Introduction Purpose of the Local Plan The Local Plan is a local development plan document that will set out the council’s proposals for the future development of the borough over the next 15 years through a suite of new planning policies. All local authorities are required to prepare a Local Plan with the objective of contributing to the achievement of sustainable development, addressing the spatial implications of economic, social and environmental change. Process Hounslow’s new Local Plan will replace all of the policies and proposals in the existing local development plan1currently made up of the Brentford Area Action Plan (2009), the Employment Development Plan Document (2008) and the saved policies in the Unitary Development Plan (2007) together with supporting Supplementary Planning Documents and/ or Guidance. The Local Plan process also replaces the previous local development plan terminology of Local Development Frameworks led by a Core Strategy which the council had previously been preparing. The Proposed Submission draft of the Local Plan a critically important stage in the preparation of the council’s new Local Plan. The plan has been prepared using feedback received through several earlier consultation stages (see box below) and now provides a ful and final draft document for consultation before it is submitted to the Secretary of State for independent examination. The examining Inspector will assess whether the Local Plan has been prepared in accordance with legal and procedural requirements, and whether it is ‘sound’ with reference to the following tests: The plan has been positively prepared based on a strategy which seeks to meet the objectively assessed development and infrastructure requirements, and whether it is reasonable to do so and consistent with achieving sustainable development. The plan is justified as the most appropriate strategy when considered against the reasonable alternatives, and based on proportionate evidence. The plan is effective in that it is deliverable over the plan period and based on joint working on cross boundary strategic priorities. The plan is consistent with national policy, enabling the delivery of sustainable development in accordance with the policies in the NPPF. There is also a requirement for Local Plans in London to be in general conformity with the London Plan. 1 See Glossary at Appendix 2 for a definition of technical terms given in italics 7 The consultation stages and timetable Consultation on the Core Strategy May – Sept 2007 Consultation on the Core Strategy July - Oct 2011 Policy Options for the Local Plan consultation Jun – Jul 2013 Revised Site Allocations for the Policy Options Oct 2013 Proposed Submission Local Plan consultation Mar - Apr 2014 Submission to the Secretary of State Jun/July 2014 Examination of the Local Plan (anticipated) Oct 2014 Adoption (anticipated) March 2015 Sustainability Appraisal and other impact assessments The Local Plan is subject to a number of statutory impact assessments, including Sustainability Appraisal (incorporating Strategic Environmental Assessment) and Habitats Regulations Assessment. Each of the options presented in the consultation document have been assessed for their impact on the economy, community and environment and have been appraised for their impact against sustainability objectives. This sustainability appraisal process has enabled the assessment of reasonable alternatives options including a comparison of their likely impacts. The Sustainability Appraisal is published as a document alongside the Policy Options document for consultation. Public Consultation The pre-submission Local Plan, Sustainability Appraisal and other documentation is published for public consultation for a six week period from XX March 2014 to XX April 2014. Are there any issues with TfL’s approach?” As a residents’ association serving some 2,000 households in the Northfields/South Ealing area we are particularly concerned about the increased difficulties which will be experienced by our members and their neighbours in accessing relocated hospital provision if the existing bus networks are not revised. 2 NORTH WEST LONDON HOSPITAL REORGANISATION At present Ealing Hospital provides a 24/7 accident and emergency service for our residents. It is also the location for specialist out-patient clinics and the conducting of tests requested by our GP’s. As shown on the attached TfL spider map, Ealing Hospital is exceptionally well served by the bus network with stops in the Uxbridge Road and also includes an on-site bus station where some routes terminate.

Environmental impacts, including to the river are satisfactory, and the scheme would also remove unsightly wrecks and rubbish from the site, whilst new landscaping to the park would enhance its appearance and opportunities for its use. 1.3 Detailed conditions covering demolition work and construction, including within the river would minimise environmental effects, whilst other conditions controlling the management of the moorings would ensure ongoing operational impacts are satisfactory and not disruptive to the use of the river or adjacent park. 1.4 The application is recommended for approval subject to conditions. 2.0 SITE DESCRIPTION 2.1 The application site is comprised of Watermans Park and a stretch of the adjacent River Thames.
