(Step 1 of 1) Regulations Manager Open for consideration of any necessary corrections or administrative clean-ups to regulations previously adopted by the Parks and Wildlife Commission for the 2018 big game seasons, including, but not limited to, game management unit boundaries, season dates, limited license areas and manner of take provisions for bighorn sheep, mountain goat, deer, elk, pronghorn, moose, bear and mountain lion, and regulations otherwise necessary for implementation of the 2018 big game seasons.

Open for consideration of annual changes to game bird seasons, excluding turkey, and other small game seasons and related provisions, including 2018 season dates, bag and possession limits and definitions.

11 10:10 (A) Danielle Isenhart, Chapter W-5 - “Small Game - Migratory Game Birds” - 2 Regulations Manager CCR 406-5, and those related provisions of Chapter P-1 (“Parks and Outdoor Recreation Lands” - 2 CCR 405-1) necessary to accommodate changes to or ensure consistency with Chapter W-5. (Step 2 of 2) Open for consideration of annual changes to waterfowl and migratory bird hunting seasons and related provisions, including season dates, bag and possession limits and manner of take provisions. Specific considerations also include, but are not limited to, the following: • Changing the season dates for the North Park and South Park/ dark goose hunting zones in the Central flyway to be a continuous season with no split, opening as early as possible within the federal frameworks. • Adding waterfowl hunting at Stagecoach State Park to the hunter reservation system. • Removing the hunting closures at New Windsor Reservoir. • Removing the goose hunting closure on Riverside Reservoir. • Changing the hunting restriction start date at Crawford State Park to after Labor Day. • Changing the waterfowl hunting restriction start date at Sweitzer Lake to after Labor Day. • Broadening the goose hunting closure on Grand Lake and Windy Gap Reservoirs to be an all waterfowl hunting closure.

(Step Regulations Manager 2 of 2) Open for annual review of the entire chapter including, but not limited to, generally applicable and property-specific requirements for, or restrictions on use of, wildlife properties controlled by the Division of Parks and Wildlife, including State Trust Lands leased by the Division. Specific considerations include, but are not limited to, the following: • Designating a no camping area on Brown’s Park SWA to protect agricultural fields and cabin structures. • Changing the name of the Rabbit Creek Unit on the Cherokee SWA to the Roy Brown Tract. • Prohibiting hunting at Home Lake State Wildlife Area (SWA). • Extending the open dates for public access on the Playa Blanca SWA to July 16th through February 14th annually. • Allowing picnicking and the use of float tubes on Rosemont Reservoir SWA. • Adding a new SWA, SWA, with associated provisions. • Removing San Luis Lake SWA from the camping reservation system. • Clarifying waterfowl hunting closure regulations on Turks Pond SWA. • Adding a new SWA, Wind in the Willows SWA with associated provisions. • Creating general provisions and hatchery-specific regulations for State Fish Units within the state. • Modifications to property-specific regulations within Division Areas 3 and 4, to provide consistency and clarity. • Closing the western portion of the Maybell State Trust Land (STL) to vehicles and prohibiting camping on the entire Maybell STL. • Enrolling STL into the Public Access Program with associated provisions.

“Members of the public wishing to provide comment to the Parks and Wildlife Commission on any topic not otherwise on the agenda can do so during the “Public Presentations” agenda item. However, comments are limited to no more than 3 minutes of time in which to address the Commission and all persons must submit a “Request to Speak before the Parks and Wildlife Commission” (blue) slip indicating the topic for comment prior to the start of the “Public Presentations” agenda item.

Persons wishing to provide a presentation to the Parks and Wildlife Commission that exceeds 3 minutes in length or requires the use or provision of specialized equipment (slide show, power point, video, etc.) must submit a written request to the Chairman of the Commission at least thirty days in advance of the Commission meeting setting forth the subject matter of the presentation, the time requested and the equipment needed for the presentation. The granting of such requests is up to the discretion of the Chairman of the Commission. In all cases, the Parks and Wildlife Commission appreciates and encourages the provision of written materials on the subject matter of the comment or presentation prior to the meeting in question.”

(I) Information Item (A) Action Item 5 26 (A) Consent Agenda Proposed Parks and Wildlife Commission Consent Agenda March 7-8, 2018

In order to increase the Parks and Wildlife Commission’s efficiency and allow more time for consideration of wildlife policy and contested issues, the listed items are noticed for action by the Commission as part of the March 2018 “Consent Agenda.”

Note: The process for placing matters on the Consent Agenda is as follows: The Director identifies matters where the recommended action follows established policy or precedent, there has been agreement reached or the matter is expected to be uncontested and non-controversial. Staff will provide written memos to the Parks and Wildlife Commission members explaining the matters on the Consent Agenda. Copies of the memos will be available to the public.

Matters on the Consent Agenda are noticed for hearing at the same time and in the same manner as other agenda items. If a member of the Commission requests further consideration of an item on the consent agenda, that item will be withdrawn from the Consent Agenda and discussed and acted upon as determined by the Commission. The Consent Agenda may be voted on without the necessity of reading individual items. Any Commission member may request clarification from the Director for any matter on the Consent Agenda.
