Appendix Grand Bauhinia Medal (GBM) The Honourable LEUNG Kwan-yuen, Andrew, GBS, JP Mr LEUNG has a long and distinguished record of public service through chairmanship and membership of various statutory and advisory boards and committees over the years. Since assuming the Presidency of the Legislative Council (LegCo) in 2016, Mr LEUNG has been managing the proceedings of the LegCo in a robust, yet principled, manner. Mr LEUNG always strikes a right balance between respecting the rights of individual LegCo Members to express their views and ensuring the orderly, efficient and fair handling of the businesses of LegCo. He is awarded GBM in recognition of his devotion to serving the community and exemplary contribution to effective governance. The Honourable CHAN, Bernard Charnwut, GBS, JP Over the years, Mr CHAN has served Hong Kong with a distinguished record of public service in many key public entities and government advisory bodies, commanding a deep understanding of public policy-making and feeling the pulse of the community. In particular, he made tremendous contribution to the developments of arts and culture, social services, conservation of historic buildings and higher education. As the Convenor of the Non-official Members of the Executive Council since July 2017, Mr CHAN is well respected by his peers and tenders insightful advice and innovative ideas in the policy-making process. Mr CHAN is also a successful entrepreneur in the financial services sector. Mr CHAN is awarded GBM in recognition of his exemplary contribution to good governance across a very extensive spectrum of public affairs over the years. Dr CHAN Tung, GBS, JP Dr CHAN is a highly respected community leader with a stellar track record of community services for more than 50 years, striving for the prosperity, harmony and stability of Hong Kong. Dr CHAN also fosters a close bond among different parties in the community and government departments. Dr CHAN is a renowned philanthropist, who spares no effort in promoting the well-being of the community, in particular the vulnerable groups. In addition, he devotes himself to fighting crime and promoting civic responsibility and youth care in the community. Over the years, Dr CHAN has been dedicated to public services and has set an exemplary role model for others. He is awarded GBM in recognition of his remarkable contribution to Hong Kong. Mr HUI Wing-mau, GBS Mr HUI is a successful and respectable entrepreneur in the real estate and construction industry. Dedicated to serving the community, Mr HUI founded the New Home Association, which provides a comprehensive range of services to support new arrivals, people of diverse race and other disadvantaged groups and thus promotes a supportive, caring, inclusive and tolerant society. With his strong commitment, he has made tremendous contribution to numerous charitable causes in Hong Kong. Mr HUI is a distinguished community leader dedicated to maintaining social harmony, stability and prosperity of Hong Kong. He is also committed to uniting overseas Chinese to serve the community of Hong Kong. Mr HUI is awarded GBM in recognition of his long and outstanding contribution to the community. Page 2 Gold Bauhinia Star (GBS) Mr LO Wai-chung, Stephen, PDSM, JP Mr LO is awarded GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community. He was the Commissioner of Police before retirement. Mr LO’s police career spans 35 years. He led the Force to rise to countless challenges, uphold the rule of law and maintain Hong Kong as one of the safest and most stable societies in the world. Throughout his career, Mr LO has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. His contribution is highly regarded both within and outside the Government. The Honourable Mr Justice Anthony Murray GLEESON Mr Justice GLEESON is awarded GBS in recognition of his dedicated and distinguished service as a Non-Permanent Judge from Another Common Law Jurisdiction of the Court of Final Appeal during the past 11 years. He has sat in and has written judgements in some of the most important constitutional and other cases. He also wrote what is widely regarded as the most significant judgement in Hong Kong on money laundering. Mr Justice GLEESON is one of the most essential members of the Court of Final Appeal. He is a strong supporter of the Hong Kong Judiciary and Hong Kong generally. Page 3 The Honourable MA Fung-kwok, SBS, JP Mr MA is awarded GBS in recognition of his dedication and distinguished contribution to the public services, in particular his contribution to the development of arts and culture in Hong Kong. He has maintained close liaison with the sectors of sports, performing arts, culture and publication, and facilitated the engagement of the West Kowloon Cultural District Authority with the local arts, creative and film sectors. He has also all along been committed to promoting the development of the film industry in Hong Kong. During his tenure as the Chairman of the Hong Kong Film Development Council, Mr MA provided valuable advice to the Government on policies for the promotion and development of the local film industry. Miss LAU Yin-wah, Emma, JP Miss LAU is awarded GBS in recognition of her loyal and distinguished service to the Judiciary. She had served as the Judiciary Administrator for over 15 years before retirement. She demonstrated a thorough understanding of the rule of law and the administration of justice. She oversaw various important projects, including the restoration of the Court of Final Appeal Building in the original site and the planning and commissioning of the West Kowloon Law Courts Building. Throughout her tenure of office, Miss LAU has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. Her contribution is highly regarded both within and outside the Judiciary. Page 4 Ms TSE Man-yee, Elizabeth, JP Ms TSE is awarded GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community. She was the Permanent Secretary for Food and Health (Health) before retirement. Ms TSE’s public service career spans 35 years. She has made exemplary contribution, particularly in the areas of broadcasting and telecommunications, public finance and healthcare services. Throughout her career, Ms TSE has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. Her contribution is highly regarded both within and outside the Government. Mr CHOW Tat-ming, Thomas, JP Mr CHOW is awarded GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community. He was the Permanent Secretary for the Civil Service before retirement. Mr CHOW’s public service career spans 35 years. He has made exemplary contribution, particularly in the areas of leisure and cultural services, development and civil service matters. Throughout his career, Mr CHOW has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. His contribution is highly regarded both within and outside the Government. Page 5 Mr LAI Yee-tak, Joseph, JP Mr LAI is awarded GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community. He was the Permanent Secretary for Transport and Housing (Transport) before retirement. Mr LAI’s public service career spans 36 years. He has made exemplary contribution, particularly in the areas of trade and public transport. Throughout his career, Mr LAI has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. His contribution is highly regarded both within and outside the Government. Mr TONG Chi-keung, Donald, JP Mr TONG is awarded GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community. Currently the Permanent Secretary for Transport and Housing (Housing) / Director of Housing, Mr TONG’s public service career spans 36 years. He has made exemplary contribution, particularly in the areas of promotion of the interests of Hong Kong in the United States of America, labour affairs, environmental protection and housing. Throughout his career, Mr TONG has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. His contribution is highly regarded both within and outside the Government. Page 6 Ms CHAN Yuen-han, SBS, JP Ms CHAN is awarded GBS in recognition of her long and distinguished public and community services, particularly her contribution towards workers’ rights and women affairs. Apart from working tirelessly to enhance labour protection and resolve labour disputes, Ms CHAN also devotes herself to promoting women affairs. In her capacity as the chairperson of the Women’s Commission, she actively provides advice to the Government on policy areas that are of concern to women and promotes the well-being and interests of women in Hong Kong. Mr PANG Cheung-wai, Thomas, SBS, JP Mr PANG is awarded GBS in recognition of his long and exemplary contribution to Hong Kong community, in particular his dedicated leadership in promoting community affairs. Over the years, Mr PANG has spearheaded various major community building projects through the Sha Tin District Council and district committees, which are conducive to fostering community cohesiveness. Mr PANG also spares no effort in the promotion of national education and leads the clansmen associations to embark on various social service initiatives to support the needy. Page 7 Dr TAM Kam-kau, SBS, JP Dr TAM is awarded GBS in recognition of his long and distinguished public and community services, in particular his significant contribution to the promotion and development of volunteerism in Hong Kong. Since 2014, in partnership with the Government, Dr TAM has led the Hong Kong Volunteers Federation and others in consolidating volunteer groups and organisations from all walks of life in Hong Kong to support the vulnerable groups and nurture a caring culture.
