A verification JPR is now in place for all personnel engaged in verification tasks. Checking included only changes made in this revision as the checking of the calculation was not impacted by PER 203951. The verification is inclusive of work completed prior to this revision. * PER 203872- replace NEDP-2 forms on Pages 1 through 7 & 10 with the forms from the NEDP-2 Revision in effect at the time of calculations issuance. * PER 175596- was initiated to address inflow data errors discovered in Attachment 1-1. The errors apparently occurred as inflow data for the local hydrographs were transferred (via copy/paste) into an Excel spreadsheet in order to combine them with baseflow and runoff from the actual water surface. The dates (and times) that a particular flow occurs in the direct runoff hydrographs are shifted. These errors have been corrected in the spreadsheet for use in Revision 1 of this calculation. Cells in the Attachment 1-1 spreadsheet showing the corrected data have been highlighted in yellow. Box 576 Badin, NC 28009 Subject: Comments on LIHI recertification, Tapoco Hydroelectric Project (FERC No. P-2169) Dear Marshall: The purpose of this letter is to provide information for Alcoa Power Generating Inc (APGI) to use in its application for recertification by the Low Impact Hydropower Institute (LIHI). On July 25, 2005, the LIHI certified Alcoa's Tapoco Hydroelectric Project as Low Impact. That certificate is set to expire July 25, 2013. The Tapoco project consists of four powerhouses and four dams in eastern Tennessee and western North Carolina totaling 350 megawatts (MW) of electric generation capacity, which power Alcoa Tennessee Operations near Knoxville. The project is located on the Little Tennessee and Cheoah Rivers and is owned and operated by Alcoa Power Generating Inc. The Tapoco Project includes four developments - Santeetlah Development, Cheoah Development, Calderwood Development, and Chilhowee Development. The Tapoco Project extends along the Little Tennessee River from about River Mile 33 to just above RM 60, downstream of the Tennessee Valley Authority Fontana Dam. Chilhowee, Calderwood and Cheoah developments and Santeetlah Powerhouse are located on the Little Tennessee River. Santeetlah Dam and Reservoir are located on the Cheoah River, a tributary to the Little Tennessee River. The Project Boundary encompasses much of the Cheoah River corridor downstream of the Santeetlah Dam. Background USFWS Participation. The Fish and Wildlife Service was an active participant in the collaborative relicensing process.

Several alternatives to the project have been proposed. However, neither the current pro­ ject nor alternatives are supported by cur- rent benefit-cost analyses. ' The Tennessee Valley Authority should up­ date the remaining benefit-cost data for the Tellico project and alternatives to it. The Congress should prohibit the Authority from further work on the project and should not acton the proposed legislation to exempt the project from the Endangered Species Act until more current information is received.

(APGI) Tapoco Division The Tapoco Project • Four hydro developments in eastern Tennessee and western North Carolina: Santeetlah Reservoir on the Cheoah River Cheoah, Calderwood, and Chilhowee reservoirs on the Little Tennessee River • The Federal Energy Regulatory Commission (FERC) licenses the project; relicensed in 2005 A Unique Opportunity • During the relicensing of the Project, stakeholders characterized the mainstem reservoirs as offering a highly desirable wilderness travel experience for the touring kayaker/canoeist – Primitive recreation experience: few access areas/minimal motorboat traffic – Aesthetics: towering cliffs, waterfalls, plunge pools, undeveloped shoreline and undisturbed viewsheds – Wildlife: Bald eagles, osprey, otter – Water: clean, clear, and cold Cheoah Reservoir Calderwood Reservoir Agreement • APGI and the stakeholders agreed that APGI would construct portages around the Cheoah, Calderwood, and Chilhowee dams and five primitive campsites on Calderwood Reservoir • In accordance with the new Project license, the portages and campsites would be constructed within the first five years of the new license and would allow recreationists to “through‐paddle” the Project reservoirs, with opportunities for an overnight stay Pre‐Construction Consultation • After receiving a new FERC license, APGI continued to work with

    Alcoa in Tennessee Gabriel Coleman HI7310: Energy and Power in the Modern World 15 January 2021 2 Introduction In Pittsburgh, Pennsylvania on June 12th 1985, Charles W. Parry, president of the Aluminum Company of America, gave a speech to the Newcomen Society. In his speech he compared the company to an organism, saying that “like all successful living organisms, Alcoa has adapted in order to survive and flourish.”1 Large corporations have been compared to biological organisms before, like Standard Oil’s malicious octopus2, but the primary intention of Parry’s biological analogy is to naturalize ALCOA, to give it agency beyond its human leadership.3 Though the intention of this metaphor is propagandistic, it is also analytically useful. ALCOA, like any organism, needs a constant supply of energy to survive and thrive. Through the history of ALCOA’s network of dams in the Little Tennessee River’s watershed, built to power its smelting operation in the town of Alcoa, Tennessee, this paper will explore the way ALCOA manipulated environmental and social systems to obtain the energy it demanded. To avoid confusion, the company will be referred to as ALCOA whereas the town will be written as Alcoa unless quoted differently.
