Dunnedin has used Rankin Inlet as a base of summer operations for exploration programs since 2015. In response to community wishes to minimize daily helicopter transits to the property from Rankin Inlet, and for safety concerns during winter work conditions, Dunnedin proposed amending its current permits to authorize a temporary field camp central to the Kahuna Property and close to exploration work areas. The peoples in the arctic regions have experienced unprecedented cultural change in the last 40 years. The Dene, Metis, Samis, Athapaskans, Inuit and other aboriginal peoplein these regions have all seen their traditionallifestyles altered dramatically with the increasedinflux of southern peoples, withtheir baggage of modemtechnology, bureaucracy and assortedeconomic/political/soial/cultural systems. This paper focuses on the Inuit regions of Alaska, northern Canada and Greenland, for the Inuit have experienced more cultural changes since 1945 than in any other concentrated time span before. Although the changes have often resulted in great human tragedies, such as suicide epidemics and alcoholism, many positive changes have also occurred, as shownby major events in the three Inuit regions examined, as well as the establishment of somecultural and educational institutions. The paper drawson interviews with contemporaryInuit leaders. It concludesthat the Inuitculture is now in the process of being re-affirmed and will indeed be of increasing worldwide importance as the Arctic emerges as a new international and transnational region. Development of the Act involved lengthy scrutiny of existing and proposed education legislation to ensure consistency and compatibility with the new vision of education. Implementation of this Act is now necessitating system transformation on a substantial scale, on the part of educators, administrators, district education authorities, and territorial government officials. This article explores the historical roots of the 2008 Act. Renewal of the education system was made possible and necessary by the creation of Nunavut Territory in 1999, which grew out of the Nunavut Land Claims Agreement and negotiations for increased Inuit self-government. However, situating the Act in the history of Nunavut’s educational policy and decision making, it can be seen as a milestone in a longer change process aimed at creating schools that better reflect communities and the needs of northern students. Considering the inherent potential of education to reflect and sustain Inuit self-determination, linguistic protection, and cultural promotion, the intersection of education with politics through the Act was long in coming. Education is now seen to be one of the Nunavut government’s most important priorities. This is well worth recognizing in the history of education in Nunavut, and in Canada as well. The 2008 Nunavut Education Act (the Act) is the first provincial or territorial education legislation in Canada that represents the educational vision of an Indigenous population.

    Tukitaaqtuq explain to one another, reach understanding, receive explanation from the past and The Eskimo Identification Canada System by Norma Jean Mary Dunning A thesis submitted in partial fulfillment of the requirements for the degree of Master of Arts in Faculty of Native Studies University of Alberta ©Norma Jean Mary Dunning, 2014 ABSTRACT The government of Canada initiated, implemented, and officially maintained the ‘Eskimo Identification Canada’ system from 1941-1971. With the exception of the Labrador Inuit, who formed the Labrador Treaty of 1765 in what is now called, NunatuKavat, all other Canadian Inuit peoples were issued a leather-like necklace with a numbered fibre-cloth disk. These stringed identifiers attempted to replace Inuit names, tradition, individuality, and indigenous distinctiveness. This was the Canadian governments’ attempt to exert a form of state surveillance and its official authority, over its own Inuit citizenry. The Eskimo Identification Canada system, E- number, or disk system eventually became entrenched within Inuit society, and in time it became a form of identification amongst the Inuit themselves. What has never been examined by an Inuk researcher, or student is the long-lasting affect these numbered disks had upon the Inuit, and the continued impact into present-day, of this type of state-operated system. The Inuit voice has not been heard or examined. This research focuses exclusively on the disk system itself and brings forward the voices of four disk system survivors, giving voice to those who have been silenced for far too long. i PREFACE This thesis is an original work by Norma Dunning.
