but may also explore whether we should increase our efforts – either individually or together. EUROVISION ACCESS SERVICES EXPERTS MEETING 2016 5

Frauke Langguth Member of the Eurovision Access Services Experts Bureau, Head of ARD Text Frauke Langguth, multimedia journalist with extensive experience in print and TV, radio and online (Radio Fritz, ORB / rbb and ORB- Online / rbb-Online). Since 2008 head of ARD Text at Rundfunk Berlin-Brandenburg in Potsdam. Responsibilities include the short news service ARD Text on the first nationwide channel DasErste, which for more than eight years now has been the most successful German teletext service. Frauke is also an expert in accessibility. ARD Text provides subtitles for numerous programmes on the first and third ARD channels, the main focus being on live subtitling. Other areas of responsibility include media development, social media, interactive television, and smart TV (HbbTV). gion linder Chairman of the Eurovision Access Services Experts Group, Head of SWISS TXT After studies in marketing Gion Linder worked as a consultant for various new media projects in the 1980s. From 1992 to 1997 he was National Subtitling Coordinator at SWISS TXT. Then he worked as a content manager for a publisher, as a product manager for cable company and as a project manager for a mobile carrier. In 2007 he came back and again took over the National Subtitling Coordination Service at SWISS TXT where he is a member of the executive management. 6 EUROVISION ACCESS SERVICES EXPERTS MEETING 2016

Jacques Lovell European Advocacy Adviser, EBU A Franco-British bi-national trained in political sciences and international relations, Jacques has been working in the field of European public affairs for 10 years and joined the EBU Brussels Office over 4 years ago to help take the EBU’s EU advocacy strategy forward and strengthen EU-related communications. Jacques currently follows the development of accessibility legislation at EU level and is discussing the potential impact of these future rules on audiovisual media services with EU policy makers and Members of the European Parliament.

Gunter Saerens Head of Subtitling Department, VRT Gunter Saerens studied Germanic Languages (English and Dutch) at Ghent University. In 1998 he started working at VRT as a subtitler for the Closed Captions Department. In 2001 speech technology made its introduction at the Subtitling Department and Gunter was one of the first respeakers to work with the technology. He wrote the Stijlboek T888, which is still the set of rules for the closed caption subtitlers at VRT. In 2010 he became head of the department. He also introduced speech technology in the Translation Department. The technology is now being used for last minute translation. Gunter took part in projects such as NEON and is now one of the participants in the Flemish project called STON which focuses on the improvement of subtitling processes. Erik de Snerk Head of Production Facilities and Coordinator of Access Services, VRT The Production Facilities Department is responsible for postproduction, translation, subtitling and access services. Erik started at VRT in 1995 as a member of the editorial staff of Teletext and combined this with freelance work for the Subtitling Department. Since 1997 he has been a full-time member of the Subtitling Department and has focused on technical aspects. Searching for better solutions for live subtitling, he introduced speech recognition for live subtitling in 2001. In 2009 he became head of ProVO, a new department at VRT that covers a wide range of tasks, all related to translating, subtitling and programme editing. Since 2011 he has also been in charge of all access services, including signing, audio description and spoken subtitling for linear broadcast and web content.

Nigel Megitt Co-Chairman of the EBU XMLSubs Group, Executive Product Manager, BBC Nigel Megitt is the BBC’s Executive Product Manager with responsibility for Access Services technology. He co-chairs both the EBU Subtitles in XML group and the W3C Timed Text Working Group, having been active in the field of Access Services for over 5 years. Previously Nigel worked in enterprise architecture and at BBC Research & Development where he led a team of developers working on EPG schedule data systems. 8 EUROVISION ACCESS SERVICES EXPERTS MEETING 2016

Annette Wilson Project Manager, Innovation Projects Unit, RBB Annette Wilson is deputy head of the Innovation Projects Unit in RBB’s Technical Innovation Management Department. She was awarded her degree in Marketing Management from Trinity College Dublin in 1992 followed by studies in communication science and literature at the Technical University Berlin. Annette has extensive experience in the conception, creation, editing and usability testing of innovative interactive digital communications, initially working on websites and location-based services and in recent years on interactive and mobile TV. Annette is currently working on the European Commission-funded accessibility project HBB4ALL in which she is work package leader for subtitling and also coordinates RBB pilots testing subtitling, clean audio and sign language applications.

Chloé Roux Head of Dubbing & Subtitling Department, Arte Chloé Roux has been head of the Dubbing & Subtitling Department at Arte since April 2016. Previously she worked at AlloCiné, a French cinema portal. She joined Arte in 2013 and worked 3 years with the Programme Director. EUROVISION ACCESS SERVICES EXPERTS MEETING 2016 9

Marysabelle Cote Head of President’s Office, Arte Marysabelle Cote joined Arte in 2009 and worked for 4 years as adviser to the President and the Vice-President of Arte. Since 2013, she has been head of President’s Office and is also in charge of European affairs at Arte G.E.I.E.

Ingo K. Bosse Professor, Technical University of Dortmund Ingo K. Bosse is a professor at the Technical University of Dortmund (Germany) in the Special Education Programme. He leads the department for Motor & Developmental Disabilities. His research interests lie in the field of special and inclusive education with the main focus on inclusive media education and the accessible use of media and technologies. He is part of the Technology for Inclusion & Participation (TIP) research cluster that launches, supports, and coordinates interdisciplinary research projects that investigate new ways to improve the inclusion, participation and wellbeing of individuals with disabilities, impairments or disadvantages. 10 EUROVISION ACCESS SERVICES EXPERTS MEETING 2016

Mário Sequeira Head of Accessibility Unit, RTP Specialist in intra-lingual translation, Mário has been developing his activity at the RTP Accessibility Unit since 2006, where he works in audiovisual translation projects such as closed captions for the Portuguese deaf and hard-of-hearing community and audio description for Portuguese blind and visually impaired community. He gained a degree in Translation / Interpretation Studies from the Instituto Politécnico de Leiria, Portugal, in 2005. He has been coordinating the RTP’s Accessibility Unit since 2013 along with RTP involvement in European accessibility projects.

Eva-Maria Hinterwirth Strategic Planning & Coordination, ORF Eva-Maria Hinterwirth started working for ORF’s Subtitling Department in 1987. Since 2008 she has been in charge of strategic planning and project management in access services within ORF Programmservice, a 100 % subsidiary of the Austrian Broadcasting Corporation. In 2015 she was project head and producer of Eurovision Sign, the inclusive presentation of the Eurovision Song Contest in international sign language.
