FOUNDATION CHECK PRESENTATION A. Sandi Malone Memorial Scholarship Chair Melodie Darden said a Memorial Scholarship Endowment has been established for Ms. Sandi Malone at the Carteret Community College Foundation. Chair Darden said Ms. Malone’s talents encompassed artistries including needlework, pottery, woodworking, and pine needle basketry, which she taught at the Beaufort Historical Association. Chair Darden also said Ms. Malone dedicated her time to the Arts Council of Carteret County and Carteret Community Theatre.

Mr. Lynn Eury helped establish the Sandi Malone Memorial Scholarship Endowment and presented a check for $10,000 to Carteret Community College for that scholarship. Mr. Eury wished to remember Ms. Malone by establishing a scholarship to support students in the Horticulture Technology program at the College because of her love for gardening. The scholarship will benefit Carteret Community College students in the program who maintain a 3.0 G.P.A. and reside in Carteret County.

APPROVAL OF THE AGENDA Chair Melodie Darden presented the second February 9, 2021 agenda for approval by the Board.

Mrs. Dee Meshaw made a motion to approve the second February 9, 2021 agenda as presented. Dr. Matt Zettl seconded the motion. Without further discussion, the motion was unanimously approved by voice vote.

APPROVAL OF THE MINUTES Chair Melodie Darden presented the January 12, 2021 Board Meeting minutes for approval by the Board.

CHAIR REPORT Chair Melodie Darden expressed her appreciation to Jo Ann Cannon and John Green for setting up a comfortable, safe, socially distanced, and efficient meeting space.

Additionally, Chair Darden reminded the trustees that committees should be working together to set up annual meeting schedules.

Finally, Chair Darden reminded the trustees about the Board Retreat which is scheduled for February 23 at 8:45 a.m. She said that the North Carolina Community College President Thomas Stith will present information.

ALUMNI AND STUDENT AMBASSADORS Dr. Tracy Mancini explained that the Ambassador program began in 2020 and provides five current students and five alumni the opportunity to gain leadership skills as they represent the College at campus and community functions as well as give campus tours to community members and schools. Dr. Mancini introduced the following students and alumni:

A. Mr. Edward Dennis Mr. Dennis is a student ambassador who is currently enrolled in the Respiratory Therapy degree program. He is a second-year student who will graduate in Spring 2021. After graduating, he plans to work in his field and gain experience and then he plans to pursue his bachelor’s degree online.

B. Ms. Makayla Gaitan Ms. Gaitan is a student ambassador who is currently enrolled in the Human Services Technology degree program and plans to graduate in Spring 2021. She graduated from the Adult High School program offered through Basic Skills at the College. After graduating, Ms. Gaitan plans to continue her education and obtain her Master’s Degree in Counseling and possibly even pursue her Doctorate Degree.

C. Ms. Jamee Rose Ms. Rose is a student ambassador who is currently enrolled in the Information Technology’s Software and Web Development degree program and plans to graduate in Fall 2022. She is currently a Museum Curator and Exhibit Design Specialist for the State of North Carolina.

D. Ms. Victoria Washington Ms. Washington is an alumni ambassador, a graduate of the Information Systems Technology program at the College, and currently works at the Small Business Center on the College campus.

E. Mr. Niquan Wilson Mr. Wilson is an alumni ambassador and graduate of the Associate in Arts program at the College. He attends and plans to graduate with a Bachelor’s in Communications with a concentration in Journalism. Mr. Wilson also plans to further his education with a Master’s Degree in Communications and a Minor which is still undecided at this time.

2021 STATE EXCELLENCE IN TEACHING WINNER Dr. Tracy Mancini introduced the 2021 State Excellence in Teaching Award winner, Mrs. Karen Bochnovic, who is an instructor in developmental mathematics and the academic success course. Mrs. Bochnovic is also the chair of Academic Success.

Dr. Mancini explained that the College chose Mrs. Bochnovic as the Excellence in Teaching winner for 2021. Mrs. Bochnovic was one of seven state semi-finalists. Then she was selected as one of the four state finalists. Finally, she was chosen as the 2021 state winner. Mrs. Bochnovic is the first Carteret Community College faculty member to win the Excellence in Teaching award.

This award recognizes faculty who exemplify the highest quality and standards throughout the North Carolina Community College System. The objective of this award is to identify and individually recognize North Carolina Community College faculty who have consistently demonstrated excellence in teaching to their students and the College. This is a peer-nominated award with a final selection made by the Faculty Executive Committee.

Mrs. Bochnovic expressed her appreciation for the award and the faculty and staff at Carteret Community College. She gave a brief overview of her aspirations as a young child and her experience in teaching.

PRESENTATION OR REPORT Ms. Logan Okun, Director of Marketing and Public Information, gave a PowerPoint presentation about marketing for the College. The presentation included such information as the Spring 2021 Digital Ad Campaign, new website information related to registration and programs, social media, The View, and student success stories. The presentation included Google analytics and click-through rates for The View.

COMMITTEE REPORTS A. Buildings and Grounds Mr. Bill Henderson, Chair of the Buildings and Grounds Committee, reported the committee met on January 20, 2021, to review and discuss the following: • Current Projects Update: Shoreline, Big Rock Center, Greenhouse, Hospitality and Culinary Arts Center

Mr. Ed Wheatly asked if there has been any discussion about the crosswalk between the College and Carteret Healthcare. Dr. Tracy Mancini responded that the crosswalk is part of the College Walking Trail and our grants writer, Mrs. Kristi Mroch, has worked with the Department of Transportation to explore the process. We will request that the Department of Transportation pay half of the cost of the crosswalk. Dr. Mancini said the College, Carteret Healthcare, and the Town of Morehead City are in discussions about partnering to split the remaining cost.

B. Bylaws Mrs. June Fulcher, Chair of the Bylaws Committee, reported the committee met on February 8, 2021, to review and discuss streamlining the Board Bylaws and develop Board Governing policies. Mrs. Fulcher said that Dr. Tracy Mancini has completed and emailed to the committee the discussed revisions to the Bylaws. She is working on the Board Governing policies. Once both revisions have been completed, another committee meeting will be scheduled.

C. Finance Mrs. Catherine Parker, Chair of the Finance Committee, reported the committee met on February 2, 2021, to review and discuss the 2021-2022 Performance Based Funding Criteria proposal and forms. The committee also discussed scheduling a meeting in February or March to approve the preliminary county budget.

Mrs. Parker said the committee unanimously agreed to approve the 2021-2022 Performance Based Funding Criteria proposal and recommended presenting the proposal to the full Board at this meeting. Discussion ensued.

A motion came from the Finance Committee with the recommendation to approve the 2021- 2022 Performance Based Funding Criteria. Without further discussion, the motion was unanimously approved by voice vote.

D. Ad Hoc Dr. Matt Zettl, Chair of the Ad Hoc Committee, reported the committee met on February 9, 2021, to review and discuss developing a formal Orientation Process. This process will be in place for new trustees coming on the Board this year. Dr. Zettl said the committee has agreed upon a general outline, and he will report more details to the full Board at the March meeting.

NEW BUSINESS There was no New Business up for discussion.

OTHER REPORTS A. Foundation Liaison Report Dr. Matt Zettl attended a Foundation meeting on January 12, 2021, and gave a brief overview with the following: • The Escoffier Dinner Series has been postponed until the fall 2021 and two dinners will be offered. The plan is to offer the normal dinner series in Spring 2022. • The Culinary students will not be sent to France this year. The plan is to allow the students to travel to France in fall of 2022. • Shuck, Rattle, and Roll has also been postponed until Fall 2021.

• A new scholarship has been established for the trades called the John Schamanski Memorial Scholarship. The scholarship is for welding, automotive, and electrical through Corporate and Community Education.

B. President’s and Executive Leadership Council Committee and SGA Dr. Tracy Mancini shared the following report and highlights from Executive Leadership Council reports: • This month marks the country’s 51st Black History Month. The College’s Black History Committee is preparing a live-stream video for viewing for Black History Month. The event will be streamed via Facebook and the College’s YouTube channel and is planned for February 15. Trustee Rosa Langston is the keynote speaker. • We acknowledge with pride the selection of Mrs. Karen Bochnovic as the winner of the Statewide 2021 Excellence in Teaching award. • We are celebrating the opening of the Hospitality and Culinary Arts Center. We are in the process of developing a rental process for the building. The center will not be rented out until late summer or fall. • We are planning small-scale tours and receptions to introduce people to the new buildings and programs over the next two months, due to COVID-19 restrictions on gatherings. • Phi Theta Kappa honor society has received five-star status for the second year in a row and second time in chapter history. • A new scholarship has been created for the Welding program called the Don Gagnon Memorial Scholarship.

Mr. Bill Henderson asked Dr. Maggie Brown to explain about the expansion of the Nursing program and the addition of students who are part of the 2020-2021 cohort. He specifically asked how many of the current students would have been part of the cohort had it not been expanded.

Dr. Brown explained that the Nursing program is allowed to have fifty total students. The number of first-year students who progress to the second year determines how many incoming first-year students the program accepts. This year, the program is expanding to allow fifty-five total students.

C. Faculty Executive Committee Mrs. Susan McIntyre presented the Faculty Executive Committee report, which is included in the Board packet.

OLD BUSINESS A. Mobile Communication Device Policy (Second Reading) Chair Melodie Darden presented the Mobile Communication Device Policy for a second reading.

Dr. Matt Zettl made a motion to approve the Mobile Communication Device Policy. Mrs. Rosa Langston seconded the motion. Without further discussion, the motion was unanimously approved by voice vote.

BOARD COMMENTS Chair Melodie Darden invited the trustees to make any observation or comments they would like to make.

Mr. Bill Henderson congratulated Mrs. Karen Bochnovic for winning the 2021 Excellence in Teaching Award. He said the Board is extremely proud of her accomplishment.

Mr. Robin Comer also congratulated Mrs. Karen Bochnovic on her accomplishment as the winner of the 2021 Excellence in Teaching Award. He also thanked Mr. Lynn Eury for establishing and presenting the check for the Sandi Malone Memorial Endowment Scholarship.

Mr. Michael Curtis thanked Dr. Tracy Mancini and College administration for their efforts in the opening of the new Hospitality and Culinary Arts Center. He also thanked Chair Melodie Darden for the Board meetings running so smoothly under her direction.

Mr. John Warrington agreed with other trustees concerning the annual committee meeting timeline. He also thanked Dr. Tracy Mancini for the efforts she has made toward finding funds for the Capital Campaign.

Mrs. June Fulcher commented on the total dedication from the Board to the College.

Ms. Catherine Parker congratulated the College on the opening of the new Hospitality and Culinary Arts Center. She thanked the community nurses for their willingness to assist with the COVID-19 vaccines. Lastly, she said she is excited about the Trustee Orientation that is being developed by the Ad Hoc Committee.

Mr. Ed Wheatly agreed with other Board members concerning the Sandi Malone Memorial Endowment Scholarship, Mrs. Karen Bochnovic for winning the 2021 Excellence in Teaching Award, the opening of the new Hospitality and Culinary Arts Center, and the COVID-19 vaccination process.

Mrs. Rosa Langston congratulated Mrs. Karen Bochnovic for winning the 2021 Excellence in Teaching Award. She also congratulated the College on the opening of the new Hospitality and Culinary Arts Center.

Mrs. Dee Meshaw agreed with the trustees with congratulating Mrs. Karen Bochnovic and the opening of the new Hospitality and Culinary Arts Center. She also thanked Mr. Lynn Eury for establishing and presenting the check for the Sandi Malone Memorial Endowment Scholarship.

Dr. Matt Zettl concurred with the trustees’ comments. Dr. Zettl shared one of his favorite quotes, “Blessed is the man who, having nothing to say, abstains from giving wordy evidence of the fact.”

Ms. Pressley Kellum also concurred with the trustees’ comments and congratulations.

Chair Melodie Darden agreed with all trustees in their remarks and comments about the Excellence in Teaching, the Hospitality and Culinary Arts Center, the Sandi Malone Memorial Endowment Scholarship, and the Trustee Orientation.

Chair Darden thanked the trustees for attending the committee meetings in January and February.

TO: Carteret Community College Board of Trustees FROM: Dr. Tracy Mancini, President DATE: March 5, 2021 SUBJECT: President’s Report and Summary for the February 9, 2021 BOT Meeting

This month, instead of March Madness, we celebrate March Hopefulness, as all of our faculty and staff, who qualify as essential workers, become eligible for the COVID-19 vaccine. The County is doing an excellent job of vaccinating people as soon as supplies are received, and we are encouraging our employees to get vaccinated as soon as they can to protect themselves and others and to help the county and country reach herd immunity.

We were disappointed to hear on March 2 that each of the 58 community colleges in NC had to revert another .6 percent call-back sum (on top of the 1.1 percent we reverted last month) to account for tuition receipt shortfalls. Our first call-back amount was $124,000; this one is $66,391. These reversions limit the funding we have left for instructional equipment and supplies for the remainder of the fiscal year.

On March 5, the Board of Education voted 6 to 1 in favor of a proposal to move toward closing MaST Early College. The College had collaborated with the Superintendent on several options for adapting the enrollment and programming for MaST to align it better with the original application. Board of Education members instead expressed interest in creating a robust transportation program that would allow more students from the three larger high schools to come to the College in the afternoons for Career and College Promise classes. We will stay abreast of their process and keep the Board of Trustees informed about implications for our campus. They did express unanimous support for allowing the two current cohorts of MaST students to complete their high school years at MaST.

Since the vice presidents’ reports were submitted for this meeting, Mr. Harker was notified that the Workforce Development Board approved the College’s WIOA (Workforce Innovation and Opportunities Act) programs budget of $489,000 for 2021-2022. This federal funding helps the College provide job training services for adults, dislocated workers, and out-of-school youth seeking skills that will lead to employment and careers in our county.

On March 3, I participated in the Carteret County Commissioners’ Annual Seminar at the Crystal Coast Civic Center. I provided an update on the College and information about our proposed county budget (which comes to you for approval at this March 9 BOT meeting). The Commissioners were interested in hearing about the College’s accomplishments and challenges in the present fiscal year and about our priorities for 2021-2022. They made favorable comments about the greenhouse and Horticulture program, the Hospitality and Culinary Arts and Big Rock Career Centers, and other campus improvements. The Commissioners, along with the County Manager and Assistant County Managers, toured the Hospitality and Culinary Arts Center on February 18.

As mentioned at the Board of Trustees’ annual retreat, held February 23, the College is developing a three-pronged plan to clean up and upgrade our Public Safety programs for Emergency Services students and professionals. The plan would include 1) facilities – improving the firing range and BLET building, as well as seeking grant funds for a firefighting training tower, 2) equipment and training aids – acquiring up-to-date simulation equipment, target systems, and other training aids, and 3) adjunct compensation – creating a fair and transparent compensation matrix for all of our public safety adjunct instructors. College administrators and faculty visited the firing range on March 4 with a representative from the Sheriff’s Department to assess the current state and develop a plan and pricing proposal to present to the County Manager. We hope to have a draft plan to present in the next month.

We reached the midway point of the spring semester on March 3rd. We go into the second eight weeks with some eight-week options to engage students in several programs, including the Hospitality and Culinary Arts programs.

• Faculty and staff who are military veterans will be helping to service our veteran students during Veteran’s Priority registration March 9th and 10th.

• Early registration for Summer and Fall will begin March 11th.

• AAS and transfer programs have planned CCP-eligible classes for the afternoon block when high school CCP students may be on our campus starting fall 2021.

• Arts & Sciences is putting together a Spanish for Medical Professionals course. Both curriculum and continuing education students will be able to enroll. We will offer this as a synchronous class so that students can come to the classroom or log in from home. We will be advertising to our medical professional partners as soon as we have finished creating the course. Our health sciences programs are going to award application points to those who successfully complete the course.

• A Boat Manufacturing DACUM (Developing a Curriculum) meeting will be held later this month to allow our industry employers to see our equipment and to create job and task analyses that we will use to remap our curriculum program.

• The Library’s March Madness event has started this month. We are gearing up for a series of “MakerSpace” virtual contests. Students will complete challenges each day the last week of March and win prizes.

• Several AAS program chairs, Dean Thompson, and I recently visited Craven Community College’s Volt Center. We were all very impressed with the short-term training programs and the mobile design of their shop floor. We believe that our new block schedule can achieve similar short-term entry and exit points, built into our curriculum programs, that Craven has achieved. The visit left everyone feeling very inspired and has ignited a spirit of friendly competition within our program chairs.

The Teacher Preparation Associate Degree and Pathways application materials for the NCCCS and the notification to SACS COC are complete and being sent for approval. We have expectation these will be approved, and we are planning for implementation Fall 2021.

The Spring Commercial Driving License (CDL) evening class started in February. We are starting a day class mid-March. We have been granted permission by the owner to use the parking lot of the former K- Mart building.

We held a Detention Officer Certification course last month at the request of the Carteret County Sheriff’s department. This training allows the county personnel to obtain their required certification.

We will be holding an Emergency Medical Responder course for the North Carolina Park Service employees. The course will focus on wilderness EMS and will be open to the public.

The System Office appointed me to serve on their Workforce Development Leadership Committee. This committee reviews and recommends state workforce policy, initiatives, reviews and approves new or modified workforce courses/programs request for state approval. I am one of three Continuing Education VP’s representing from the East.

Working with local banks, we started a Bank Teller Training class February. In this training, students learn skills such as processing transactions, cash balancing, bank services, bank security, and customer service. Students also participate in mock job interviews and attend a tour of a local bank. Students successfully completing the course are guaranteed a job interview with a local bank.

The Small Business Center has been allotted $5,000 in CARES Act funding to support free counseling.

The Small Business Center is hosting its first Business Plan Competition with support from local partners and sponsors. The competition encourages participants, those wanting to start a business or have been in business less than 18 months. A local bank is providing the monetary prize, and there are various donated business services, as well as free counseling.

We are offering three Small Business Academies this Spring semester, which are for budding entrepreneurs or of an early stage business looking for support to take the business to the next level. This is an interactive, hands-on course creating a business plan, marketing, pricing, to basic bookkeeping, the Small Business Academy will help develop entrepreneurial talent through action learning and foster sustainable businesses.

Let’s Get Cooking! series will begin in March with a St. Patrick’s Day menu. Each month will feature a different menu based on ethnic food or the holiday in that month. Chef Randy Sweat, adjunct instructor, in the Culinary Arts department will be the instructor.

• Hospitality and Culinary Arts Center:

Phase II should be completed this week. A punch list inspection is being scheduled. The Phase I punch list corrections are ongoing. Hudson Brothers is trying to address all of the concerns.

• Career Center:

The college has obtained the CO and NC Works staff are settling in. The metal roof installation is continuing as weather permits. NC Works staff are waiting on their IT server to be installed.

• Shoreline:

The living shoreline ACBs are all in and grade work is continuing. Pier # 2 I still under construction. The two observation decks are complete. Oyster relocation is being scheduled for mid-March. Once again, the Boy Scouts and volunteers being led by Ryan Mroch will relocate the oysters.

• Greenhouse:

Wall panels and doors are going in. Rough-in of the plumbing and electrical will begin after the roof panels are installed.

Capital Campaign – To-date $3,555,075 has been raised/pledged.

Dr. Mancini and I continue to make connections in the community to reach new donors. Please forward or help introduce us to prospective donors. A goal has been established to continue raising funds to reduce the foundation’s debt from the recent construction.

A sub-committee has been established to focus efforts on the Walking Trail. A private donor has pledged $100,000, we are working on a match campaign.

Community Relationship and Current Activities:

The Don Gagnon Memorial Scholarship has been established. This annual scholarship will provide partial funding to students pursuing Associate Degree’s in Welding Technology. This scholarship will also support students taking welding and electrical classes through Corporate and Community Education.

The John Schamanski Memorial Scholarship has been established. This annual scholarship will fund Trades Certificate classes through Corporate & Community Education for Welding, Electrical, Automotive and Plumbing.

Update on the sale of Purvis Young artwork through Leland Little Auctions: • Five more pieces are being auction the end of January – received $5,062.50 • Five pieces to be auctioned in February – not received yet ($11,050) • Five pieces to be auctioned in March • Total received/sold to-date: $35,467

The Foundation received official forgiveness documentation of the first Paycheck Protraction Plan (PPP) Loan. The Foundation was approved during the second round of PPP Loans for $37,100. Total received from the PPP was $67,300

Completed Activities:

For the whole month of February, we sent out trivia emails to all students, faculty and staff daily for the first few weeks for Black History Month. Each week we had a great turnout of participants and a lot of new knowledge was acquired. Each student participant was entered into a weekly drawing, for a total of eight student winners!

We also officially hosted Subs and Clubs March 2, 2021 from 11-2pm. We used a paper bag system to limit the number of hands touching the subs. We had 8 clubs present with tables and 9 clubs that sent us information to include in in our club brochure. When the students walked in, we encouraged that they check out all the clubs before collecting their sub, chips and water. We bought a little over 150 subs and we only had a few remaining at the end of the event! The purpose of this event was to encourage students to check out the opportunities that are available here at Carteret Community College and to join clubs that will encourage them to succeed!

Upcoming Events:

March is Women’s History Month, and we want to celebrate all our women in charge! We have selected 10 prominent women leaders from the campus and community to interview.

Early registration for Summer and Fall classes is approaching and we are encouraging our students to register for classes early by hosting registration in conjunction with the MAPS center.

We want to present to you, Campus Green Out. As we all know, St. Patrick’s Day is March 17th. To celebrate this holiday, we are asking all students and staff to wear as much green as possible! We want the campus to be covered in green!
