The term ‘Jetty’ will be renamed as internationally accepted term for boat station, ‘Pier’. Kurumkotta Boat jetty is a minor jetty and will be implemented as Phase I development. The jetty is proposed to be developed as floating pontoon. Automated docking mechanism with smart jetty architecture is proposed for the jetty. The pontoon will have covered roof to create a passenger comfort ambiance. As per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 Section 2-(1)-(b)-(vi), the project can be considered as a public purpose. 1.2 Location The land to be acquired for the proposed project is located in Block No.4 of Cheranalloor Village of Ernakulam District. 1.3. Size and attributes of land acquisition An extent of 15.8 Ares of land under survey numbers 624/5 (4.40 ares) and 624/7pt (11.40 ares) from Block No.4 of Cheranalloor Village of Ernakulam District is required for implementation of the proposed project. 1.4 Alternatives considered No alternatives are identified for the implementation of the project. 1.5 Social impacts The proposed land is owned by two individuals. The proposed project includes Home Stay Resorts named ‘Island D Cochin’. Due to the COVID-19 pandemic the business activities have faced a serious downfall. The resort employs three permanent staff. The proposed project site also includes compound walls and trees. Acquisition of land will result in the loss of income to the owners as well as the Centre for Management Development, Thiruvananthapuram 1 SIA of Land Acquisition for Kurumkotta Boat Jetty staff employed here. The owners also claimed that a portion of land was submerged in the lake and they demand a compensation needs to be given for that land too. 1.6 Mitigation measures Though, by considering the following measures the authorities can mitigate and compensate the possible negative impacts of the land acquisition. Compensation for the land owners as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013. Resettlement and Rehabilitation procedure as per the Policy issued by Revenue(B) Department, Government of Kerala vide G.O.(Ms)No.448/2017/RD dated 29/12/2017 for the rehabilitation and resettlement package for land acquisition in the state in lieu of RFCTLAR&R Act 2013. Centre for Management Development, Thiruvananthapuram 2 SIA of Land Acquisition for Kurumkotta Boat Jetty CHAPTER 2 DETAILED PROJECT DESCRIPTION 2.1 Background of the Project including Developer’s Background and Governance/Management structure Often quoted as the Queen of Arabian Sea, Kochi is a major port city located on the south-western cost of India. It is a part of Ernakulam District in the State of Kerala. The city have a total urban population of more than 2.1 million within an area of 440 sq. km. as of 2011. Population growth rate of the surrounding municipalities and villages is more as compared to the urban area which in turn constitutes to increased traffic in commute between the mainland, nearby municipalities, adjoining islands and panchayaths. Recent traffic surveys and studies indicates the rapid growth of vehicles in the city premises. This in turn increase traffic jam during peak hours. Kochi Metro Rail System was introduced to reduce private transport and encourage public transit. Kochi Metro Rail Limited (KMRL), as part of setting up of Metropolitan Transportation Authority (MTA-KOCHI), have initiated steps to implement a model transportation system for Kochi city region. Integrated Water Transport System for Kochi is been initiated to integrate the water transport system with other modes of transport 2.2 Rationale for Project, including how the project fits the public purpose criteria listed in the Act. At present several State Water Transport Development mainly operates water transport system in Kochi. In addition to this various private operators and localised jangar services operates service. Over the last decades the system have been deteriorated due to depleting number of boats, low quality of boats, lack of safety measures, poor assess of infrastructure to the jetties, etc. More than 20,000 passengers uses the services of present system on a daily basis of which more than 50% access water transport. It was also found through various surveys that more than 70% of passengers are willing to shift to water transport system for transit as it saves about 15 minutes in comparison with other mode of transport. Centre for Management Development, Thiruvananthapuram 3 SIA of Land Acquisition for Kurumkotta Boat Jetty As per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 Section 2-(1)-(b)-(vi), the project can be considered as a public purpose. 2.3 Details of Project size, location, capacity outputs, production targets, costs and risks The implementation of the proposed project requires an area of 15.8ares of land. The land to be acquired for the proposed project is located in Block no. 4 of Cheranalloor Village of Ernakulam District.An estimated cost of INR 819.28 crores is expected to be the total cost of the project including land acquisition for all proposed boat jetties. Fig. 2.1: Photographs of Proposed Project Area Centre for Management Development, Thiruvananthapuram 4 SIA of Land Acquisition for Kurumkotta Boat Jetty 2.4 Examination of alternatives No alternatives is considered. 2.5 Phases of the Project Construction The construction of the project will be completed based on the approved plans. 2.6 Core design Features, size and Type of Facilities The existing jetty is built of cement and is in a decrepit condition. The pontoon will have covered roof to create a passenger comfort ambiance. 2.7 Need for Ancillary Infrastructural Facilities Road access of the existing jetty is in a dilapidated condition. This will be rectified by providing adequate access roads with a minimum of 5 m width. Improved infrastructure facilities such as good lighting, security and safety assurance, etc., will be provided. 2.8 Workforce Requirements (temporary and permanent) Both temporary and permanent workforce will be employed with modern machineries and equipment at appropriate stages of the project implementation. 2.9 Details of Social Impact Assessment/Environment Impact Assessment if Already Conducted and any Technical Facility Reports No Social Impact Assessment/Environment Impact Assessment has been conducted previously. 2.10 Applicable legislations and policies The land acquisition for the proposed project is governed by the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act (2013) & Rules (2015) Centre for Management Development, Thiruvananthapuram 5 SIA of Land Acquisition for Kurumkotta Boat Jetty CHAPTER 3 TEAM COMPOSITION, APPROACH, METHODOLOGY AND SCHEDULE OF THE SOCIAL IMPACT ASSESSMENT 3.1 List of all Team Members with Qualifications The details of the team members involved in the SIA are given in Annexure III. 3.2 Description and Rationale for the Methodology and Tools Used to collect Information for the Social Impact Assessment An inclusive and participatory approach through involvement of multiple stakeholders such as elected representatives and project affected people including vulnerable sections such as Scheduled Castes, Scheduled Tribes, women, and those among below poverty line, at appropriate stages of the project. 3.3 Sampling Methodology Used Qualitative information was gathered

One of the major ports in the country Kochi is blessed with connection with other parts of the country through all modes of transport like road, rail, air and water. NH 17, NH 47, and NH 49 pass through Kochi. Kochi port is located on strategic International route. Broad gauge railway lines link up Kochi to all major cities of the country. Kochi has got one of the three international airports in the state. In addition to all these the regional road linkages are supplemented by an extensive network of navigation routes through the lagoon system, serving the movement of passenger and cargo. Insufficient carrying capacity of the intra-urban and sub urban routes, unhindered development of vast areas as urban extensions due to urbanization, unscientific planning in urban infrastructure development , absence of proper linkage of various forms of transportation etc. have resulted in an inadequate mobility system in the city and suburbs. As part of the comprehensive development of the city an efficient mobility plan has to be formulated. 1.2 STUDY AREA It was only in the beginning of the 19th century that Kochi , which was situated with in the narrow strip of land sandwiched between backwaters and sea outgrew to Ernakulam in the eastern side of the back waters. The narrow streets of Fort Kochi and Mattancherry were not sufficient to take up the travel demand even at that time.

    KERALA STATE POLLUTION CONTROL BOARD ACTION PLAN FOR GREATER KOCHI AREA EXECUTIVE SUMMARY The Greater Kochi Area (GKA) ranks 24th (with CEPI score of 75.08) amongst the critically polluted areas (CPA) in the country. The State Pollution Control Board was instructed by the CPCB to evolve a time bound action plan for improving the environmental quality in the CPA. It was stated that external resource persons/institutions identified by CPCB/MoEF would be made available for this purpose. Such external guidance is still anticipitated. Meanwhile the Kerala Board, in consultation with the stakeholders in GKA, has chalked out an action plan for Greater Kochi Area. The main pollution sources of concern are industries, municipal solid waste, biomedical waste, e-waste and domestic waste. The action plan hence includes mainly proposals for upgradation of existing pollution control facilities in the critically polluted area, common facilities such as CETPs, CTSDF, STPs, common biomedical waste management facility, municipal solid waste management, e-waste management and sewage and septage management. GKA is on the verge of large scale development in the very near future. The establishment of Vallarpadam Container Terminal at Ernakulam, introduction of LNG terminal and gas distribution system, development of NTPC station with LNG as fuel to four times the present capacity so as to make Kerala a power surplus State, development of the State as a tourist (particularly a health tourist) destination (with 26% of the hospital beds of India already being in Kerala) point to the urgent need of substantial enhancement of safe guards and facilities for environmental protection.

The Special Centre for Disaster Research research team had already been working on the environmental devastation and community resilience in Kerala since 2016 and with manifold indicators coming before the group, such a calamity was not a surprise. However,what was surprising was the lack of preparedness, the intransigence of administrative authorities towards basic legal responsibilities, failure of political leadership and the neglect of local self-governments which is the mainstay of the state which lives, breathes and survives in a lap of nature.

    INTRODUCTION The Greater Cochin Development Authority came into existence on 24.1.1976 under the Madras Town Planning Act of 1920 and Travancore Town Planning Act IV of 1108 read with G.O. (MS) No.19/76/LA & SWD dated 23.1.1976. This is a body coming under the Local Self Government Department of the Kerala and now guided by clause 51-60 of per Kerala Town and Country Planning act 2016 vide notification 19904/Leg C1/2013/Law dated 17th March 2016. As a first step towards the formalized development planning of the Cochin region, an advisory committee was set up in 1965. In the same year itself, a Joint Town Planning Committee was constituted for their planning & development and this committee has been elevated into a trust viz. Cochin Town Planning Trust under the Chairmanship of the District Collector. In the course of time, the authorities were convinced of the fact that a larger set up is required to control the growth of the Cochin City and its environs in a planned manner which resulted in the formation of GCDA in the year 1976. The jurisdiction of GCDA covers an area of 732 sq.kms consisting of Kochi Corporation 6 Municipalities and 33 Panchayaths. Subsequently, Goshree Island Development Authority (GIDA) was constituted vide G.O.(MS) No.114/94/LAD dated 18.5.1994 comprising 8 Island Panchayaths and two wards of Cochin Corporation viz; Thanthonnithuruthu and Fort Vyppin having an area of 100 sq.kms and thus delimiting the jurisdictional area of GCDA to 632 sq.kms.
