There are answer note suggestions behind all questions. The questions can be undertaken in class or at home with questions/answers and activities being undertaken in the classroom. The material is teaching material and NOT specifically material for answering examination questions. Tutor guide: Tutors should familiarise themselves with the text, questions and answers before undertaking the activities in the classroom. For any unfamiliar terms an extensive glossary of key terms is provided on pages 206–22 of the book. The questions and case studies do not cover all of the material in the chapters. If tutors wish to cover this, they will need to set additional stimulus questions. Tutors and students may also wish to add material not provided in either the suggested answers or the text to the answers. Welsh politics is constantly changing, so answers provided now may well alter as these changes take place. The questions for discussion and the case studies are found at the end of each chapter. The suggested answers and some ideas for teaching these are provided on the following pages. Tutors should seek to draw these answers from the students and also discuss their merits. -

Anthony Halpen, The Institute of Irish Studies, The University of Liverpool. This thesis considers the novel and the short story in the decades following the achievement of Irish independence from Britain in 1922. During these years, many Irish practitioners of the short story achieved both national and international acclaim, such that 'the Irish Short Story' was recognised as virtually a discrete genre. Writers and critics debated why Irish fiction-writers could have such success in the short story, but not similar success with their novels. Henry James had noticed a similar situation in the United States of America in the early nineteenth century. James decided the problem was that America's society was still forming - that the society was too 'thin' to support successful novel-writing. Irish writers and critics applied his arguments to the newly-independent Ireland, concluding that Irish society was indeed the explanation. Irish society was depicted as so unstructured and fragmented that it was inimical to the novel but nurtured the short story. Ireland was described variously: "broken and insecure" (Colm Tóibín), "often bigoted, cowardly, philistine and spiritually crippled" (John McGahern) and marked by "inward-looking stagnation" (Dermot Bolger). -

Freedom for Wales in a Liberal World The Welsh Liberal Democrats agenda for the General Election Freedom for Wales in a Liberal World Applicability, costings and the General Election manifesto This document has been agreed by the Policy Committee of the Welsh Liberal Democrats. It brings together the policy of the Welsh Party with that of the UK Liberal Democrats. Freedom for Wales in a Liberal World contains the priorities of the Welsh Liberal Democrats. It is not an exhaustive statement of our policies for government. The absence of any specific Liberal Democrat policy does not necessarily mean that it will not be included in the manifesto for the General Election. Specific guarantees in the document represent our minimum commitment over the period of a five-year Westminster Parliament. Subject to economic growth, our ambitions are not limited to this programme, and are set out more fully in our other policy documents. Where policies are proposed on devolved issues, these may be dependent upon Westminster making extra resources available to the National Assembly for Wales and are also subject to agreement by the Assembly. A full costing of our programme for government will be published along with our manifesto setting out the programme at the time of the General Election. There will also be separate manifestos for England and Scotland. Date: Alan Duggan i Summary Many models of democratic representation are underpinned by conceptions of how representatives are authorised to hold their office and how they are held to account (Pitkin 1967). The appropriate functioning of such models assumes the electoral mechanisms underpinning them are designed in an equitable manner. However, electoral contests are often not equitable either due to design or inherent error of large systems. This thesis assesses campaign spending regulation – a central aspect of how the design of systems may inhibit appropriate functioning of formalistic models of representation. Specifically, this research estimates the efficacy with which candidates can turn financial resources into votes. A large body of research has concluded that challenger spending is more effective than that of the incumbent. I argue findings of a challenger spending efficacy advantage are not robust across all contexts and I do not expect such findings to hold in Irish and British elections. -
