It also published an annual bibliography of the same branch which gained recognition and wider use. For various reasons, the scope of the Journal has shifted from this original aim. Finally, in the autumn of 2012, a decision was made that the publication would appear under a new title: “Folia theologica et canonica”. This development necessitates the launching of a new periodical with the goal of continuing to serve as a forum for Eastern canon law studies. It is our intention, God willing, that this review, the “Eastern Canon Law”, will appear semi-annualy in the future. In addition to publishing studies in Eastern canon law, it will continue to provide the annual bibliography, as it seems increasingly important to keep track of developments in this area, due to the constant growing num- ber of publications. It is hoped that this periodical may continue to rely on the co- operation and support of a community of enthusiastic and commit- ted academics who are united not only by ties of personal friendships and common interests, but also by participation in a series of an- nual conferences in Eastern canon law held over the past decade. This initiative could not even be considered without the certainty of such professional support and interest. It is hoped that this new publica- tion may loyally serve and further the development of Eastern canon law and thus the situation of the Eastern Churches. ECL_2013_158×222.indd 9 7/27/2013 10:33:46 AM Finally, at the end of this introductory message, I would like to cite the same words with which “Folia canonica” was launched: “Sincere thanks to all Cooperators who have helped us to realize this publica- tion. We also hope that in the future our review may count on the contribution of those canon lawyers who consider important the de- velopment of the study of Eastern Canon Law, as well as the profound mutual investigation of Eastern and Western canon law system”. — Editor — 10 | Eastern Canon Law 1 (2012) 1–2. 14 | Eastern Canon Law ECL_2013_158×222.indd 14 7/27/2013 10:33:48 AM Ivan Žužek S.J.

FINANCE OFFICER IN THE SYRO-MALABAR MAJOR ARCHIEPISCOPAL CHURCH by Matthew CHANGANKARY A thesis submitted to the Faculty of Canon Law Saint Paul University, Ottawa, Canada, in partial fulfillment of the requirements for the degree of Doctor of Canon Law Ottawa, Canada Saint Paul University 2012 © Matthew Changankary, Ottawa, Canada, 2012 ABSTRACT The promulgation of the CCEO and the elevation of the Syro-Malabar Church sui iuris to the status of a major archiepiscopal Church, on 16 December 1992, are important milestones in the recent history of the Church. The new status of the Syro- Malabar Church necessitated a revised system of administration of its temporal goods. Previously the administration of ecclesiastical goods of the Syro-Malabar Church was ruled predominantly by the motu proprios Postquam apostolicis litteris, Cleri sanctitati, and customary law both at the eparchial and parish levels. In the present situation a new ecclesiastical office, that of the finance officer of the major archiepiscopal Church, was created. The thesis presents the office of finance officer and examines critically the canonical aspects of his/her status and duties. It analyzes the canons contained in CCEO related to temporal goods, as well as other universal and particular ecclesiastical norms. In particular, the sources include various synodal decrees, eparchial/diocesan statutes of the Syro-Malabar Church, and relevant particular laws of the respective major archiepiscopal Churches. Pertinent Indian civil laws are also considered in the context of the functions of the finance officer. The thesis provides a historical perspective of the financial administration of the Syro-Malabar Church, and then continues to situate the office of the finance officer in the organizational structure of the financial administration of the Syro-Malabar Church.
