Nearly 60 years (1955-2011) of experience made him as unchallenged political leaders in Singapore even Southeast Asia. His leadership ability has been successful to led the Singapore community thrive. He led to developed after Singapore separated by Malaysia. History of the Malaya cannot be separated by this character. He was a "hardcore troublemakers" while in the Malaysian parliament. “Malaysian Malaysia” concept introduced by him is troubling for the late Tunku Abdul Rahman and Tun Abdul Razak in Perikatan. Tun Dr. Mahathir, has always been a "hero" to deflect LKY brilliant didactic arguments. LKY resigned as prime minister in 1990 but appointed as a Senior Minister (1990-2004) and Minister Mentor (2004-2011). This allows him to still relevant in the Singapore political arena. It makes his leadership keep across the centuries. His perspective is not only limited to the development of Singapore but even to the particularly Malaysia and Southeast Asia. Therefore this paper tries to look the developments of idea and leadership style of the six (6) Prime Minister of Malaysia; namely R.A.H.M.A.N by LKY. Through different view, perhaps the ideas of the Prime Minister's legacy be obtained for the future.

    The Role of Public Interest Litigation in Promoting 58 Good Governance in Malaysia and Singapore (2004) XXXIII No 1 THE ROLE OF PUBLIC INTEREST LITIGATION IN PROMOTING GOOD GOVERNANCE IN MALAYSIA AND SINGAPORE* ROGER TAN KOR MEE** SUMMARY: In this paper, a two-case study is undertaken on public interest litigation in the promotion of good governance in Malaysia and Singapore. As public interest litigation is a branch of administrative law which involves judicial review of administrative actions, it has a pivotal role to play in an administrative state particularly in the promotion of good governance. Initiated by citizens who may not be directly affected by the administrative acts, such public interest litigants are often frowned upon by the executive as meddlesome busybodies. This makes them a thorn in the executive’s side, and various obstacles were placed in the way by the executive to stymie the growth of public interest litigation. However, it was judicial self-restraint that brought the growth of public interest litigation in Malaysia to a grinding halt. In Government of Malaysia v Lim Kit Siang, the Malaysian Supreme Court took a restrictive approach to the rules of standing. But that does not mean that public-spirited individuals and non-governmental organisations should lose heart. On the contrary, they should persevere and continue to resort to public interest litigation so that it affords an opportunity for the courts to liberalise the current restrictive standing criteria. On the other hand, the absence of public interest litigation in Singapore presupposes that Singapore has a good public administration. Public interest litigation therefore promotes good governance in public administration.

An uncanny stillness seems to have descended on the higher courts of the land after the retirement of Datuk Seri Gopal Sri Ram in early 2010. The roar from the lion of the Malaysian courts has subsided. Indeed there was a time when lawyers appearing in the Court of Appeal or the Federal Court used to quiver in their bibs at the prospect of addressing a panel comprising of FCJ Sri Ram. Was this because he lacked the judicial temperament expected of a salubrious judge? Or was it just plain indolence on the part of counsel that got the dander of this judge up on many occasions. As pointed out by Prime Minister Datuk Seri Abdullah Ahmad Badawi when commenting on his transfer to the Agriculture Ministry, Muhyiddin is believed to have what it takes to transform the agricultural sector to play a bigger role in mainstream development. Fondly known as "anak Mat Yassin, Muhyiddin once emerged as the "giant killer" defeating former Johor Menteri Besar Tan Sri Othman Saat to helm Pagoh Umno division in the 1985 party election. The rising star in the Umno political arena never looked back since then. Although on several occasions, he acknowledged that he was a reluctant politician, the 53-year-old Johorean had carved a niche as a farsighted and pragmatic leader. After graduating with an economics degree from Universiti Malaya in 1969, Muhyiddin joined the Johor Civil Service and served as the Muar assistant district officer from 1971 to 1974. The Muar-born Muhyiddin left the civil service in 1974 to take up a post as a Personnel Manager in a electronics company. He joined the Johor State Economic Development Corporation to head Sergam Bhd, a wholly-owned subsidiary of the corporation, and resigned in 1977. Muhyiddin, who entered politics in 1970, was Muar-Pagoh Umno division treasurer. He was vice-head of the division in 1975.
