Member-Secretary FEBRUARY, 2016 BIKASH BHAVAN, SALT LAKE, KOLKATA Preface The Fourth State Finance Commission of West Bengal was set up towards the end of April 2013. However, it was not until October that it got an office space and some minimal support staff to become functional. The five months lying between April and October was spent on informal discussions with academicians and government officials to gather some initial information and form preliminary ideas which helped the Commission in its later deliberations. The Commission had initially started with two members; subsequently the member secretary was appointed in June, 2013 and another member in July, 2014. Apart from commenting on the overall working of local governments in West Bengal and the condition of state finance, the Commission had to undertake three broad exercises. First, the total sum of money to be devolved to the rural and urban bodies that the Commission were to recommend had to be arrived at. Second, given the total recommended sum going to the rural bodies, the Commission had to determine the sharing rule of this sum across the three tiers of Panchayati Raj Institutions, namely the Zilla Parishad, the Panchayat Samiti and the Gram Panchayat. Third, the distribution of devolution within each tier and within the urban bodies had to be decided upon. The Commission’s recommended devolutions to the rural and urban bodies were founded on three basic considerations: (a) the actual amounts devolved in the past as a percentage of the state’s own tax revenue, especially the pattern of devolution made in the recent past; (b) the magnitude and pattern of devolution by the Fourteenth Finance Commission to the local bodies of the state; and (c) the actual requirement of the local bodies for their smooth functioning.

The Secretariate Printing Offices then in existence confining themselves to current despatches and proceedings. In January, 1864, the orders of the various department of Govt. of India and the Acts and Bills of Governor General’s Council which were formerly published in Calcutta Gazette were transferred to a new publication, the Gazette of India to which was appended a supplement containing official correspondence on the subject of interest of officers and to the general public. In 1876 a system of payment of piece rates was introduced in the composing Branch and subsequently in the distributing, printing and book binding Branches. In June, 1885, the presses of the Home and Public works Department were amalgamated with the Central press. The expansion of the Central Press from a strength of 109 employees, 1863, to that 2114 in 1889 necessiated the provision of additional accommodation pending the building of the Secretariate, the press was located from 1882 to 1885 at 165, Dharmatala Street. Her Trinamool Congress was re-elected with 211 seats in 2016, bettering its tally from 184 in 2011. In the last assembly elections in the state in 2016, the BJP won only three seats but got 18 of Bengal’s 42 parliamentary seats, increasing its tally by 16, in Lok the Sabha elections in 2019.

    12 Big national parties in West Bengal An exceptional outcast? Maidul Islam In 1967, the decline of the ‘Congress system’ (Kothari 1964: 1161– 1173; Kothari 1970) was noticed in both India and in the state of West Bengal. West Bengal was among the nine states where Congress lost power (Chatterjee 1997: 15). For a decade, from the late 1960s to the late 1970s, the state witnessed a transitional period from an unstable and chaotic political system to a long-term political stability (Kohli 1997: 336–366). Such a stability was not provided by the big national parties like the Indian National Congress and the Bharatiya Janata Party (BJP), but instead by the small national parties and regional players, first by the Communist Parties (1977–2011) and later by the Trinamool Congress (2011 onwards).1 From 1977, in the last four decades, the big national parties (the Congress and the BJP) have been unable to gain political power in West Bengal. In fact, from the late 1990s, the big national parties have been largely trapped in selected zones of the state. From the 1998 Lok Sabha election onwards, in all subsequent Parliamentary and Assembly elections, the big national parties have been always relegated to third and fourth places in terms of vote shares. From the late 1990s onwards, the main political battle has been between the CPI(M)-led Left Front and the Trinamool Con- gress. In this respect, West Bengal is very similar to Tamil Nadu politics where the big national parties have been unable to capture political power in the state for almost five decades.
