Government and Politics of Wales – Teaching Support Material Chapter 6 1 The Government and Politics of Wales Questions for discussion and case studies Chapter 6 – The National Assembly and the Law‐making Process Pages 115–38, Author Russell Deacon Teacher’s guide – in conjunction with the text book Timing: Students should read the relevant chapter before undertaking the exercise questions and case studies, and discuss their answers. There are answer note suggestions behind all questions. The questions can be undertaken in class or at home with questions/answers and activities being undertaken in the classroom. The material is teaching material and NOT specifically material for answering examination questions. Tutor guide: Tutors should familiarise themselves with the text, questions and answers before undertaking the activities in the classroom. For any unfamiliar terms an extensive glossary of key terms is provided on pages 206–22 of the book. The questions and case studies do not cover all of the material in the chapters. If tutors wish to cover this, they will need to set additional stimulus questions. Tutors and students may also wish to add material not provided in either the suggested answers or the text to the answers. Welsh politics is constantly changing, so answers provided now may well alter as these changes take place. The questions for discussion and the case studies are found at the end of each chapter. The suggested answers and some ideas for teaching these are provided on the following pages. Tutors should seek to draw these answers from the students and also discuss their merits. -

Date: Alan Duggan i Summary Many models of democratic representation are underpinned by conceptions of how representatives are authorised to hold their office and how they are held to account (Pitkin 1967). The appropriate functioning of such models assumes the electoral mechanisms underpinning them are designed in an equitable manner. However, electoral contests are often not equitable either due to design or inherent error of large systems. This thesis assesses campaign spending regulation – a central aspect of how the design of systems may inhibit appropriate functioning of formalistic models of representation. Specifically, this research estimates the efficacy with which candidates can turn financial resources into votes. A large body of research has concluded that challenger spending is more effective than that of the incumbent. I argue findings of a challenger spending efficacy advantage are not robust across all contexts and I do not expect such findings to hold in Irish and British elections. -

Jersey Revisited: reflections on the influence of a policy review on youth justice in an island microstate Jonathan Evans Senior Lecturer, Centre for Criminology, University of South Wales Brian Heath Chief Probation Officer, Jersey Probation and After Care Service Peter Raynor Research Professor in Criminology and Criminal Justice, Department of Criminology, Swansea University, Wales Abstract In 2010 the authors were members of a team which was invited to carry out a review of youth justice policy and practice in the Channel Island of Jersey. This article describes the process of the review, its major recommendations, and what happened as a result. Substantial improvements in Jersey’s youth justice system in the three years following the review suggest that it had a positive impact on outcomes, although its impact on legislation was limited. The article discusses some possible reasons for the positive impact, and points to similarities with other small or devolved jurisdictions. Key words Devolution; Jersey; microstates; policy review; youth justice. Introduction In May 2010 the Children’s Policy Group (CPG) of the States of Jersey Government commissioned a report on youth justice from a Review Team led by Jersey’s Chief Probation Officer. The Team, which included the authors of this article, comprised academics, practitioners and managers from Jersey, Wales and Scotland. The composition of the team thus provided the reciprocal internal challenge of both local knowledge and external scrutiny. The reasons for commissioning the Report were fourfold. Firstly, it was the intention of the States of Jersey to become party to the United Nations Convention on the Rights of the Child, although little progress had been made. -

It argues that the novel is a rich site in the analysis of the literary dimension of what Baldacchino describes as the “island-mainland […] dialectic” (Baldacchino, 2006, p. 10). Set on Bardsey, a real small island off the coast of north Wales, the novel employs a multiple-character narrative to explore and critique the various ways in which Bardsey has been constructed in the Welsh cultural imagination. In particular, the novel explores the idea of the island as a queer space. It does so in a way that posits Bardsey in dialectical relation to an ongoing, politically dynamic Welsh mainland. The article suggests that the novel can be read as a mainland appropriation of the island in the post-devolution era. Yet this is simultaneously an enabling imaginative act that confirms the power of literature to create new imaginative geographies.
