This leads him to inquire, "then how comes it that human nature alone abandons man?"1 If Hugo Grotius were alive today, he might wonder the same thing. Grotius's language of nature remains surprisingly enduring in contemporary discourse. Yet most students of political thought seem to have forgotten the man. This inattention is a notable change from the seventeenth through nineteenth centuries, during which one contemporary described Gro­ tius as "the greatest universal scholar since Aristotle."2 Grotius's fame began in 1598, when King Henry IV of France pronounced the fifteen-year-old prodigy as "the miracle of Holland." By his early twenties he became the Pensionary of Rotterdam, and by his early thirties he penned major works of history, literature, political philosophy, and theology.

    MICHAEL POLANYI AND EARLY NEOLIBERALISM Martin Beddeleem Keywords: Friedrich Hayek, Louis Rougier, Michael Polanyi, Mont-Pèlerin Society, neoliberalism, planning, Walter Lippmann ABSTRACT1 Between the late 1930s and the 1950s, Michael Polanyi came in close contact with a diverse cast of intellectuals seeking a renewal of the liberal doctrine. The elaboration of this “neoliberalism” happened through a transnational collaboration between economists, philosophers, and social theorists, united in their rejection of central planning. Defining a common agenda for this “early neoliberalism” offered an opportunity to discard the old laissez-faire doctrine and restore a supervisory role of the state. Ultimately, post-war dissensions regarding the direction of these efforts led Polanyi away from the neoliberal core. Between the publication of his pamphlet on the failures of economic planning in the Soviet Union in 1936 (CF, 61-95) and that of The Logic of Liberty in 1951, Michael Polanyi progressively lost interest in chemistry and started to investigate the political and sociological conditions necessary to scientific freedom and the pursuit of truth. During that time, he became involved with a group of scholars who, equally, perceived the democratic collapse of Europe as a wake-up call for a restatement of its liberal tradition. Whereas the values of individual dignity and social progress that liber- alism carried were needed then more than ever, they agreed that the method to achieve these ideals had become obsolete. Therefore, they focused their efforts on revamping a science of liberalism, which could answer the scientific claims of plannism and totalitar- ian ideologies.     Leibniz, Bayle and the Controversy on Sudden Change Markku Roinila (In: Giovanni Scarafile & Leah Gruenpeter Gold (ed.), Paradoxes of Conflicts, Springer 2016) Leibniz’s metaphysical views were not known to most of his correspondents, let alone to the larger public, until 1695 when he published an article in Journal des savants, titled in English “A New System of the Nature and Communication of Substances, and of the Union of the Soul and Body” (henceforth New System).1 The article raised quite a stir. Perhaps the most interesting and cunning critique of Leibniz’s views was provided by a French refugee in Rotterdam, Pierre Bayle (1647−1706) who is most famous for his Dictionnaire Historique et Critique (1697). The fascinating controversy on Leibniz’s idea of pre-established harmony and a number of other topics lasted for five years and ended only when Bayle died. In this paper I will give an overview of the communication, discuss in detail a central topic concerning spontaneity or a sudden change in the soul, and compare the views presented in the communication to Leibniz’s reflections in his partly concurrent New Essays on Human Understanding (1704) (henceforth NE). I will also reflect on whether the controversy could have ended in agreement if it would have continued longer.     Inventing Westphalia Nicholas Pingitore Senior Thesis Spring, 2020 Advisors: Ethan Shagan and Raphael Murillo Pingitore 1 Introduction The Westphalian Moment, if there ever was one, may quite well have occurred more than 100 years after the signing of the now famous Peace, and in Geneva no less. Writing around 1756, Jean-Jacques Rousseau declared in his treatise, A Lasting Peace Through the Federation of Europe that “the Treaty of Westphalia will perhaps forever remain the foundation of our international system.”1 Prevailing social science lore would find no fault with Rousseau’s logic. Examples abound from the last 70 years of various political theories, international histories, university conferences, even modern military alliances, referencing Westphalia.2 Invariably, there are some differences in how these thinkers frame the importance of Westphalia, but the general mold is familiar enough to any sophomore undergraduate enrolled in a course on international relations.3 It goes as follows: The Thirty Years’ War lasted from 1618-1648. This three-decade-long catastrophe was perhaps Europe’s first modern continental war. While the majority of the conflict took place in central Europe, it drew upon every “great power” resulting in an estimated five to eight million deaths.     Andrew Franklin-Hall Canadian Journal of Philosophy 42 (2012): 255-280 Pre-publication Draft Creation and Authority: The Natural Law Foundations of Locke’s Account of Parental Authority1 Abstract: Despite its prominence in recent work on the ethics of the family, Locke’s child-centered account of parental authority has not received the historically informed analysis which other aspects of his philosophy has received. In this paper, I discuss the relation of Locke’s view to the seventeenth-century debate on paternal power and highlight the fundamental importance of the theological concept of creation to his natural law theory and, in particular, to his account of parental authority. This permits us to correct a common misinterpretation of Locke: that he struggles in vain to avoid the conclusion that parents own their children because they made them. I argue that once the natural law foundations of his position are better understood, Locke’s entire discussion of parental authority turns out to be both more consistent and, in some ways, less modern than has often been assumed. Buchanan (1919–2013) was born in rural Tennessee under rather simple circumstances: “It was a very poor life,” he says (Buchanan 2009, 91). Still, he ended up, in 1986, as a recipient of the Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel. The Prize was awarded “for his development of the contractual and constitutional bases for the theory of economic and political decision-making.” Buchanan earned his Ph.D. in economics from the University of Chicago in 1948 and was thereafter a professor at the University of Tennessee, Florida State University, the University of Virginia, UCLA, Virginia Polytechnic Institute, and George Mason University. In spite of his academic accomplishments, Buchanan felt himself to be apart from an established elite—academic, intellectual or political—and he even regarded that elite with suspicion. The attitude can be connected to Buchanan’s ideological convictions and how these changed over the course of his lifetime.
