Appointment to Committee I am pleased to advise that after a year and a half, the Host Government and Host PGA with the assistance and guidance of your Council, had managed to appoint and confirm the initial members for the Pacific Games Organizing Committee 2019 a couple of months ago. Further, they had also appointed and endorsed the appointment of Lord Sevele-of-Vailahi (a.k.a Dr Fred Sevele) as the CEO/Chairman of the Oragnizing Committee. The rest of the members are as follows: 1. Mr Takitoa Taumoepeau, Secretary General, Tonga PGA (ex-officio) 2. Mr Sione Sisifa, Solicitor General, Crown Law Office (ex-officio) 3. Mr Semisi Sika, Business person and People’s Representative-Tongatapu II 4. Mr Andrew Minogue, Executive Director, PGC 5. Mr Paea Wolfgramme, National Sports person and former Olympian 6. Mr ‘Aholotu Palu, Acting Chief secretary and Acting Secretary to Cabinet 7. Mr Tatafu Moeaki, CEO - Ministry of Finance and Planning 8. Mr Ringo Fa’oliu, CEO – Ministry of Infrastructure 9. Mr Lopeti Senituli, CEO – Ministry of Internal Affairs and Sports 10.Mr Ross Chapman, Business person 11.Lord Tupou KC, Senior Law Practitioner 12.Fakahau Valu, National Sports person It is also pleasing that the Chairman and members of the OC are also looking to include women’s membership in the Committee. I would also like to advise that the Host Government and Host PGA had also appointed the members for the Audit and Governance Authority Committee as follows: Host Government: 1. Lord Tu’ivakano, Hon. Mr Vidhya Lakhan, President Games Budget The host Government has reviewed and adopted the Games proposed budget and it was also an issue with the discussion of the Bill in the House. The host Government remains committed to working with the host PGA and relevant stakeholders to ensure that the budget is realistic and taking into accounts various financial and economical factors within the Tongan environment and context. Venue Delivery Plan Under clause 4.1.14 of the host Contract, the host Government agreed to set up a Facilities Committee within six months (19th April, 2013) which will responsible for providing venues. This is aligning with Government commitment as she has had a Facilities Committee before for the 1989 Pacific Mini Games and it is only a matter of re-activating with appointing of its members. It has been taken a while but I am pleased to advise that the Host Government Facilities Committee is now in place and members are as follows: 1. Hon. Samiu Vaipulu, Hon. Deputy Prime Minister 2. Lord Ma’afu, Hon. Minister of Environment, Lands & Survey and Climate Change 3. Hon. ‘Aisake Eke, Hon. Minister of Finance & Planning 4. Lord Vaea, Hon. Minister of Internal Affairs & Sports I would also like to add that a joint Tonga PGA-Pacific Games Organizing Committee 2019 fact finding trip to Fiji last May was an enlightening and eye opening for those new members in the delegation with reference to the task at hand having shared and discussed with former members of the Organizing Committee of the Suva 2003 South Pacific Games. Sports Program The Organizing Committee will continue to liaise with respective national Federations (NF’s) in relation to their respective sports on the program. May I remind that the following sports are on the program for 2019. Compulsory: 1. Athletics 2. Basketball 3. Boxing 4. Football 5. Golf 6. Judo 7. Rugby 7’s 8. Swimming 9. Triathlon TOTAL: 26 Sports Acknowledgement On behalf of the members of the host PGA, I wish to extend our sincere gratitude to Lord Vaea, Hon. Minister of Internal Affairs & Sports and on behalf of the Host Government for the work carried out to date and eventually establishing the Organizing Committee. Further, a special acknowledgement and thanks for the CEO/Chairman Lord Sevele-of-Vailahi and members of the Pacific Games Organizing Committee 2019 for commencement of their task and work towards the Games. In the spirit of a tough sporting challenge, the 2009 Pacific Mini Games presented numerous obstacles for the Cook Islands, its people, and Government. And although the early path to ‘victory’ was very much an uphill battle I am pleased to say that those faced with the task of producing these Games did not shy away from the jobs at hand. Of course, those jobs were many and everyone from the tireless volunteers to the relentless efforts of the organisers are deserving of high praise. In the aftermath of such a major event, particularly for a small island nation like ours, the focus often falls on the nature of ‘how’ and ‘why’ we struggled with certain difficulties.

The Pacific Games Council and its 22-member island nations and territories from Micronesia, Melanesia and Polynesia call on Pacific Forum Leaders to: 1) Endorse a Pacific Sport and Physical Activity Action Plan to maximize the contribution of sport, physical activity and physical education to sustainable development in Pacific Island Countries and Territories; and 2) Establish a regional coordination mechanism to; (i) provide technical assistance to Forum Island Countries and (ii) develop integrated systems for data collection, analysis, policy development and implementation.

The population of the Northern Mariana Islands, as of January 1, 2011, is estimated at 50,000.     The South Pacific Games The Sporting Event of the Pacific The end of World War II saw many former territories and possessions leave the confines imposed by their colonial rulers and become independent nations. At about the same time (1947), the South Pacific Commission (SPC) was created to foster regionalism among the Pacific Islands. In 1957, the SPC agreed to begin a triennial, Olympic-style sporting event, which would be called the South Pacific Games (SPG). All the countries of Micronesia, Melanesia and Polynesia, with the exceptions of Australia and New Zealand, would take part. An SPG Council and Charter were developed and the first SPG were held in Fiji (they had the best facilities at the time) on August 29, 1963. About 750 athletes and officials from 13 island territories and nations participated in the inaugural event. The 1966 Games took place in Noumea, New Caledonia. Fourteen territories and nations sent twice as many participants as had taken part in the first Games, to compete on a new track and field complex built for the SPG. Guam’s first participation was in the 3 rd SPG at Papua New Guinea, in 1969. The 3 rd Games were opened by the Duke and Duchess of Kent in Port Moresby, who presided over elaborate opening and closing ceremonies, which set the standard for future Games. So as not to compete with the 1972 Olympics in Munich, the schedule for the Games was accelerated and the 4 th SPG was held in 1971 in Tahiti. For the first time, over 2000 athletes and coaches from 14 Island nations and territories participated, and enjoyed The host country’s new stadium and swimming pool.

My research and the resulting thesis is the product of numerous collaborations between extremely diverse groups of people who have similar desires and concerns. All of my friends and colleagues who have been involved with EcoCARE Pacific Trust and who like me believe that participation and collaboration are fundamental requirements if change is to occur. I have been fortunate enough to have many dear friends and relations who have seen something in me that I don’t see in myself. They have been un-relenting in their support for my often seemingly pointless endeavours to attempt to participate in addressing the multitude of issues that affect each and every one of us in some way, and these dear people have encouraged rather than discouraged me to continue on.
