The Honourable LEUNG Kwan-yuen, Andrew, GBS, JP

Mr LEUNG has a long and distinguished record of public service through chairmanship and membership of various statutory and advisory boards and committees over the years. Since assuming the Presidency of the Legislative Council (LegCo) in 2016, Mr LEUNG has been managing the proceedings of the LegCo in a robust, yet principled, manner. Mr LEUNG always strikes a right balance between respecting the rights of individual LegCo Members to express their views and ensuring the orderly, efficient and fair handling of the businesses of LegCo. He is awarded GBM in recognition of his devotion to serving the community and exemplary contribution to effective governance.

The Honourable CHAN, Bernard Charnwut, GBS, JP

Over the years, Mr CHAN has served with a distinguished record of public service in many key public entities and government advisory bodies, commanding a deep understanding of public policy-making and feeling the pulse of the community. In particular, he made tremendous contribution to the developments of arts and culture, social services, conservation of historic buildings and higher education. Dr CHAN is a highly respected community leader with a stellar track record of community services for more than 50 years, striving for the prosperity, harmony and stability of Hong Kong. Dr CHAN also fosters a close bond among different parties in the community and government departments. Dr CHAN is a renowned philanthropist, who spares no effort in promoting the well-being of the community, in particular the vulnerable groups. In addition, he devotes himself to fighting crime and promoting civic responsibility and youth care in the community. Mr HUI Wing-mau, GBS

Mr HUI is a successful and respectable entrepreneur in the real estate and construction industry. Dedicated to serving the community, Mr HUI founded the New Home Association, which provides a comprehensive range of services to support new arrivals, people of diverse race and other disadvantaged groups and thus promotes a supportive, caring, inclusive and tolerant society. Mr LO’s police career spans 35 years. He led the Force to rise to countless challenges, uphold the rule of law and maintain Hong Kong as one of the safest and most stable societies in the world. The Honourable Mr Justice Anthony

Mr Justice GLEESON is awarded GBS in recognition of his dedicated and distinguished service as a Non-Permanent Judge from Another Common Law Jurisdiction of the Court of Final Appeal during the past 11 years. He has sat in and has written judgements in some of the most important constitutional and other cases. He also wrote what is widely regarded as the most significant judgement in Hong Kong on money laundering. Mr Justice GLEESON is one of the most essential members of the Court of Final Appeal. He is a strong supporter of the Hong Kong Judiciary and Hong Kong generally.

The Honourable MA Fung-kwok, SBS, JP

Mr MA is awarded GBS in recognition of his dedication and distinguished contribution to the public services, in particular his contribution to the development of arts and culture in Hong Kong. He has maintained close liaison with the sectors of sports, performing arts, culture and publication, and facilitated the engagement of the West Cultural District Authority with the local arts, creative and film sectors. He has also all along been committed to promoting the development of the film industry in Hong Kong. During his tenure as the Chairman of the Hong Kong Film Development Council, Mr MA provided valuable advice to the Government on policies for the promotion and development of the local film industry.

Miss LAU Yin-wah, Emma, JP

Miss LAU is awarded GBS in recognition of her loyal and distinguished service to the Judiciary. She had served as the Judiciary Administrator for over 15 years before retirement. She demonstrated a thorough understanding of the rule of law and the administration of justice. She oversaw various important projects, including the restoration of the Court of Final Appeal Building in the original site and the planning and commissioning of the West Kowloon Law Courts Building. Throughout her tenure of office, Miss LAU has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. Ms CHAN is awarded GBS in recognition of her long and distinguished public and community services, particularly her contribution towards workers’ rights and women affairs. Apart from working tirelessly to enhance labour protection and resolve labour disputes, Ms CHAN also devotes herself to promoting women affairs. In her capacity as the chairperson of the Women’s Commission, she actively provides advice to the Government on policy areas that are of concern to women and promotes the well-being and interests of women in Hong Kong.

Mr PANG is awarded GBS in recognition of his long and exemplary contribution to Hong Kong community, in particular his dedicated leadership in promoting community affairs. Over the years, Mr PANG has spearheaded various major community building projects through the Sha Tin District Council and district committees, which are conducive to fostering community cohesiveness. Dr TAM is awarded GBS in recognition of his long and distinguished public and community services, in particular his significant contribution to the promotion and development of volunteerism in Hong Kong. Since 2014, in partnership with the Government, Dr TAM has led the Hong Kong Volunteers Federation and others in consolidating volunteer groups and organisations from all walks of life in Hong Kong to support the vulnerable groups and nurture a caring culture. Mr WONG is awarded GBS in recognition of his dedicated public and community services and distinguished contribution to the financial services sector in Hong Kong. Under Mr WONG's leadership, the Community Chest of Hong Kong has taken a new and forward step to re-establish its funder role as an innovative and proactive organisation, in tune with the needs of Hong Kong people. Mr KUNG is a well-respected and successful entrepreneur in the real estate and finance industries. He is awarded GBS in recognition of his distinguished contribution to community affairs, charitable causes, and social welfare initiatives in Hong Kong. Mr KUNG is a prominent leader among the clansmen communities and has motivated the clansmen associations to participate actively in social welfare matters over the years. Ms NG Wing-man, Iris (posthumous)

The late Ms NG Wing-man, Iris, a Senior Customs Officer of the Customs and Excise Department (C&ED), is posthumously awarded MBG in recognition of her act of the most conspicuous courage, selflessness and gallantry of the highest order. Ms NG died on duty during an anti-smuggling patrol operation in the North West waters of the territory on 21 January 2020. At the material time, Ms NG led a crew of four Customs Officers to conduct anti-smuggling patrol with a Swallow Water Craft (the Craft). At the time of accident, when approaching the waters in Sha Chau, the Craft was crashed by a cargo vessel without lighting equipment and capsized in a split second. It was a night of waxing crescent with extremely low visibility. With wind speed over 33km/hour, the sea state was particularly rough and unstable. Ms NG and two other Customs Officers were trapped inside the cabin. She was found unconscious upon rescue. Unfortunately, Ms NG was certified dead shortly after arrival at the hospital. Ms NG was an exemplary team leader with high professionalism. Her tragic death is a great loss not only to the C&ED, but also to the community at large.

The late Mr WONG Cheuk-bond, a Customs Officer of the Customs and Excise Department (C&ED), is posthumously awarded MBG in recognition of his act of the most conspicuous courage, selflessness and gallantry of the highest order. Mr WONG died on duty in an anti-smuggling patrol operation in the North West waters of the territory on 21 January 2020. At the material time, he, together with four Customs Officers, conducted anti-smuggling patrol with a Swallow Water Craft (the Craft). He was responsible for the observation and surveillance tasks. At the time of accident, when approaching the waters in Sha Chau, the Craft was crashed by a cargo vessel without lighting equipment and capsized in a split second. It was a night of waxing crescent with extremely low visibility. With wind speed over 33km/hour, the sea state was particularly rough and unstable. Mr WONG and two other Customs Officers were trapped inside the cabin. He was found unconscious upon rescue. Unfortunately, Mr WONG was certified dead shortly after arrival at the hospital. Mr WONG displayed unwavering courage and determination to complete his mission. His tragic death is a great loss not only to C&ED, but also to the community at large.

Mr CHENG Chak-yin

Mr CHENG is awarded MBG in recognition of his most conspicuous courage, selflessness and gallantry of the highest order in a rescue act. On 10 February 2017, in a compartment of an MTR train proceeding to Tsim Sha Tsui Station from Admiralty Station, a passenger suddenly poured thinner over himself and others and then set fire with a lighter. At the scene, the compartment was packed and the fire was rampant, with a number of passengers set alight, including Mr CHENG. Under such a chaotic situation, Mr CHENG spotted a lady passenger lying on the floor with her back on fire. He quickly put out the fire on his own body and then rescued the burning lady by using his bare hands to smother the flames on her back, resulting in serious burn injuries to his own hands. The arsonist (who was himself on fire) then approached the lady and tried to set her alight again by holding her from behind. Mr CHENG kicked the arsonist, keeping him away from the injured lady. Mr CHENG could have the opportunity to withdraw himself from danger by moving to another train compartment. However, he chose to stay at the compartment for the sole purpose of rescuing the lady, thereby continued to expose himself to grave danger. Mr CHENG sustained burn injuries and was admitted to hospital for nearly three months. Not being equipped with any protective equipment, Mr CHENG has fully demonstrated an exceptionally high degree of gallantry and selfless contribution by rescuing others.

The late Mr LAI Chi-hang, Ben, a Senior Customs Officer of the Customs and Excise Department (C&ED), is posthumously awarded MBG in recognition of his act of the most conspicuous courage, selflessness and gallantry of the highest order. Mr LAI died on duty in an anti-smuggling patrol operation in the North West waters of the territory on 21 January 2020. Mr LAI was a very experienced coxswain. At the material time, he, together with four Customs Officers, conducted anti-smuggling patrol with a Swallow Water Craft (the Craft). At the time of accident, when approaching the waters in Sha Chau, the Craft was crashed by a cargo vessel without lighting equipment and capsized in a split second. It was a night of waxing crescent with extremely low visibility. With wind speed over 33km/hour, the sea state was particularly rough and unstable. Mr LAI and two other Customs Officers were trapped inside the cabin. He was found unconscious upon rescue. Unfortunately, Mr LAI was certified dead shortly after arrival at the hospital. Mr LAI possessed rich experience in navigation and anti-smuggling operation. His tragic death is a great loss not only to the C&ED, but also to the community at large.

The Honourable Mr Justice Mohan Tarachand BHARWANEY

Mr Justice BHARWANEY is awarded SBS in recognition of his meritorious and dedicated service to the Judiciary and the Hong Kong community. He is a Judge of the Court of First Instance of the High Court and has served in the Judiciary for more than 10 years. Mr Justice BHARWANEY has revolutionised the way that personal injuries litigation is conducted, making the handling of such litigation by the courts more effective and efficient. Timely settlements are now made through mediation or other means.

Dr NG Wang-pun, Dennis, BBS, MH

Dr NG is awarded SBS in recognition of his significant contribution to the industrial development in Hong Kong and facilitating exchange between the Government and the business sector. Dr NG serves with dedication on a number of industry and trade related boards. Under his leadership, the Chinese Manufacturers’ Association of Hong Kong assists local businesses in brand building and promotion, as well as exploring the Mainland market. Dr NG is also strongly committed to promoting the Belt and Road initiative.

Mr WONG Kuen-fai, JP

Mr WONG is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community. He retired as the Commissioner of Inland Revenue after 37 years of service with the Government. He has made remarkable contribution in various aspects, particularly in enhancing the tax administration and service standard in Hong Kong, reinforcing international tax cooperation, keeping the tax regime competitive, as well as improving the work efficiency of the department.

Mr LI Kin-yat, FSDSM

Mr LI is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community. He retired as the Director of Fire Services after 36 years of service with the Government. He has made remarkable contribution in various aspects, particularly in leading the Fire Services Department in the provision of fire-fighting and rescue, emergency ambulance and fire protection services to the public, promoting quality service and a customer-oriented culture, as well as instilling public confidence in the work of the department.

Mr LI Tin-chui, Simon, JP

Mr LI is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community. He retired as the Director- General of Civil Aviation after 37 years of service with the Government. He has made remarkable contribution in various aspects, particularly in developing and bolstering Hong Kong as a world-leading aviation hub, taking forward the work of Civil Aviation Department under the Three-Runway System Project, and enhancing air cargo safety as well as Hong Kong’s leading status in the international aviation industry.

Dr KONG Tak-ho, BBS, JP

Dr KONG is awarded SBS in recognition of his long and meritorious community and public service. Over the years, he has devoted himself to promoting social harmony, and rendering support to large scale district-based events and activities organised by government departments and various local organisations. Dr KONG is also a prominent local district personality leading the fund raising efforts of the Community Chest of Hong Kong. He is well respected by all walks of life for his active participation in community service and cohesion of the clansmen communities.

Dr CHAN WONG Lai-kuen, Anissa, BBS, MH, JP

Dr CHAN is awarded SBS in recognition of her significant contribution to the public service in the education realm. Since 2017, Dr CHAN has led the Task Force on Review of School Curriculum to review holistically the primary and secondary curricula and formulate clear directional recommendations for optimising the primary and secondary curricula. These recommendations have gained general support from the education sector and are conducive to better equipping the youngsters to cope with future challenges through the school curricula.

Ms LAU Chiang-chu, Vivien, BBS, JP

Ms LAU is awarded SBS in recognition of her meritorious public and community service over the years, in particular her significant contribution to the promotion and development of sports in Hong Kong. Under her leadership, the Hong Kong Tenpin Bowling Congress has successfully developed tenpin bowling into one of the elite sports, with athletes winning numerous medals at various international competitions. Since 1996, Ms LAU has been elected as the Vice President of the Sports Federation and Olympic Committee of Hong Kong, . She led delegations of Hong Kong athletes to participate in various international multi-sports events with remarkable achievements.

Dr LEUNG is awarded SBS in recognition of his significant contribution and dedicated service to the public healthcare sector in Hong Kong. As the first Controller of the Centre for Health Protection under the Department of Health and having served as the Chief Executive of the for nine years, Dr LEUNG has made remarkable achievements in combating the outbreak of infectious diseases and handling public health incidents, as well as leading the development of public hospitals and delivery of public healthcare services.

Ms HO Chiu-king, Pansy Catilina, JP

Ms HO is awarded SBS in recognition of her dedicated public and community service, in particular her significant contribution over promoting the empowerment of women in Hong Kong and the advancement and development of women in society. Over the years, Ms HO has served the Hong Kong Federation of Women with enthusiasm, particularly in organising various activities and services as well as improving and protecting the legal interests of women.

Dr CHEN Hong-tian, JP

Dr CHEN is awarded SBS in recognition of his meritorious public and community work in serving the underprivileged, uniting the clansmen communities, as well as fostering social harmony. Dr CHEN is a successful entrepreneur. In 2017, he initiated the establishment of the Guangdong-Hong Kong-Macao Bay Area Entrepreneurs Union which seeks to enhance the exchange and co-operation amongst enterprises, promote technological innovation, and assist young people in starting up their own business in the Greater Bay Area.

Mr ALDER is awarded SBS in recognition of his significant contribution to the enhancement of the status of Hong Kong as an international financial centre. As the Chief Executive Officer of the Securities and Futures Commission (SFC) since 2011, Mr ALDER has played a crucial role in leading the SFC in setting its strategic objectives, strengthening Hong Kong’s regulatory capabilities, and promoting the development of the securities and futures market.

Ms TAM is awarded SBS in recognition of her dedicated public service over the years, in particular her significant contribution to the development of the communications sector, enhancing Hong Kong’s position as a tele- communications hub in the region, and steering the work of the Communications Authority. Ms TAM has also rendered wise counsel in promoting Hong Kong’s tourism industry and arts development through her participation in the Hong Kong Tourism Board and the Board of the West Kowloon Cultural District Authority.

She also rendered invaluable advice to the Equal Opportunities Commission and made remarkable contribution on many fronts, including the work in conciliation and the process review exercise.

Dr WOO Wai-man, BBS

Dr WOO is awarded SBS in recognition of his long and dedicated service to the community. He is enthusiastic in charity work and keen on supporting and promoting community service in Hong Kong. Dr WOO is also committed to the development of arts and culture, in particular the development of the Hong Kong Repertory Theatre. In addition, he promotes the Modular Integrated Construction (MiC) from a property developer’s perspective and encourages the private sector to adopt more widely this innovative construction method.

He retired as the Director of the Hong Kong Observatory (HKO) after 34 years of service with the Government. He has made remarkable contribution in various aspects, particularly in enhancing the standard and professionalism of the weather forecast and warning services provided by HKO, raising public awareness of the impact of climate change, as well as promoting HKO’s international profile and standing.

Mr LI is awarded SBS in recognition of his remarkable contribution to the development of Hong Kong’s financial market. During his tenure as the Chief Executive of the Hong Kong Exchanges and Clearing Limited (HKEX), Mr LI has led the HKEX in expanding the suite of products, strengthening the attractiveness of Hong Kong as a global premier listing platform, and fostering closer partnership and mutual market access between capital markets in Hong Kong and the Mainland.

Dr GREENWOOD is awarded SBS in recognition of his long and dedicated public service in Hong Kong, in particular his significant contribution to the monetary stability of Hong Kong. He has long been a champion and strong supporter of Hong Kong’s Linked Exchange Rate System (LERS). With his exceptionally good knowledge and insight on the LERS, Dr GREENWOOD frequently writes and speaks publicly to enhance the global and local markets’ understanding of the operations of the LERS, which has helped anchor strong market confidence in the system.

Mr CHU, a Customs Officer of the Customs and Excise Department, is awarded MBS in recognition of his act of tremendous courage, commitment of duty, professionalism and gallantry of an extremely high order. On 21 January 2020, Mr CHU took part in an anti-smuggling patrol operation in the North West waters of the territory. He was responsible for operating a Swallow Water Craft (the Craft). At the time of accident, when approaching the waters in Sha Chau, the Craft was crashed by a cargo vessel without lighting equipment and capsized in a split second. It was a night of waxing crescent with extremely low visibility. With wind speed over 33km/hour, the sea state was particularly rough and unstable. After the crash, Mr CHU was able to keep calm and made an emergency call for assistance. His swift response saved not only himself, but also the life of another crew member.

Mr TANG Kwong-kwan

Mr TANG is awarded MBS in recognition of his tremendous courage, selflessness and gallantry of an extremely high order in a rescue act. On 10 February 2017, in a compartment of an MTR train proceeding to Tsim Sha Tsui Station from Admiralty Station, a passenger suddenly poured thinner over himself and others and then set fire with a lighter. At the scene, the compartment was packed and the fire was rampant. Mr TANG and a number of passengers caught fire. Under such a chaotic situation, Mr TANG remained calm and spotted two other passengers were also on fire. He swiftly took out a packet of drink from his backpack and used it to extinguish the flames on himself and the two other passengers. Mr TANG could have the opportunity to withdraw from danger by moving to another train compartment. However, he chose to stay at the compartment for the sole purpose of saving other people. Mr TANG sustained burn injuries and was admitted to hospital for several days. Facing the danger and not being equipped with any protective equipment, Mr TANG has fully demonstrated a high degree of gallantry and selflessness by rescuing others.
