This is our fourth quarterly report on the overseas contingency operation (OCO), discharging our individual and collective agency oversight responsibilities pursuant to section 8L of the Inspector General Act of 1978, as amended. In October 2015, for example, the United States and its global coalition partners intensified strikes on ENDNOTES 131 ISIL targets, focused on retaking cities in Iraq and Syria, destroyed oil infrastructure and supply routes, and killed several of ISIL’s high-value fighters. However, many challenges remain , including clearing explosives and remaining ISIL fighters from liberated areas and providing critical stabilization support in cities like Tikrit and Ramadi, a city estimated to be 80% in ruin. The humanitarian and refugee crisis remains dire. Water, food, and other basic needs are still limited for millions of people displaced internally and millions who have fled to refugee locations outside of Syria or Iraq. My Lead IG colleagues and I are committed to effective oversight and timely reporting on OIR. In these efforts, we appreciate and rely on the dedication of the teams of OIG employees in the field, who perform the day-to-day planning, analysis, and oversight work for our organizations. Fine Acting Inspector General U.S. Department of Defense EXECUTIVE SUMMARY EXECUTIVE SUMMARY Developments on a number of fronts this quarter illustrate both the changing nature of the threat posed by the Islamic State of Iraq and the Levant (ISIL) and the evolving approach to combatting it. The United States continues to lead the Global Coalition to Counter ISIL, which includes more than 60 countries that joined with Iraq to defeat this terrorist group. Activities across the nine lines of U.S. effort demonstrate the transnational nature of the threat and the need for global coordination and cooperation. Pursuant to their congressional mandate, the Lead Inspector General (Lead IG) agencies are required to report quarterly to Congress and the public on OIR. This quarterly report covers the events and activities that occurred related to OIR and the associated humanitarian crisis during the period October 1–December 31, 2015. For a timeline of selected major events this quarter, see next page. INTENSIFIED MILITARY ACTIVITY On October 27, 2015, Secretary of Defense Ashton Carter discussed the U.S. military’s adapted campaign strategy, calling it the 3Rs, for Raqqah, Ramadi, and Raids.1 The framework on the overall conduct of coalition operations remains the same, but the intent is to be more effective on the ground, to intensify airstrikes, and to attack ISIL infrastructure and supply routes. By the end of December 2015, with the support of coalition airstrikes, counter- ISIL forces in Syria took control of Tishrin Dam and major nearby supply routes nearby in Syria. The coalition launched Operation Tidal Wave II in Syria to destroy ISIL’s oil business, and coalition airstrikes were instrumental in liberating Sinjar, Iraq, and most of Ramadi, in Iraq’s Anbar province, by the end of December.2 Clearing operations in Ramadi continue. Post-battle stabilization efforts are the next challenge for the Government of Iraq (GOI) and the coalition, including steps to provide basic services and security. According to the Department of Defense (DoD), about 2,800 Sunni tribal fighters had completed a brief training program as of December 2015 and will serve as the foundation for the holding force in Ramadi.3 However, Anbar officials described Ramadi as 80% destroyed, estimating that it may cost up to $10 billion to rebuild.4 As of January 3, 2016, the coalition had launched more than 9,300 airstrikes, with about 78% conducted by the United States.5 During a 3-week period in December, coalition airstrikes killed 10 leaders characterized by DoD as high- value ISIL fighters.6 QUARTERLY REPORT TO CONGRESS 1

Operations in Afghanistan and Iraq during 2001–2014 totaled $1.6 trillion.1 Once long-term veterans’ care, disability payments, and other economic effects are included, estimates rise to $4–$6 tril- lion.2 Related reports count over one million Americans wounded in Afghanistan and Iraq, in addition to nearly seven thousand killed.3 A conservative tally of local civilian casualties in these countries reaches the hundreds of thousands. MIELKE & N. MISZAK SUMMARY So-called Islamic State (IS or Daesh) in Iraq and Syria is widely interpreted as a terrorist phenomenon. The proclamation in late January 2015 of a Wilayat Kho- rasan, which includes Afghanistan and Pakistan, as an IS branch is commonly interpreted as a manifestation of Daesh's global ambition to erect an Islamic caliphate. Its expansion implies hierarchical order, command structures and financial flows as well as a transnational mobility of fighters, arms and recruits between Syria and Iraq, on the one hand, and Afghanistan–Pakistan, on the other. In this Working Paper, we take a (new) social movement perspective to investigate the processes and underlying dynamics of Daesh’s emergence in different parts of the country. By employing social movement concepts, such as opportunity structures, coalition-building, resource mobilization and framing, we disentangle the different types of resource mobilization and long-term conflicts that have merged into the phenomenon of Daesh in Afghanistan. In dialogue with other approaches to terrorism studies as well as peace, civil war and security studies, our analysis focuses on relations and interactions among various actors in the Afghan-Pakistan region and their translocal networks. The insight builds on a ten-month fieldwork-based research project conducted in four regions—east, west, north-east and north Afghanistan—during 2016. We find that Daesh in Afghanistan is a context-specific phenomenon that manifests differently in the various regions across the country and is embedded in a long- term transformation of the religious, cultural and political landscape in the cross-border region of Afghanistan–Pakistan.

Venäjä tukee Presi- dentti Bašar al-Assadin hallintoa taistelussa kapinallisia ja Isisiä vastaan. Vuoden 2008 Georgian sodan jälkeen Venäjän asevoimissa aloitettiin reformi sen suorituskyvyn paran- tamiseksi. Syyrian intervention aikaan useat näistä uusista suorituskyvyistä ovat käytössä. Tutkimuksen tavoitteena oli selvittää Venäjän ilmavoimien kyky tukea maaoperaatiota. Tutkimus toteutettiin tapaustutkimuksena. Tapauksina työssä olivat kolme Syyrian halli- tuksen toteuttamaa operaatiota, joita Venäjä suorituskyvyillään tuki. Venäjän interventiosta ei ollut saatavilla opinnäytetöitä tai kirjallisuutta. Tästä johtuen tutkimuksessa käytettiin lähdemateriaalina sosiaaliseen mediaan tuotettua aineistoa sekä uutisartikkeleita. Since the military brought the first detainees to Guantánamo in January 2002, the Pentagon has consistently refused to comprehensively identify those it holds. While it has, at various times, released information about individuals who have been detained at Guantánamo, it has always maintained ambiguity about the population of the facility at any given moment, declining even to specify precisely the number of detainees held at the base. We have sought to identify the detainee population using a variety of records, mostly from habeas corpus litigation, and we have sorted the current population into subgroups using both the government’s allegations against detainees and detainee statements about their own affiliations and conduct.

I represent the American Civil Liberties Union, a non- partisan organization of half a million members nationwide dedicated to defending the Constitution and protecting civil liberties. The ACLU vigorously supports meaningful legal protections for all whistleblowers, and particularly for employees and contractors within the law enforcement and intelligence communities, where abuse and misconduct can have the most serious and direct consequences to our liberty and our security. INTRODUCTION Executive Order 12731 requires all federal employees to report “waste, fraud, abuse and corruption to the appropriate authorities.”1 Unfortunately, employees who follow this ethical obligation are often subject to retaliation by the very managers to whom they are duty-bound to report. Efforts by Congress to protect responsible whistleblowers, beginning with the Civil Service Reform Act in 1978 and followed by the landmark Whistleblower Protection Act (WPA) in 1989, have been steadily undermined by an ineffective Merit Systems Protection Board and hostile decisions of the United States Court of Appeals for the Federal Circuit, which has a monopoly on federal whistleblower appeals.
