RAK Integrated Package of Smart Services Pitch

COVID-19: Testing and Technology Lessons From The UAE To Improve Efforts In The US

Hi X,

As the country continues to navigate COVID-19, I am sharing lessons the US can learn from the UAE about decontamination during the pandemic. As other countries struggle with the increasing demand for tech skills amid the coronavirus lockdown, the northernmost emirate in the United Arab Emirates (UAE) Ras Al Khaimah has undergone an impressive smart transformation.

To safeguard public health, Ras Al Khaimah is providing its citizens with around 420 smart and e- services, ranging from public prosecution to environment protection, that enables users to access key public services while social distancing.

For example, in coordination with Ras Al Khaimah Economic Zone (RAKEZ) and the Human Resources Department, the Emirate is providing job-seekers with customised data to help them find details of job vacancies quickly and remotely. To coordinate all these services in one easily-accessible place, the government has developed a smartphone app that provides users with around-the-clock access to these services.

practices the US could apply from the region. Happy to answer any questions.

Hi X,

With the news that K-12 classrooms nationwide will remain closed for the rest of April, many parents are looking for resources to keep kids actively learning during COVID-19. Luckily, many educational resources are available with the click of a button -- and some of them are real travel excursions, such as Ras Watch here.

Ras Al Khaimah the northernmost region of the United Arab Emirates has released a video on the In the video, parents and students can see how pearls are farmed today, understand the pearl diving process from real pearl traders, learn the history of the UAE and discover Middle Eastern culture.

Before the booming oil industry, the heartbeat of the UAE economy revolved around pearl diving, an industry that firmly put this tiny region on the international map. And while that may be a tradition of yesteryear, in the sleepy fishing village of Al , the Suwaidi Pearls Farm is keeping this part of the history of the UAE alive. Visitors will need to take a traditional pearling boat to reach the cultured pearl farm, which occupies four thousand square feet at the foot of the expansive Hajar mountains. Each year, the farm produces around 40,000 oysters, with a 60 per cent pearl production rate.

making the Emirate one of the few places in the world that has continuously had settlers for over 7,000 years. Visitors travelling to Ras Al Khaimah will find a treasure trove of archaeological sites within easy reach, waiting to bring the past to life.

Happy to chat live!

Interviews / Media Engagement (February to June 2020)

7. 5 June 2020: Note sent to Jon Emont, Wall Street Journal

Disclosure Statement: “These materials are distributed by BCW on behalf of the Government of the Republic of the Philippines. Additional information is on file with the Department of Justice.”

1. Loans to Micro, Small, and Medium Enterprises (MSMEs) to be counted against the reserve ratio requirement

Rationale: MSMEs account for more than 63% of employment in the Philippines. The policy is one that encourages financial institutions to work with MSMEs. The measure will help provide this vital sector with additional liquidity to get through the crisis.

Reaction: “Linking this to reserve requirement compliance may further encourage banks to extend the ‘bayanihan’* help to the major employers of the economy. This is a direct boost to the most vulnerable businesses impacted by the COVID-19 pandemic.” said Ruben Carlo O. Asuncion, Chief Economist, UnionBank of the Philippines. [1]

Date: 18 April 2020

2. BSP waived the minimum Capital Conversion Buffer of 2.5 percent

Rationale: The BSP wants to enable banks to tap into reserves in order to finance the Philippine economy during the pandemic. Banks will be given a “reasonable time period” to restore capital positions to Basel III requirements after the quarantine.

Reaction: “The use of these capital and economic buffers gives banks greater leeway in extending great assistance such as more credit to their respective clients, both retail and corporate.” Said Michael L. Ricafort, Chief Economist, Commercial Banking Corp. [4]

3. Easing money transfers by waiving fees for digital transactions and registrations

Rationale: People are increasingly relying on digital transactions. This measure will make everyday banking cheaper and more convenient for all Filipinos. Use of digital banking also contributes to public health amid the pandemic – it requires no face-to-face interactions. In the long term, it will help banks improve their digital infrastructure and digitise faster.

Reaction: “To further alleviate the plight of our businesses and their workers, banks are also extending flexible arrangements to borrowers who need critical support during these

extraordinary times,” said the Bankers Association of the Philippines in a statement. A wide range of banks have rapidly passed on this deregulation to consumers. [3]

On the fiscal/ national government side, we note two additional policies:

Already hired 38,000 contact tracers, with a goal of hiring 94,000 [4] contract tracers, a significant number, especially when compared to developed countries, such as the UK hiring only 17,200. [5] The Department of Health is also hiring 15,000 nurses – many of whom would have worked abroad before the pandemic. [6]

*’Bayanihan’ is the Tagalog word for ‘working together’ and is reference to Bayanihan to Heal as One Act, officially designated as Republic Act No. 11469. This law was enacted in March 2020 containing a wide swathe of economic relief measures.
