Introduction
Introduction Brij V. Lal Soldiers rioting on the steps of parliament house in Papua New Guinea; tumultuous politics besetting the presidency in Vanuatu; political assassi nations in New Caledonia; confrontation between soldiers and civilians on the troubled island of Bougainville. In other, calmer times, such inci dents of terror and violence would have stunned observers of Pacific Island affairs. But in the aftermath of the dramatic events in Fiji, news of upheaval in the islands is increasingly being greeted with a weary sense of deja vu. Such has been their impact that the Fiji coups and the forces they have unleashed are already being seen as marking, for better or worse, a turning point not only in the history ofthat troubled island nation but also in the contemporary politics ofthe Pacific Islands region. The issues and emotions that the Fiji coups have engendered touch on some of the most fundamental issues of our time: the tension between the rights ofindigenous peoples ofthe Pacific Islands and the rights ofthose of more recent immigrant or mixed origins; the role and place of traditional customs and institutions in the fiercely competitive modern political arena; the structure and function of Western-style democratic political processes in ethnically divided or nonegalitarian societies; the use of mili tary force to overthrow ideologically unacceptable but constitutionally elected governments. These and similar issues, rekindled by the events in Fiji, will be with us for a long time to come. Unlike any other event in recent Pacific Islands history, the Fiji crisis has generated an unprecedented outpouring of popular and scholarly litera ture, as our Book Review and Resources sections amply demonstrate. -

Pol-101 A: Introduction to the Political Right Professor Matthew McManus Whitman College, Department of Politics [email protected] or [email protected] Office: Maxey 127 Phone Number: 509-522-4426 Course Description and Philosophy The objective of this course is to provide students with an introduction to the political right. In popular discourse political right is an ambiguous and fascinating end of the political spectrum, including everything from staunch traditionalists to defenders of classical liberal freedoms, bigots and libertarians. Variously described as conservative, reactionary, or simply right wing the political right is currently dominant in many parts of the world and therefore understanding it is vital to grasping contemporary politics more generally. Our analysis will be both exegetical and critical. We will be examining primary texts from different perspectives on the political right and examining their commonalities and discrepancies. This class will also be critical, so we will be assessing the strengths and weaknesses of these respective positions from alternate political standpoints. By the end of this course students will be able to: • Critically discuss and evaluate a number of prominent perspectives on the political right • Distinguish between competing right wing positions • Offer defenses and critiques of the political right • Apply their understanding to events in the contemporary world This course is interdisciplinary and dialogical. While everyone-including myself!-has their own convictions on these topics we should be open minded about changing our perspective where warranted. It is also expected that students will be highly involved in raising questions and points of interest to propel the classes’ conversation forward. -

Prevailing theories have failed to take into account the development of policy and institutions in microstates that are engineered to attract investments in areas of comparative advantage as these small islands confront the challenges of globalization and instead have emphasized migration, remittances and foreign aid (MIRAB) as an explanation for the survival of microstates in the global economy. This dissertation challenges the MIRAB model as an adequate explanation of investment strategy in microstates and argues that comparative advantage is a better theory to explain policy behavior of microstates. -
History of Inter-Group Conflict and Violence in Modern Fiji
View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by Sydney eScholarship History of Inter-Group Conflict and Violence in Modern Fiji SANJAY RAMESH MA (RESEARCH) CENTRE FOR PEACE AND CONFLICT STUDIES UNIVERSITY OF SYDNEY 2010 Abstract The thesis analyses inter-group conflict in Fiji within the framework of inter-group theory, popularised by Gordon Allport, who argued that inter-group conflict arises out of inter-group prejudice, which is historically constructed and sustained by dominant groups. Furthermore, Allport hypothesised that there are three attributes of violence: structural and institutional violence in the form of discrimination, organised violence and extropunitive violence in the form of in-group solidarity. Using history as a method, I analyse the history of inter-group conflict in Fiji from 1960 to 2006. I argue that inter- group conflict in Fiji led to the institutionalisation of discrimination against Indo-Fijians in 1987 and this escalated into organised violence in 2000. Inter-group tensions peaked in Fiji during the 2006 general elections as ethnic groups rallied behind their own communal constituencies as a show of in-group solidarity and produced an electoral outcome that made multiparty governance stipulated by the multiracial 1997 Constitution impossible. Using Allport’s recommendations on mitigating inter-group conflict in divided communities, the thesis proposes a three-pronged approach to inter-group conciliation in Fiji, based on implementing national identity, truth and reconciliation and legislative reforms. It is part of the UCL School of Public Policy. THE CONSERVATIVE Robert Hazell founded the Constitution Unit in 1995 to do detailed research and planning on constitutional reform in the UK. The Unit has done work on every aspect AGENDA of the UK’s constitutional reform programme: devolution in Scotland, Wales, Northern Ireland and the English regions, reform of the House of Lords, electoral reform, R parliamentary reform, the new Supreme Court, the conduct of referendums, freedom eform Prof FOR CONSTITUTIONAL of information, the Human Rights Act. The Unit is the only body in the UK to cover the whole of the constitutional reform agenda. REFORM The Unit conducts academic research on current or future policy issues, often in collaboration with other universities and partners from overseas. We organise regular R programmes of seminars and conferences. We do consultancy work for government obert and other public bodies. We act as special advisers to government departments and H parliamentary committees. We work closely with government, parliament and the azell judiciary. All our work has a sharply practical focus, is concise and clearly written, timely and relevant to policy makers and practitioners. The Unit has always been multi disciplinary, with academic researchers drawn mainly from politics and law. -

His FPRI essays can be accessed here: http://www.fpri.org/byauthor.html#kurth . The final collapse of the Soviet Union in 1991 brought a definitive end to the Cold War. It also brought an end to an international system defined by two superpowers and the beginning of a new global system defined by only one, the United States. The prevailing American ideology of international affairs—its literal worldview—had long been liberal internationalism, and the United States promptly proceeded to reshape global affairs according to its precepts. Now, two decades after its beginning, the global ascendancy of the United States and its ideology seems, to many observers, to be approaching its own end. It is an appropriate time, therefore, to review and reflect upon the course of liberal internationalism over the past two decades and, in particular, to discern what its recent transformation into liberal transnationalism may mean for America’s future. A TALE OF TWO DECADES The 1990s were certainly a good decade for liberal internationalism. It was the era of the New World Order, the Washington Consensus, neo-liberal regimes, humanitarian intervention, universal human rights, global governance, and, of course and most famously, globalization. The greatest military and economic power and sole superpower—the United States—vigorously promoted liberal internationalism. -

Economy and State in Fiji before and after the Coups Bruce Knapman This paper is a rt;:vision and update of an earlier article on the economic consequences ofthe I987 military coups d'etat in Fiji (Knapman I988a). Its purpose is to explain what has happened against a background analysis of postindependence development, and to predict what is likely to happen. It is not prescriptive, but it does comment on the universalist, promarket, antistate analysis and policy recommendations in two recent books on the Fiji economy (Cole and Hughes I988; Kasper, Bennett, and Blandy I988). The conclusion is that Fiji probably faces a future ofeconomic stagnation. DEVELOPMENT ISSUES AND PERFORMANCE I970-1986 In I874, at the beginning of the colonial period, Fiji's largely self-sufficient subsistence economy supported a population of about I40,000 Fijians who tolerated a shaky frontier economy of less than 2000 white settlers and traders. By I970, at the end of the colonial period, Fiji had an export economy supporting a population of 480,000. Of these, 200,000 were indigenous land-owning Fijians, 76 percent ofwhom lived in rural villages and retained a significant commitment to subsistence agriculture and neo traditional society. Another 24°,000 were Indians, 6I percent of whom lived in rural areas: they were predominantly Fiji-born (therefore "Indo Fijian"), grew the principal export crop (sugarcane) on leased land, and were prominent in small-scale commercial and service enterprises. The remaining, almost entirely urban, population consisted of Europeans and Chinese who dominated the management of largely foreign-owned big business in the manufacturing (mainly sugar milling), banking, trade, and tourism sectors (Knapman I987, I; CES, July I988; Fisk I970, 36-42). -

As the political left shrunk, the political gravity in electoral and party politics shifted toward the Islamic revivalist and ultra-nationalist Turkish parties. This article examines the nature of this ideological shift, with special focus on the politics of conservatism. The findings of major survey research conducted in April–May 2006 on the sociopolitical orientations and values of Turkish voters are utilized to delineate the characteristics of conservative voting behavior. A major finding of this survey is that most voters tend to support a conservative party such as the Justice and Development Party (Adalet ve Kalkınma Partisi, AKP) out of expected economic benefits rather than purely ideo- logical beliefs.
