The scheme enables community consultation to take place and emphasises the links between parish council and the community. The consultation process identifies what the residents want—this can be from small improvements to large scale projects! At this stage it can include some items which are perhaps more of a “wish list”. How- ever from this consultation process more work is still needed on the information that is gathered so that a realistic and feasible action plan (The Parish Plan) can emerge identifying possible part- ners (e.g. councils, primary care trusts, environmental groups), actions and funders who may be able to help in achieving the aims contained within the plan.

Bore, gules, three dexter arms conjoined and flexed in triangle or, hands clenched proper. THE CARTULARY OF ST. MICHAELS MOUNT. The Cartulary of St Michaels Mount contains a charter whereby Robert, Count of Mortain who became Earl of Cornwall about 1075 conferred on the monks at St Michaels Mount 3 acres in Manech (Meneage) namely Treboe, Lesneage, Tregevas and Carvallack. This charter is confirmed in substance by a note in the custumal of Otterton Priory that the church had by gift of Count Robert 2 plough lands in TREMAINE 3 in Traboe 3 in Lesneage 2 in Tregevas and 2 in Carvallack besides pasture for all their beasts ( i.e. on Goonhilly) CORNISH MANORS. It was usual also upon Cornish Manors to pay a heriot (a fine) of the best beast upon the death of a tenant; and there was a custom that if a stranger passing through the County chanced to die, a heriot of his best beast was paid, or his best jewel, or failing that his best garments to the Lord of the Manor.

H. RYVES, H. M. QUICK and J. E. BECKERLEGGE (kindly assisted by R. H. BLAIR and A. G. PARSONS) Forty-five members joined the Society in 1956. We regret the loss by death of six members, nine have resigned, and 43 have had their names removed from the list for the reason of non-payment of subscriptions. This makes a total of 589 ordinary members. The twenty-fifth Annual General Meeting was held in the Museum, Truro, on April 19th, when Mr. Hurrell showed his films of the Dipper and other birds. The Autumn meeting was held on November 3rd. Mr. Palmer spoke on migration, and Rev. J. E. Beckerlegge on recording. One Executive Committee meeting was held during the year. Our thanks are due to Mr. Wills for kindly auditing the accounts. Three Field Days were held during the year.

A Neighbourhood Development Plan Before the meeting and in private session, the Chairman welcomed Mrs Tracey Edwards and Mr James Evans of the Cornwall Rural Community Charity who were in attendance to present an overview of Neighbourhood Development Plans and Orders and the manner in which development of either might be of assistance to Wendron Parish Council. Introducing herself and Mr Evans to members, Mrs Edwards stated that they are members of the Cornwall Rural Community Charity which itself is part of a national network of organisations working with Town and Parish Councils to enable them to achieve various (and varying) objectives. The Cornwall Rural Community Charity is presently supporting a number of parishes in the creation of Neighbourhood Development Plans and two of them, St Eval and the Roseland, are close to completion.

PARSONS) The membership of the Society continues to increase and has now reached six hundred and eighty-eight; during the year fifty-one new members have been elected, eleven have resigned and three have died. Mr. T. J. Willcocks, of Tregorden, died early in Decem­ ber, 1959. He was one of the earliest and most valued members of the Society and, as Warden of the Walmsley Sanctuary, was well known to all who visited there. Col. Ryves contributes an obituary later in this issue. Tregorden is remaining in the possession of the Willcocks family and the present occupiers are willing to allow members of the Society the facilities at the Sanctuary they enjoyed during Mr.

PARSONS) The Society Membership now exceeds seven hundred; during the year, forty have joined the Society, but losses by death and resigna­ tion were fourteen. On February 6th a meeting was held at the Museum in Truro, at which a talk on " Bird recognition in the field," by Mr. Parsons, was followed by a discussion. ALLSOP, J. E. BECKERLEGGE, R. H. BLAIR, A. G. PARSONS, H. M. QUICK and B. H. RYVES Sixty-one new members have joined the Society during the year. Six have resigned, and thirteen have lapsed in their subscriptions. This makes a total of 640 ordinary members. The Twenty-seventh Annual Meeting was held in the Museum, Truro, on March 22nd. The speaker was Mr. A. G. Parsons, who showed his own films of Swedish birds. The Autumn meeting was held on November 8th, when the R.S.P.B. colour film, " Birds of the Highlands," drew a record attendance. One Executive Committee meeting was held during the year. Our thanks are due to Mr. Wills for kindly auditing the accounts. Five Field Days were held during the year. These outings seem to be much appreciated by members. There was little shooting on Hayle Estuary except by one per­ sistent offender.
