The Andaman Islands Penal Colony: Race, Class, Criminality, and the British Empire* C LARE A NDERSON School of History, Politics and International Relations University of Leicester University Road, Leicester LE1 7RH, UK E-mail: [email protected] ABSTRACT: This article explores the British Empire’s configuration of imprisonment and transportation in the Andaman Islands penal colony. It shows that British governance in the Islands produced new modes of carcerality and coerced migration in which the relocation of convicts, prisoners, and criminal tribes underpinned imperial attempts at political dominance and economic development. The article focuses on the penal transportation of Eurasian convicts, the employment of free Eurasians and Anglo-Indians as convict overseers and administrators, the migration of “volunteer” Indian prisoners from the mainland, the free settlement of Anglo-Indians, and the forced resettlement of the Bhantu “criminal tribe”.It examines the issue from the periphery of British India, thus showing that class, race, and criminality combined to produce penal and social outcomes that were different from those of the imperial mainland. These were related to ideologies of imperial governmentality, including social discipline and penal practice, and the exigencies of political economy. INTRODUCTION Between 1858 and 1939, the British government of India transported around 83,000 Indian and Burmese convicts to the penal colony of the Andamans, an island archipelago situated in the Bay of Bengal (Figure 1). -

,%-.%/& 0121 Women on Fire: Immolation, Consent, and the Revolutionary Subject Sisters-in-Arms On September 23, 1932, Pritilata Waddedar, a twenty-year-old schoolteacher and member of the Indian Republican Army (&31),¹ became the first woman to die in the commission of an anticolonial attack when she committed suicide after leading a raid on the Pahartali Railway Institute in Chittagong. Police found Waddedar’s body outside the club, dressed in men’s clothes and with no visible injuries, and discovered, tucked into her shirt, several pamphlets of her own writing, including “Long Live Revolution” and “An Appeal to Women.” In the latter, she had written, “Women to day have taken the firm resolution that they will not remain in the background. For the freedom of their motherland they are willing to stand side by side with their brothers in every action however hard or fearful it may be. To offer proof I have taken upon myself the leadership of this expedition to be launched today” (122).² Her body, spectacularly still outside the site of her attack, offers proof of another order. ' ABSTRACT India owes to Lala Har Dayal a great debt of gratitude. What he did intotality to his mother country is yet to be acknowledged properly. The paradox ridden Har Dayal - a moody idealist, intellectual, who felt an almost mystical empathy with the masses in India and America. He kept the National Independence flame burning not only in India but outside too. In 1905 he went to England for Academic pursuits. But after few years he had leave England for his revolutionary activities. He stayed in America and other European countries for 25 years and finally returned to England where he wrote three books. Har Dayal's stature was so great that its very difficult to put him under one mould. He was visionary who all through his life devoted to Boddhi sattava doctrine, rational interpretation of religions and sharing his erudite knowledge for the development of self culture. The proposed thesis seeks to examine the purpose of his returning to intellectual pursuits in England. Simultaneously the thesis also analyses the contemporary relevance of his works which had a common thread of humanism, rationalism and scientific temper. Relevance for his ideas is still alive as it was 50 years ago. He was true a patriotic who dreamed independence for his country. He was pioneer for developing science in laymen and scientific temper among youths. -

Causes of Civil Disobedience Movement There were three main causes of the civil disobedience movement: 1 Formation of the Simon Commission 2. Demand for Dominion Status 3. Protests against the arrest of social revolutionaries Formation of the Simon Commission In November 1927 the British government in the UK constituted the Indian Statutory Commission, popularly known as the Simon Commission after the name of its Chairman to recommend further Constitutional reforms in India. However, no Indian was nominated as a member of the commission that resulted in outrage against the All-White commission in India since this action of the British government, which excluded Indians from the Simon Commission, implied that Indians were not fit to decide the next course of constitutional reforms. Consequently, there were huge demonstrations and strikes in different cities of India wherever the commission visited. Demand for Dominion Status In the Calcutta session of Indian National Congress (INC) of December 1928, a demand for dominion status (Swaraj) was raised and a period of one year was given to the British Indian government to accept the Congress demands failing which nothing short of complete Independence from foreign rule would become the primary objective of the Congress and a Civil Disobedience movement under the leadership of Mahatma Gandhi would be launched to realise this objective. -
