GREAT ADDINGTON PARISH COUNCIL

Minutes of the Annual Parish Meeting held in The Memorial Hall on Wednesday 15 May 2019

Present at the meeting. Council members: Cllr N Palmer (in the Chair), Cllr D Cole, Cllr A Fischelis, Cllr C Johnson, Cllr H Mayes, Cllr E Palmer and Cllr M Scott. Also in attendance: Mrs H Hoier (GAPC Clerk/RFO) and five members of the public.

19/1 Introduction and welcome. The Chairman welcomed everyone to the meeting and invited all those in attendance to participate by asking questions or raising issues whenever they felt that this was appropriate.

19/2 Apologies for absence. There were no apologies for absence.

19/3 Minutes of the meeting held on Wednesday 16 May 2018. These minutes were agreed as a correct record and signed by the Chairman.

19/4 Matters arising from the previous meeting. There were no matters arising from the previous meeting.

19/5 Chairman’s Report for 2019/20. Cllr N Palmer (GAPC Chairman) began his report by briefly summarising the general roles and responsibilities of GAPC (with particular reference to financial management, planning consultation and awarding grants for the benefit of Great Addington residents). The latest details of the Council’s Four Year Plan were provided; the most notable being the forthcoming village commemorative sign unveiling ceremony, renovation of the red telephone box in Main Street and traffic calming schemes including Community Speed Watch. Cllr N Palmer then concluded his report by announcing his intention to not seek re-election as a member of GAPC next year before thanking everyone for the time, skill, expertise, experience and effort they bring to the Council.

19/6 East Council (ENC) and Northamptonshire County Council (NCC). The recent announcement that two new unitary councils will be created in Northamptonshire was noted. Great Addington will be within the Council area which covers the districts of Corby, , and . Daventry, Northampton and South Northamptonshire districts will be covered by West Northamptonshire Council. Vesting Day for the new unitary councils will be Wednesday 1 April 2020. The announcement included arrangements for local elections which have been deferred for a year to Thursday 7 May 2020 to coincide with elections to the shadow councils, the precursors of the unitary councils.

19/7 Reports of Addingtons organisations. a) Addingtons Artisans. The report of the Addingtons Artisans was received and noted. b) Addingtons Horticultural Society. The report of the Addingtons Horticultural Society was received and noted. c) Addingtons Ladies Group. The report of the Addingtons Ladies Group was received and noted. d) Addingtons Playing Field Association. Cllr C Johnson presented a report on behalf of the Addingtons Playing Field Association. e) Addingtons Pre-School. The report of the Addingtons Pre-School was received and noted. f) Great Addington CEVA Primary School Governors. The report of Great Addington CEVA Primary School Governors was received and noted. g) Great Addington Memorial Hall Committee. The Clerk presented a report on behalf of Great Addington Memorial Hall Committee. i) Ringstead Grange Quarry Liaison Group. Cllr H Mayes presented a report on behalf of Ringstead Grange Quarry Liaison Group.

1 Minutes of the meeting held on 15 May 2019 19/8 Village issues. a) Neighbourhood Plan. The Chairman explained that the Council is encouraging more volunteers to join the Neighbourhood Plan Working Party. Developing a Neighbourhood Plan is expected to take time and effort but the Council considers that setting out the community’s aspirations for the village would be of significant value to Great Addington. b) Inconsiderate parking on Woodford Road and other areas of Great Addington. As in previous years, it was acknowledged that inconsiderate parking has consistently been an issue of concern for residents, especially regarding the safety of pedestrians and the inconvenience caused by temporarily blocking access to properties. The Chairman advised that the Council’s latest proposed scheme to address this issue requires volunteers but so far there has been no interest. c) Highway maintenance. It was acknowledged that the poor condition of footways, footpaths, stiles and verges is an issue of concern for residents and noted that minor works could be carried out by volunteers effectively.

19/9 Conclusion. In conclusion, the Chairman commented that residents of Great Addington and the local surrounding area should be very proud of their community and of their achievements generally throughout the year before thanking all those who had contributed to the meeting.

The meeting was closed at 8.10 pm.
