. -~ BUREAU OF RECLAMATION DEVELOPMENT IN COLORADO Colorado's Centennial Year finds 10 Bureau of Reclamation water and land resource development projects in the state completed or under construction. The developments are the Uncompahgre, Grand Valley, Fruitgrowers Dam, Colorado-Big Thompson, Pine River, Mancos, San Luis Valley, Paonia, and Collbran Projects, and the St. Francis Unit of the Missouri River Basin Project. Eight of the projects made available in 1957 full water supplies to 97, 694 acres and supplemental supplies to 781, 647 acres. (Data on the San Luis Valley Project are not available and the1 Collbran Project is under con struction.) The gross value of the crops produced on the eight projects in 1957 totaled $81, 495, 163. In the same year, more than 12, 000 farms and 282, 000 persons were served with water from the projects. Seven powerplants on the projects have a total in stalled capacity of 186, 9 50 kilowatts. The following are summary descriptions of the projects. Uncompahgre Project (Gunnison, Delta, and Montrose Counties)--This is the earliest project constructed by the Bureau in Colorado. Construction began in .July 1904, and first water for irrigation was made available during the season of 1908. Project lands, which obtain water dive rted from the Uncompahgre and Gunnison Rivers, surround the town of Montrose, and extend along both sides of the Uncompahgre River to Delta, a dis tance of 34 miles. Features include the Taylor Park Dam and Reservoir, the 5. 8-mile long Gunnison Tunnel, 7 diversion dams, 143 miles of main canals, 425 miles of later als, and 215 miles of drains. -

BLUE MESA RESERVOIR General Information Located in Western Colorado near the town of Gunnison, Blue Mesa Reservoir is Colorado's largest body of water. Blue Mesa Dam was built in 1966 and was the first and largest of the three Aspinall Unit dams intended to store and control spring flows on the Gunnison River. Blue Mesa Reservoir is 20 miles long and is the largest Lake Trout and Kokanee salmon fishery in the United States. It lies within the Curecanti National Recreation Area. Elk Creek Complex (970) 641-0707 The Elk Creek complex is the major facility of Blue Mesa Reservoir. It features a visitor center, the main marina, Pappy's Restaurant, campground and RV dump station. Campground consists of four loops with 160 campsites, water, electric hookups (Loop D), flush and vault restrooms, and showers also available. The marina offers in and out boat launching, a store, fish tackle, gasoline, boat rentals, kayaks, canoes, SUP's and boat slips. This is a Notice of Appeal of that decision pursuant to 36 C.F.R. Part 215. The Double Heart Ranch, Local Landowners, and a great many others use and enjoy the Tomichi Dome, and the surrounding lands covered by this decision. Further, DH Ranch submitted comments at every stage of this process to every agency involved to be considered for this National Environmental Policy Act process. DH Ranch also attended every public meeting, even when notice was grossly insufficient and public comment was inappropriately restricted and prevented. This appeal is timely pursuant to 36 C.F.R. §215.14. Appellant requests that the DN be withdrawn, a proper NEPA process be conducted, and a new decision of No Action be issued, protecting our public resources. THE APPELLANTS The Double Heart Ranch is a historic Colorado property wholly situated on or around the Tomichi Dome and the property encompassed by this decision. -

Tom Sharp's Post
19 Tom Sharp's Post Tom Sharp's Post, a log and adobe Indian trading station, built in 1870, is a familiar sight to those traveling Highway 305, in Huerfano County, between the remnants of Malachite and the top of Pass Creek Pass. The post, flbout a mile from the site of the once-thriving town called Malachite, stands near the Huerfano River crossing of the Gardner-Red Wing. road. Sharp's place was known as Buzzard Roost Ranch be cause hundreds of buzzards roosted in the cottonwood trees along the stream there. A well-traveled Ute Indian trail over the Sangre de Cristo range ran through the ranch, thence to Badito, and on to the Greenhorn Mountains. Ute Chief Ouray and his wife, Chipeta, often visited Sharp while their tribes men camped nearby. W. T. (Tom) Sharp, a native of Missouri, served with the Confederate forces at the beginning of the Civil War. His general was Sterling Price. In 1861, Sharp was paroled from the service because of wounds, and was placed in a wagon bound for the Far West. Surviving the trip across country, he joined a half-breed Indian hunter named "Old Tex,'' and for a time the two sup plied meat to mining camps in California and Oregon . Later Sharp headed eastward. With a partner, John Miller, he contracted to supply telegraph poles for the Union Pacific Railroad, then building into Wyoming. In 1867, he was a de puty sheriff in Cheyenne, Wyoming. In the autumn of 1868, Tom Sharp, John White, and John Williams, with an old prairie wagon, came into the Huerfano Valley looking for a location. -

This study, authorized by Resource Study Proposal (RSP) CURE-H-1, seeks to identi:fy historical resources and historic sites lo cated within or closely associated with the recreation area. Such an undertaking will enable master planning teams to consider the use o:f historical data in interpre tive and development programs and provide £or the protection 0£ historic sites and structures. Ideally, thE! background study ought to precede the master plan team's field investigation. The urgency 0£ the Curecanti plan r1equired this investigation to be undertaken immediately at the beginning of the current :fiscal year and compelled it to be done while the team was in the field. Hopefully, this report will have found its way into the team's hands prior to their completion report. River Flow Advisory Bureau . of Reclamation Upper Colorado Region Salt Lake City, Utah Vol. 15, No. 1 September 1984 River flows in the Upper Colorado River drainage, still high for this time of year, are not expected to decrease much for several weeks: While the daily update of operations and releases has been discontinued, the toll-free numbers now provide updates on Bureau of Reclamation activities and projects. Utah residents may call 1-800-624-1094 and out-of-Utah residents may call 1-800-624-5099. Colorado River at Westwater Canyon The flow of the Colorado River on September 10 was 7, 000 cfs, and is expected to decrease slightly over the next few weeks. Cataract Canyon Includin2 the Green- River The flow was 11,500 cfs on September 10 and will continue to decrease slightly. Lake Powell Lake Powell's elevation on September 10 was 3,699. Assuming normal inflow for this time of year, the lake should continue to go down slowly to elevation 3,682 by next spring. Colorado River through Grand Canyon . Releases through Glen Canyon Dam remain at 25,000 cfs. These releases are expected to be maintained with no daily fluctuations in river flows. Upper Green River - Fontenelle Reservoir Fontenelle Reservoir is now at elevation 6,482 feet. Releases through the dam will be reduced to about 600 cfs starting on September 17 for about 2 weeks during powerplant maintenance. Green River Flows Below Flaming Gorge Dam On September 10 Flaming Gorge Reservoir was at elevation 6,039.9 feet. Releases from the dam are expected to average 2, 500 cfs in September and October with usual daily fluctuations. -

Paonia Dam Outlet Works Modification MOA Reallocation Request Background: In 2011, the Upper Colorado River Division States (Colorado, Wyoming, Utah, and New Mexico), the United States Bureau of Reclamation (Reclamation), the United States Department of Energy Western Area Power Administration, and the Colorado River Energy Distributors Association (CREDA) signed a Memorandum of Agreement (MOA) authorizing the use of the Upper Colorado River Basin Fund (Basin Fund) to further the purposes of the 1956 Colorado River Storage Project (CRSP) Act (Public Law 485). The MOA created a mechanism for the Upper Division States to access excess hydropower revenues for operations, maintenance and replacement costs (OM&R) for congressionally authorized CRSP Participating Projects (herein “Participating Projects”) and to reduce the impact on the CRSP firm power rate by eliminating the collection of power revenues beyond that amount needed to repay the costs of the existing projects through Fiscal Year (FY) 2025. The Colorado Water Conservation Board (CWCB) represents Colorado in the implementation of the MOA and is responsible for ongoing project evaluation and prioritization. At the March 2019 Board Meeting, the Board approved the CRSP MOA Project Budget Adjustment Guidance (attached). This document outlines the process for CWCB staff to apply when considering project budget adjustment requests moving forward. When a Participating Project has an approved project budget that requires additional CRSP MOA funds, Reclamation must obtain Colorado’s approval.
