CONSTITUTION

NAME

“The Federation” as hereinafter referred to is an alliance of the five member Referee Societies within Yorkshire (Central Yorkshire, East Riding, North Yorkshire & Cleveland, South Yorkshire and West Yorkshire). It is an independent body and a member of the Rugby Football Referees’ Union (RFRU) and as such a full member of the Rugby Football Union (RFU).

1. OBJECTIVES

The objects of the Federation shall be:- 1.1. To administer all aspects of officiating of the Game of Rugby Union (the game) in Yorkshire on behalf of the Union. 1.2. To promote, encourage and extend the officiating of the Game throughout Yorkshire including (but not limited to) the recruitment, administration and training of Match Officials. 1.3. To ensure that the Game is refereed in accordance with the Laws of the Game and is administered in accordance with the IRB Regulations and the Rules of the Union and the Referees’ Union.

2. GENERAL MEETINGS

(i) Not later than 30 June in every year, a General Meeting shall be held (to be known as the Annual General Meeting). (ii) The following members shall be entitled to attend the AGM:- (a) The retiring Officers of the Federation (b) Fully paid up members of each Member Society (c) One representative from the YRFU as an observer (iii) Each member present at the AGM shall have one vote and the Chairman shall have a casting vote in the event of equality. (iv) The meeting shall be held for the transaction of the following business; a) To consider and approve (with or without amendment) the minutes of the previous AGM. b) To receive, discuss and approve written reports from the Officers of the Federation, along with written reports and their AGM minutes from Member Society Secretaries. c) To receive and approve the financial reports of the Federation and each Member Society for the preceding financial year d) To approve nominations received for Life and Honoured membership of the Federation. e) To elect the following Officers of the Federation:

(a) Chairman (b) Secretary (c) Treasurer (d) Chair of the MOPG (e) RFRU Representative (f) Referee Appointments Officer (g) Assessor & Grading Officer (h) Development Squad Manager (i) Assessor Development Officer (j) Exchange Secretary

And any such other Officers as the Federation in General Meeting may from time to time require.

(v) To hear any other relevant matter for the consideration of the General Committee during the ensuing year, but on which no voting shall be allowed

(vi) All reports shall be submitted in writing to the Federation Secretary by 25th May each year. (vii) Special General Meetings (SGM) may be called at the written request of any Member Society, or at the written request of either of the two Standing Committees of the Federation. The Secretary shall within 30 days of such a request determine a date for the SGM giving the Member Societies and Officers not less than 14 days notice.

3. COMPOSITION OF COMMITTEES

(i) The Federation shall be administered by the following Standing Committees:-

(a) General (b) Match Officials’ Performance Group

(ii) The composition and remit of the above Committees are set out in appendix 1. (iii) At all Committee meetings all members attending shall have one vote and the Chair shall have a casting vote in the event of equality. Attendance of 50% of Committee members shall form a quorum. The Federation Chairman shall be an ex-officio member of all Committees. (iv) The Chairmen of the Committees shall be responsible for carrying out the remit of their Committee and ensuring an agreed annual budget is set and maintained. (v) The Standing Committees shall have the power to co-opt up to two further members and form Working Parties for specific purposes. (vi) An Executive Group comprised of the Chairman, Secretary, Treasurer, RFRU Representative and MOPG Chair shall have the authority to make urgent decisions between General Committee meetings subject to ratification at the next General Committee meeting.

4. COMPOSITION OF MEMBER SOCIETIES

(i) The Member Societies (MS) are delegated the power of appointment of Match Officials as appropriate to those Clubs and Schools incorporated within the respective MS at level 9 and below. The Appointments Officers or their nominated deputies shall make all local appointments in compliance with RFU and Federation policy. (ii) Each MS shall have a written constitution which complies with the aims of the Federation, RFRU and RFU (iii) Society Membership shall be open to all Match Officials, either active or past members. (iv) Each MS shall hold an Annual General meeting no later than 15 May each year at which it shall elect the following Officers.

(a) Chairman (b) Secretary (c) Treasurer (d) Appointments Officer(s) (e) Training & Development Officer And any other such Officers as the Member Society shall in General Meeting from time to time require. Each MS shall appoint Representatives to the Federation General Committee and Match Officials’ Performance Group. If unable to attend, another member of the same MS shall be able to attend and vote in their place.

7 (v) The MS Secretary shall notify all members of the MS of the dates of all MS Meetings giving not less than 14 days notice. (vi) The MS Secretary shall forward to the Federation Secretary a copy of the Minutes of any meetings within 14 days of approval. (vii) Upon a request in writing by not less than 10 members of a MS, the MS Secretary shall immediately notify all Members of that MS of a Special Meeting to be held within 14 days of such request. (viii) Each MS shall formally adopt and comply with the Federation Constitution. (ix) Officers of each MS shall ensure that all policies, decisions and instructions from the Federation or RFU are fully implemented and in a timely manner.

5. FINANCES

(i) Charges on Clubs and Schools for referees supplied shall be agreed by the Federation at its AGM. (ii) The charges will be collected annually by the Federation Treasurer who shall maintain a proper system of accounts and shall be responsible for all disbursements to meet the expenses of the Federation and any surplus shall remain under the control of the Federation Treasurer. (iii) Every Match Official shall pay an annual levy to be agreed each year at the Federation AGM. The levy shall be payable to their respective MS Treasurer, prior to the 1st October in each year and remitted to the Federation Treasurer. Life and Honoured Members shall be exempt from paying an annual levy, and are entitled to all benefits offered to full paying members. (iv) Upon payment of the annual levy, each member will be entitled access to a Federation Handbook, a Law book and be covered by the RFU Personal and Public Liability Insurance. (v) The MS Treasurers shall administer the finances within each MS and account to the Federation Treasurer by 15th May in each year for all receipts and payments. (vi) Prior to the 31st May in each year, an account of the Federation finances shall be prepared by the Federation Treasurer together with a budget forecast for the next financial year which shall be approved at the AGM. (vii) The Merchandise Co-ordinator shall through an agreed budget, administer the purchasing, stocking and selling of all Federation merchandise and kit, accounting to the Federation Treasurer by 15th May each year for all receipts, payments, and stock levels/values being held.

6. EXCEPTIONAL SERVICE

A member who has given exceptional service to the Federation may be proposed by any MS as an Honorary Life Member. A member who has given meritorious service to the Federation may be proposed by any MS as an Honoured Member. Nominations together with curriculum vitae should be submitted by the MS Secretary to the Federation Secretary before the end of February. The General Committee shall review the nominations and make its recommendations to the Annual General Meeting. Exceptional and Meritorious Service are described in appendix 2

7. DISCIPLINE

All disciplinary matters which breach regulation 5.12 of the Rules of the RFU shall be dealt with by the RFU Disciplinary Officer. Excluding those matters, all disciplinary matters within the Federation shall be the responsibility of the relevant MS Committee, who will appoint a Disciplinary Panel as and when required. The Disciplinary Panel shall be made up of 3 MS Officers, excluding the MS Secretary,

1. The MS, through its Secretary, shall investigate and prepare a report for submission to the Disciplinary Panel, in respect of any allegation of conduct likely to bring the Federation or MS into disrepute,

8 2. The Secretary, upon completion of the investigation, shall prepare a report and call a meeting of the Disciplinary Panel as soon as practicable and shall give not less than seven days notice in writing to the offending member and members of the Disciplinary Panel.

3. The MS Secretary shall present the report to the Disciplinary Panel and to the offending member in writing, not less than seven days prior to the meeting, and shall also be present at the meeting.

4. The offending member shall be entitled to make representations to the Panel orally, in writing, or both, and call witnesses. The offending member shall be entitled to have the support of a colleague at the meeting, if desired.

5. Following submissions by both parties, the Disciplinary Panel will retire to consider their judgement. The Panel shall have the power to take no action, reprimand, suspend or terminate the membership of the offending member. The decision will be given verbally to the offending member at the meeting and will be confirmed in writing by the Secretary within seven days of the hearing. All outcomes of cases shall be notified to the Federation Secretary within 7 days of the hearing.

6. The offending member shall have the right of appeal against any punishment handed out by the Panel. Any appeal shall be lodged in writing with the Federation Secretary within 7 days of the original hearing. The Appeal Panel shall comprise 3 Senior Members of the Federation appointed by the Federation Chairman for the purpose. No member who sat on the Disciplinary Panel may sit on the Appeals Panel.

7. The Appeals Panel shall afford the offending member against whom the allegation was found proven, the opportunity to appear before the Panel and give evidence or make representations to it. The Appeals Panel shall have the power to confirm, vary or set aside the decision of the Disciplinary Panel and/or to confirm, vary or set aside any penalty imposed by the Disciplinary Panel.

8. FEDERATION BRANDING, IMAGE AND IDENTITY

All Federation and MS kit, merchandise, stationery and web content will comply with agreed Federation policy. The Federation asserts ownership and rights of all images, branding and badging and the right to ensure all Members comply with the approved versions.

9. AMENDMENT

This Constitution may only be added to or altered by the Federation at its Annual General Meeting or at a Special Meeting called specifically for that purpose under 2 (vi).

9 APPENDIX ONE

MEMBERSHIP AND REMIT OF STANDING COMMITTEES

General Committee (GC)

1. Serve the interests of the Member Societies and their members. 2. Determine strategic policy and operational framework within the aims and Rules of the Rugby Football Union. 3. Deal with external relations - eg. RFRU, RFU Employees, Constituent Bodies, MODCONE, Sponsors and other Federations. 4. Ensure that each standing committee, and any working party, has an appropriate policy with objectives, action plans and budgets. 5. Monitor and evaluate the functions of the committees and any working parties. 6. To elect the RFRU / MODCONE Representative at the last GC meeting before 31 May each year (to be confirmed at the AGM). Nominations to be received by the Secretary, not less than 28 days prior to the meeting. 7. Produce a policy for co-ordinating the administration procedures for dealing with press relations, discipline matters and other information needed by the GC. 8. Produce an annual budget for the Federation based on the costs of the Administration of the Federation and on the proposed budgets from the Match Officials’ Performance Group. 9. Produce a policy for the recruitment and retention of Match Officials at Federation level and to provide a framework for recruitment and retention activity at MS level 10. Manage the production and maintenance of the Federation handbook (electronic or hard copy), through the Secretary 11. Co-ordinating sponsorship activities at both Federation and MS level. 12. Liaise with YRFU and any other external organisation to maximise access to RFU or other sources of funding 13. Manage relationships with external organisations to the maximum benefit of the Federation and MS’s. 14. Manage IT resources and the Federation Website. 15. Manage the procurement, stock and sale of all Federation merchandise, through the Treasurer

1. The development of all Match Officials within the Federation in accordance with the policies and strategies of the RFU Referee Department 2. To appoint Match Officials at Levels 6 to 8 in compliance with RFU policy. 3. Having sufficient information to ensure that all Match Officials are appropriately graded 4. To act upon nominations from Member Societies to the Development Squads

10 5. Propose an annual budget to the General Committee to meet the costs of its functions 6. Inform the General Committee of the outcomes of the grading of Match Officials. 7. Make recommendations for the nomination of Match Officials to the Level 5 Scheme 8. Produce a calendar of activities and meetings 9. Provide appropriate development activities for Federation Development Squad members 10. Making representations to and providing reports to the General Committee 11. Implement any policy or directive received from the General Committee 12. Delegate any reappointment to the Appointments Officer or their nominated deputy, within agreed guidelines 13. Provide suitable appointments for Federation Development Squad members 14. Responsibility for the timely grading and re-grading of all Match Officials at levels 6 to 8 15. Inform all Match Officials at levels 6 to 8 of their current grade, and the reasons for any re-grading 16. Make decisions relating to the selection and de-selection of members of the Federation Development Squad

APPENDIX TWO

EXCEPTIONAL AND MERITORIOUS SERVICE

Exceptional Service (Life Member)

The individual would normally have been a Member Society member for at least 25 years, served on their Member Society Committee for at least 15 years and given at least 10 years service on Federation Committees. They would be generally recognised as having made an exceptional contribution to refereeing in Yorkshire, or, would have represented Yorkshire nationally, or internationally, on or off the field.

Meritorious Service (Honoured Member)

The individual would normally have been a Member Society member for at least 25 years and served on their Member Society Committee for at least 10 years. Their contribution to refereeing would be well recognised in their local area and would be admired throughout the County

37 Travel & Administration Expenses

Members are reminded that a flat rate of up to 40 pence per mile, or actual out of pocket expenses may be claimed.

1. Expenses – Scope.

1.1. All members may claim expenses for direct travel to and from matches in Yorkshire to which they have been appointed by the Federation or one of the Member Societies (MS). Those members appointed by the East Riding, North Yorkshire & Cleveland and South Yorkshire Societies to officiate clubs’ U19s matches (normally Sunday am) should claim expenses from the appropriate MS Treasurer.

1.2 Members may claim expenses for direct travel to and from exchange matches in other counties to which they have been appointed by the Federation.

1.3 The Federation encourages members to use rail travel whenever appropriate and practical. The best value Standard Class return ticket must be purchased. A copy or receipt should be included with the travel claim. The receipt may be scanned and transmitted with the claim by email otherwise surface mail will apply.

1.4 When a party of members is appointed to officiate on exchange to another county the senior referee will liaise with the Federation Exchange Appointments Officer and the other members appointed to reduce car usage – at least two members should travel together. Unless there are special circumstances and these have been agreed beforehand with the Federation treasurer any member choosing to travel alone will do so at his or her own expense.

1.5 Members may claim one night’s overnight accommodation and meals when appointed to exchange matches which involve a return journey greater than 300 miles. Members must supply receipts for accommodation, meals and public transport. The receipts may be scanned and transmitted with the claim by email otherwise surface mail will apply. Members are expected to use one of the many budget hotel/motel chains now available. In case of difficulty members are required to contact the Federation treasurer beforehand.

1.6 Members elected or appointed to Federation Committees may claim expenses for direct travel to and from Federation Committee meetings and the AGM.

1.7 Members attending Federation development squad meetings may claim expenses for direct travel to and from the venue.

1.8 In the event of Federation special training courses, those attending will be advised whether claims may be made.

1.9 Federation and Member Society Officers may make claims for reimbursement of costs incurred in their duties. These include for example telephone charges, printer ink, postage and stationery. Receipts must support the claims. For telephone claims the receipt is a copy of the summary sheet of the quarterly bill. Those claims which relate specifically to MS duties should be sent to the relevant MS Treasurer.

38 1.10 Claims should be made on the YFRS travel expense claim form. They should be made no later than the end of the month in which the expense occurs. Use of email is encouraged. Please note that the YFRS AGM takes place early in June annually so final claims should be made by mid-May.

Note that direct travel does not include stops, diversions or visits en-route which are not considered to be necessary to the usual journey. This is a requirement of the insurance cover provided by RFU/Marsh Insurance.

2. Expenses – how to claim.

2.1 The maximum rate per mile to be claimed will be advised following the Federation Annual General Meeting.

2.2 Referees & Assistant Referees.

2.2.1 Level 7 games (Yorkshire 1, Northumberland & Durham 1) and above. Claim IN FULL the travel expenses on the day from the Home Club.

2.2.2 Level 8 games (Yorkshire 2, Northumberland & Durham 2) and below. Claim a maximum of £25.00 from the club on the day. Any balance above £25.00 must be claimed from the Federation Treasurer.

2.2.3 Second and lower teams, claim a maximum of £25.00 from the club on the day. Any balance above £25.00 must be claimed from the Federation Treasurer.

2.2.4 Claim all travel expenses for Federation exchange appointments outside Yorkshire from the Federation Treasurer.

2.2.5 For Level 5 league games NO claim must be made from the club nor from the Federation Treasurer. Claims should be made according to the published Level scheme protocol.

2.2.6 For appointments to Yorkshire County matches and County Cup, Shield & Trophy finals, claim in full from the Federation Treasurer.

2.2.7 When a member is appointed by a Member Society to an exchange outside Yorkshire, the claim must be made to the relevant MS Treasurer

2.3 Assessors, Advisers, Coaches.

2.3.1 Claim travel expenses from the Federation Treasurer using the Federation Travel Claim Form.

2.3.2 For Level 5 league games NO claim must be made from the club nor from the Federation Treasurer. Claims should be made according to the published Level scheme protocol.

2.3.3 For appointments to Yorkshire County matches and County Cup, Shield & Trophy finals, claim in full from the Federation Treasurer.

NOTES OF ADVICE TO NEW REFEREES

You will be provided with a mentor who will be someone you can discuss problems with in confidence. Remember – There are rarely new problems, just new referees!

The following notes are intended to provide further guidance:-

1 The referee is a part of the game – not apart from it. 2 Be fair, firm and friendly, make the players your allies, particularly the captains. 3 Take control right from the start and keep it. 4 Make your decisions clear, so that the players know exactly why you have blown your whistle. 5 Make your requirements known to the players early in the game and apply them consistently. 6 Be physically fit and mentally alert.

MEDICAL

Before the game: Check the medical facilities and ascertain who will deal with the medical situation in the case of injury. If no person is available the referee should leave the issue to the captain of the relevant side. During the game: Make sure that any injured player receives attention. Unless you are medically trained, or are a registered first aider, do not get involved with injuries. Make brief notes, including times, of serious injuries particularly with regard to foul play. After the game: If a serious injury has occurred, you should notify your Member Society Secretary as soon as possible. Make a contemporaneous record immediately after the game. Be concise, precise and factual. This record of events could be particularly important if the player tries to seek compensation from the referee at a later stage.

REPORTED PLAYERS

For players taking part in matches within Yorkshire, referees MUST report the sending off of a player as follows:

All reports should be submitted to the referee’s Member Society Secretary and copied to the Yorkshire Disciplinary Secretary, Steve Watson (details under useful contacts). They should be submitted as soon as practicable and should be as detailed as possible. Remember from season 2013/14 all players are automatically banned until they appear before a disciplinary panel.

If a player is sent off in a game involving National League Clubs, then the referee needs to establish if the player is contracted to the club. If so, then the report needs to be sent to the RFU Disciplinary Officer, along with a copy to the referee’s Member Society Secretary. If the player is not contracted then the report needs to be sent to the Yorkshire Disciplinary Secretary.

For any player sent off, but belonging to a club outside Yorkshire, the referee should send his report to his/hers relevant Society Secretary and also to the Federation Secretary who will ensure that it is forwarded to the correct discipline secretary of the relevant county.

Addresses and further advice about the completion of reports is always available from your Member Society Secretary or Federation Secretary.

Discipline

All referees are advised to follow a set procedure when issuing a caution to players, or when sending a player from the field of play.

Caution: In the presence of the player’s captain, take the player’s name and number, record the time and make it clear to the player why he/she is being cautioned. Players should be made aware that any repeat of a similar offence may result in the player being sent off. Confirm that both the player and captain understand the caution, then show the yellow card to the player, so that all present are aware that a caution has been issued. Restart the game by blowing the whistle and awarding a penalty to the non offending team.

Sending Off: In the presence of the player’s captain, take the player’s name and number. Record the time and make it clear to the player why he/she is being sent off. Confirm that both the player and captain understand the sending off, then show the red card to the player, so that all present understand that the player has been sent off.

After the game, it is unwise to discuss a caution or sending off with anyone present in the clubhouse, except for a referee adviser/assessor or referee coach.

When you arrive home, it is a good idea to discuss a sending off with your Member Society Secretary, before you write your report.

Sending off reports MUST be factually correct and provide enough detail before submission to the disciplinary secretary and submitted as soon as is reasonably practicable.

If you send somebody from the field of play you MUST submit a report. You cannot tell a player or his club that the sending off is sufficient. That is for the County Disciplinary Panel to decide upon.

Referee Abuse

You have the right to expect your authority as a referee to be upheld throughout your visit to any club at which you are officiating. Everyone should expect disagreement (especially from spectators) about decisions you make – this has always been part of the game! However, there is no excuse for any instances of personal abuse from players, officials, club members or spectators, before, during or after the game – including in the clubhouse. Any occurrence of abuse should be immediately reported to your Member Society Secretary. You may be asked to complete the official report form. Your Federation will always provide the strongest support to a referee in the case of referee abuse.

INSURANCE

Society Members, as long as they are properly appointed to matches by the Federation, Member Society or a club – are covered by the RFU Compulsory Club Playing Insurance Scheme. Details may be obtained from the Federation Treasurer.

Referees over the age of 50 are advised to have an annual medical via their GP to establish their physical fitness to referee.

41 PUBLIC LIABILITY

If referees carry out their duties in a normal manner and to the best of their ability, no problems should arise. In the event of litigation members are covered for negligence cases. Public Liability Insurance does not cover games played using rules no longer approved. Committee Members and Officers of Referees Societies receive both Public Liability Insurance and Directors and Officers Liability Insurance.

Referees must apply the particular rules of play appropriate to each section of the game.

• The Continuum • Youth Rugby • Colts Schools Referees should only accept authorised appointments.

REGALIA

New members approved to referee are entitled to wear the society shirt badge, incorporated as part of the kit issued when they have successfully completed ELRA part 3.

The Federation awards a blazer badge to those members who have completed five years service.

All enquiries regarding Federation merchandise should be directed through Member Society Secretaries or the Merchandise Co-ordinator. An order form is available on the Federation web site.

FEDERATION MERCHANDISE

All kit/merchandise will be available to purchase through the website – Yorkshirereferees.org.

All members are reminded to wear YRS logo’d kit as much as possible, particularly in Cup and League fixtures.

INTERNATIONAL TICKETS

Information:- As a fully paid up member of the Federation, you may apply for tickets for games involving the England National side.

There is no need to enclose payment, however some Member Societies may request payment with application. If not, you will be invoiced on allocation of tickets (approximately three weeks prior to the match).

All applications should be submitted through your Member Society Secretary and have a stamped addressed envelope attached. Tickets are issued three weeks before the game. Tickets are for your own use and not for resale. Your Society may only receive a fraction of the tickets applied for.

42 REFEREE PERFORMANCE AND DEVELOPMENT

MOPG Committee Referee Grading and Appointments Policy (inc. Fitness)

MOPG Key Responsibilities

The MOPG Committee must ensure that every Referee officiating a fixture is capable of performing at the Level of Rugby that he/she is appointed to.

The MOPG Committee is responsible to ensure that all Clubs are allocated suitable referees for each fixture at all levels in Yorkshire through working closely with Member Societies and Federation to ensure a consistency of standards and policy implementation.

The MOPG Committee will grade referees so as to ensure the highest quality of Match Official is appointed appropriately.

MOPG Delivery of Key Objectives

1) Grading & Development

a) The Committee will meet monthly throughout the season to review appointments and grading. Their role is to review the performance of every referee at level 8 and above and those proposed for promotion at Level 9. The committee will evaluate evidence from the preceding period, and decide on whether the referee’s performances allow them to be graded appropriately.

b) The Member Society Training Officer will be required, in liaison with the Member Society’s Grading Officer, to prepare a short report for each meeting one week in advance identifying any positives, recommendations or developmental work required by individual referees within their Member Society at Level 9 and above. This report is to include: a summary of the referees reports to date (within past 12 months), fitness test level, their meeting attendance and current card scores to enable a balanced opinion to be formed.

c) Individual development requirements should be identified by the Member Society Training Officers utilising the tools provided including (but not exclusively); review cards (completed by clubs) and written reports. Coaches/mentors, where available, will be appointed to referees who it is thought will benefit from coaching

d) Grading at L9 and above will be determined by the MOPG Committee using the information provided by Match Observers on the RFU Referee Report Form currently in use.

e) An assessment MUST be made by the MOPG Committee at level 8 and above before any decision is made to re-grade an individual.

f) Proven referees joining from another Member Society or a qualified Yorkshire referee returning to active refereeing will be graded at a level consummate with their experience and length of time since refereeing at their previous level. If the introductory grading level is below their attained refereeing level, due consideration will be given to the experience and the number of assessments required achieving the original grading level prior to joining/re-joining the Member Society. Referees transferring into Yorkshire should provide copies of their last 3 reports together with letters confirming their appointment to their grade. g) Member Societies will be encouraged to implement mentor groups. Referees will be allocated a mentor group, in line with experience to aid development. It is the referee’s responsibility to liaise with the mentor group leader to try and assist in achieving his/her aspirations.

43 h) The Policy and Procedures for the Welfare of Young People in Rugby Union (supported by NSPCC and RFU/RFUW) states in 9.3.4 “All relevant members who have regular supervisory contact with children or a management responsibility for those working with young people will undertake a Criminal Records Bureau disclosure”. Yorkshire Federation of Referees Members’ will be required to comply with this and will be the responsibility of the Member Society to ensure members which maybe appointed to such games are covered suitably.

2) Reports

In order to assist in gaining information on referees on a broader scale, a club reporting card will be implemented and, initially co-ordinated at Member Society level, with the reports being forwarded to the MOPG committee in advance of a meeting. Referees will be encouraged to ask BOTH sides to complete the cards where feasible. A greater emphasis on club involvement will be undertaken before the 2012-13 season and an online card provided for collation.

Referees will be coached/advised/assessed utilising the appropriate form for their respective level.

3) Promotion

All referees wishing to proceed to the next level of refereeing MUST pass the relevant fitness standard for that level.

1) Member Society Referees who wish to progress to Level 8 and above should have successfully completed the CRDA Assistant Referee Module.

2) Referees wishing to progress to Level 7 and beyond should take part in the Referee Coaching course now available and agree to mentor referees during each season.

4) General Guidelines for Progression a. Advancement to a grade does not guarantee that the referee will receive only games at his grade. Appointments will be made with a spread of games at different levels. b. In the table below, ‘current report’ means a report in the 4 competitive rugby months immediately prior to the grading committee meeting. c. Min required number of reports is no guarantee of automatic re-grading d. Fitness levels are to be achieved as prescribed below. e. Once a referee has received the minimum number of reports – they may then be awarded two games at the next level over the next two months where they may be assessed. The committee will then make a final decision based on these reports as to whether the re-grading is formalised. This will ensure that those making the step are suitable. f. Each referee should be observed by a Match Observer a minimum of twice per season. Ideally: once Sept – Dec and once Jan – Apr. Referees showing consistent high performance or positive comments on report cards may be observed more frequently. g. Referees will NOT be watched on games below their current levels in order to ensure a fair distribution of resources. h. Where suitable evidence is available, referees may be able to fast track with the agreement of the MOPG Committee and the Member Society Training Officer. i. Member Societies are able to award an initial grading of Level 12 when first observing referees – subject to evidence and agreement of their Member Society grading committee. Subsequently the minimum requirements become applicable save for point h.

To achieve Minimum Requirements level 12 ELRA – Stage 3 signed off. 5 self assessment match reports and one from Member Society. 11 2 Match Observer reports showing capable at the next Level or average 3 on review cards over last eight matches. 10 Fitness Levels Applied (where standard met – may be taken into account at society appointments) 2 Match Observer reports at minimum Level 11 showing capable at the next Level or average 3 or above on review cards over the last eight matches 9 Fitness Levels Applied (where standard met – will be taken into account at society appointments) 3 Match Observer reports at Level 10 with a recommendation for advancement.

8 Fitness Levels Applicable 8+ 3 Match Observer at Level 9 with a recommendation for advancement.

7 3 Match Observer at minimum Level 8 with a recommendation for advancement. Completed the CRDA Assistant Referee Module.

6 3 Match Observer reports at minimum Level 7 within previous 12 months of the committee meeting, all with a recommendation for advancement. Completed the RFU Coaching Course. 5 Criteria to be advised by those that manage the Level 5 games.

4) Guidance for Downward Grading a) Referees who receive adverse comments on Match Observer Reports will be observed within 28 days of the adverse report. If additional adverse comments are noted on the second Match Observer Report, the individual will potentially be re-graded at the next MOPG Committee Meeting. b) Referees who fail to meet the current fitness level for his/her Refereeing Level will be given 28 days to pass the current fitness. If he/she fails a second time, then the individual will be re-graded at the next MOPG Committee Meeting. c) Club cards received which indicate a referee may have a reoccurring issue will be used to identify potential Match Observer Allocation.

5) Fitness Testing

Fitness testing at levels 9 and above is MANDATORY. The tests will be carried out by member societies between the 1st July & 26th August. The criteria below has changed in terms of tests which can be taken and standards

If a referee does not take the test by the above dates, then appointments will not be made at a Federation Level until undertaken. (Please note Federation appointments made in advance of the competitive season CAN BE withdrawn in this instance).

At Level 10 and below, fitness testing will be aspirational but Member Societies are to take into account those that have passed the tests when making appointments to level 10 and

45 below matches. Referees who have achieved the minimum standards should take precedence wherever feasible.

Referees will be notified of the requirements in advance of the test and each Member Society will have an appointed testing officer (likely to be STO’s unless otherwise advised to MOPG) in charge. The STO will forward the ‘results’ to MOPG.

Referees need to pass one of the two tests below. Member societies may determine which options are available to their members.

If the MOPG committee deem necessary for specified members due to feedback/reports then further individuals may be requested to re-test in mid January.

In order to qualify for the referee bandings, the relevant fitness test is detailed below but only forms one part of the banding process.

6) Appointment Procedures

a) Failure to referee any games for 6 active months could result in demotion to the Level below or a Level as determined by the MOPG Committee.

b) Anyone unable to attend a Member Society Training Meeting for whatever reason should notify a member of their Member Society Committee in advance.

c) Referees may be appointed at up to 2 levels above their current status only with the approval of two members of the MOPG committee, one of which, where possible, should be either the Chairman or the Federation Appointments Officer.

d) Where possible, a referee who has passed the Fitness test for the appropriate level should be appointed, however where this is NOT possible, a decision maybe used to appoint a suitably graded referee in place.

e) The Committee have the right to refuse to consider a referee for grading who does not consistently attend Member Society Training Meetings. All referees, wishing to seek promotion, are expected to attend at least 50% of Member Society Training Meetings (either in Yorkshire or elsewhere if away working) in addition to Federation Training Events.

Level 8 and above should attend 75% of Open Meetings & Training Sessions in order to keep up with all current initiatives and directives. Member Society secretaries are to forward Meeting Attendance Lists to the MOPG Committee Chairman for collation in time for the meeting.

Work commitments can cause difficulties for attendance and these should be noted separately but member societies informed in advance of meeting.

Yorkshire Review Cards

Objective of Report Card - The overall objective is to help in the development of Yorkshire Federation referees. This can only happen with the support of the clubs who are requested to complete the Report Card objectively (and not just from their side) for each Yorkshire Federation referee who referees at their club.

What happens to the data?

The ‘score’ given against each key element of the game will be logged by the Member Society Training Officer on a database and an average score in each area will be produced. Using the average score over a period of time will enable societies to spot trends in strengths/weaknesses of individual referees and the membership as a whole.

In the event any re-occurring weaknesses are identified, the referee will receive support and coaching from societies on how to improve this element/s of their game.

The data will also act as an additional information source for the grading committee who will use the data to identify referees who need to be observed in the near future.

ADVISERS, COACHES & ASSESSING

Advising – Coaching – Assessing How it works – Which is right for you? Life after refereeing!!

The advising, coaching and assessment of referees has developed into three quite distinct functions, different in their approach but each more “professional” in their processes of developing those referees with ability and ambition to operate at their highest level or to increase the competence and enjoyment of referees at the lower levels.

At the higher levels, assessment is a data rich and evidence based performance appraisal that makes judgement about ability to progress. Coaching is a longitudinal process where qualified coaches continuously work with and develop one or two referees over a season on and off the pitch. The processes are complimentary but the intensity of these two approaches means that they are relevant only to a limited number of our referees. These are the identified members of the Federation Development Squad, normally graded between levels 8 and 6. Assessing exchange referees from other Counties would also be the remit of our assessors who are Federation based and appointed, and who have the support of the Federation Assessor Development Officer (FADO). Assessing and Coaching require very different skill sets and suit different personalities. Those involved are carefully selected.

The great majority of referees require much less attention to their development. They will be capable of making grade progress, and of being advised how to better enjoy what they do. Their Society also has a duty of care to ensure that their competence to referee matches at their level is confirmed and updated for the record. They will benefit from a less formal advising process on an occasional basis with a simple form on which to report for the record.

Assessors are selected by the FADO who is responsible for their report moderation and their personal development. With a Development Squad of referees normally only 8-12 strong, and an exchange programme limiting inbound exchanges to 4 referees a week some weeks, there need only be about 8 assessors to allow them to be regularly employed. These assessors are a Federation based group and their appointments have priority over any local Society activity. They are appointed by the Assessor & Gradings Officer. They are required to obtain the current RFU Assessor Award (4 modules). Their travel can be minimised by sensible

47 geographic appointment. They use the Federation Assessment Form for all their assessments.

Coaches are be selected by the Match Officials Performance Group (MOPG) and allocated up to two referees each. Again, with a Squad of 8-12 referees, there need only be about 6-8 coaches. Where a coach also works on North Group or RFU, it may be more practical to allocate only one Yorkshire referee to him. This will be decided each season when the compositions of the Development Squads and North Group are known. The coaches are a Federation based group and because their role is one of continuous development, they are managed by the Development Squad Co-ordinator. They are required to obtain the current RFU Coaching qualification. They should attend at least one, and preferably two, matches a month with each of their charges. They do not assess referees.

Advisers operate within their own local Society, observing referees between levels 12 and 8. Becoming a Society Adviser is the starting point for any retiring referee or current referee who wishes to contribute his knowledge on a part time basis (perhaps when injured). Society advisers are appointed by, and are developed by, their Society Adviser Development Officer (SADO). They are the early talent spotters – an increasingly important role. Advisers give referees feedback on the day and complete a simple one sided report form for the record. The pathway to subsequent Assessing or Coaching is open and any such nomination would be by their Society Advisers’ Co-ordinator to the FADO or Development Squad Co-ordinator.

Whether is it as an Adviser, Assessor or Coach the contribution to the development of the next generation of referees and to the maximising of the talent and enjoyment of the current cohort cannot be overestimated. When ones days blowing the whistle approach their end, the options are to continue along one path above, or be lost to the Game we love. We urgently need more to make the positive choice!

REFEREE AND ADVISER TOGETHER

Pre-Match

1 Do welcome your Adviser. His attendance is a sign of how well you are doing. 2 If it is the first time you have met, he is probably as nervous as you are. 3 Don’t dwell on past games as this is a fresh look at your skill as a referee. 4 Plan when you want some time for preparation on your own. 5 Do invite the Adviser to any pre-match briefing (if there is a team of three). If he knows your requirements he will be able to judge whether they were implemented or not. 6 Always appear cool, calm and in control. 7 Remember the Adviser is there to help you. He is providing evidence to aid your development so that your training needs can be identified, thus speeding up your progress. 8 Agree where and when to meet after the match to suit your requirements. 9 Ensure your Adviser has your correct e-mail address to ensure rapid receipt of your report. If either of you are not on e-mail, the referee should supply a stamped self addressed envelope (always carry a supply to matches, just in case!)

Post-Match

A good exchange of ideas will help your cause. Always aim to leave the Adviser with a positive image of yourself. He may watch you again in the future! The Adviser may say what you don’t want to hear, nevertheless it won’t make it any less valid. Your man management skills are needed in this setting just as they were during the match.

Reflect on the game over the next few days and compare your performance honestly against the CBRDS. Look to see if the Adviser repeated comments that previous reports have outlined.

When the report arrives, read the Adviser’s comments carefully. Map it against previous reports to look for patterns emerging. Discuss any issues raised with your mentor or training officer.

CHILD PROTECTION GUIDANCE FOR MATCH OFFICIALS

With the continued growth of rugby involving young players, it is essential that referees are aware of the need to follow the guidelines to ensure that the welfare of both referees and players is safeguarded.

When refereeing young players match officials must:-

• Recognise the importance of fun and enjoyment when officiating young players. • Provide verbal feedback in a positive way during games • Appreciate the needs of the players • Be a positive role model • Recognise that safety is paramount • Explain decisions – most young players are still learning

Officials must not

• Change in the same area as young players • Shower with young players – agree with the coaches a timetable • Be alone with young players at any time – if a young player comes into the dressing room ensure another adult is present • Check studs without the coach being present • Administer first aid • Allow a young player to continue playing if you have doubts about their fitness • Tolerate bad language from young players • Engage in any inappropriate contact with young players • Give a lift to a player unless there are other young people or adults in the car and the parents are aware • Overly criticise young players or use language which may cause the player to lose confidence or self esteem • Make sexually explicit remarks to young players even in fun

Officials must always

• Report, in writing, to the Club or CB Welfare Officer and their Member Society Secretary, behaviour by adults which you feel contravenes RFU Child Protection Policy o Verbal bullying by coaches/parents/spectators o Physical Abuse by coaches/parents/spectators o Inappropriate or aggressive contact by an adult to a young person o Verbal abuse directed at you by young people or adults

FITNESS OF PITCHES , SAFETY AND PLAYING LEAGUE FIXTURES

Extract from the English Clubs Rugby Union Championship Regulations

17.6 When a late decision (i.e. a decision that is required to be made within 3 hours of kick off) as to the fitness of the ground for the playing of a League match is necessary, it shall be made by the respective captains (or other nominated representatives) of the Clubs involved.

If the captains (or other nominated representatives) are not able to agree, the decision as to the fitness of the ground shall be made by the appointed referee.

Note: The referee is only required to give an opinion as to whether or not a ground is fit to be played upon. If the referee has given his decision and a team declines to play on a ground that the referee has declared fit, that shall be the decision of the team concerned and not that of the referee. A referee’s opinion as to the fitness of the pitch may be requested by the Organising Committee to determine any dispute or appeal.

Colours – When 2 clubs meet, whose jerseys are of similar colours & patterns, the home team must change its colours, except for the semi final & final, when both teams must change their colours
