Gangloff, Ph.D Dams impound streams, alter sediment regimes and other physicochemical characteristics, and fragment populations. Low-head dams (<15m height) are ubiquitous in eastern North America and impact communities across broad geographic scales. We sampled fish at 25 dams (9 breached, 7 relict, 9 intact) in the Tar, Neuse and Roanoke basins including reaches upstream, immediately downstream (mill reach) of and >500m downstream from each dam (n=75 reaches). Analyses revealed fish CPUE, taxa richness, percent intolerant taxa, individual intolerant taxa and eel abundance were significantly higher in intact dam mill reaches and upstream of breached dams compared to other reaches. Relict dams had no between reach differences. -

(b) The Environmental Management Commission (hereinafter referred to as the Commission), prior to classifying and assigning standards of water quality to any waters of the State, shall proceed as follows: (1) The Commission, or its designee, shall determine waters to be studied for the purpose of classification and assignment of water quality standards on the basis of user requests, petitions, or the identification of existing or attainable water uses, as defined by Rule .0202 of this Subchapter, not presently included in the water classification. (2) In determining the best usage of waters and assigning classifications of such waters, the Commission shall consider the criteria specified in G.S. 143-214.1(d). In determining whether to revise a designated best usage for waters through a revision to the classifications, the Commission shall follow the requirements of 40 CFR 131.10 which is incorporated by reference including subsequent amendments and editions. -

Spencer, and Mark Wilde-Ramsing Underwater Archaeology Branch North Carolina Division of Archives and History April 2009 ii FOREWARD In the forty-five years since the salvage of the Modern Greece, an event that marks the beginning of underwater archaeology in North Carolina, there has been a steady growth in efforts to document the state’s maritime history through underwater research. Nearly two dozen professionals and technicians are now employed at the North Carolina Underwater Archaeology Branch (N.C. UAB), the North Carolina Maritime Museum (NCMM), the Wilmington District U.S. Army Corps of Engineers (COE), and East Carolina University’s (ECU) Program in Maritime Studies. Several North Carolina companies are currently involved in conducting underwater archaeological surveys, site assessments, and excavations for environmental review purposes and a number of individuals and groups are conducting ship search and recovery operations under the UAB permit system. The results of these activities can be found in the pages that follow. They contain report references for all projects involving the location and documentation of physical remains pertaining to cultural activities within North Carolina waters. Each reference is organized by the location within which the reported investigation took place. The Bibliography is divided into two geographical sections: Region and Body of Water. The Region section encompasses studies that are non-specific and cover broad areas or areas lying outside the state's three-mile limit, for example Cape Hatteras Area. The Body of Water section contains references organized by defined geographic areas. -

Hall, Carter Prepared by: Kellette Wade Analysis of: First Edition Staff Attorney OVERVIEW: House Bill 360 would authorize the Department of Natural and Cultural Resources (Department) to add the Dan River Trail to the State Parks System. CURRENT LAW: The State Parks Act provides that a trail may be added to the State Parks System by the Department upon authorization by an act of the General Assembly. All additions are required to be accompanied by adequate authorization and appropriations for land acquisition, development, and operations. BILL ANALYSIS: House Bill 360 would authorize the Department to add the Dan River Trail to the State Parks System as a State Trail. The use of any segment of the trail crossing property not owned by the Department's Division of Parks and Recreation would be governed by the laws, rules, and policies established by that segment's owner. This addition would be exempt from having to be accompanied by adequate appropriations for land acquisition, development, and operations. Lands needed to complete the trail would be acquired either by donations to the State or by using existing funds in the Land and Water Fund, the Parks and Recreation Trust Fund, the federal Land and Water Conservation Fund, and other available sources of funding. EFFECTIVE DATE: This act would be effective when it becomes law. BACKGROUND: The Dan River is important to North Carolina, flowing 214 miles through Virginia and North Carolina, crossing the state line 8 times. -

FEATURE: ENDANGERED SPECIES Conservation Status of Imperiled North American Freshwater and Diadromous Fishes ABSTRACT: This is the third compilation of imperiled (i.e., endangered, threatened, vulnerable) plus extinct freshwater and diadromous fishes of North America prepared by the American Fisheries Society’s Endangered Species Committee. Since the last revision in 1989, imperilment of inland fishes has increased substantially. This list includes 700 extant taxa representing 133 genera and 36 families, a 92% increase over the 364 listed in 1989. The increase reflects the addition of distinct populations, previously non-imperiled fishes, and recently described or discovered taxa. Approximately 39% of described fish species of the continent are imperiled. There are 230 vulnerable, 190 threatened, and 280 endangered extant taxa, and 61 taxa presumed extinct or extirpated from nature. Of those that were imperiled in 1989, most (89%) are the same or worse in conservation status; only 6% have improved in status, and 5% were delisted for various reasons. Habitat degradation and nonindigenous species are the main threats to at-risk fishes, many of which are restricted to small ranges. Documenting the diversity and status of rare fishes is a critical step in identifying and implementing appropriate actions necessary for their protection and management. Howard L.
