Ms. Douglas currently serves as the Director for Industrial Operations in the Naval Sea Systems Command (NAVSEA).

Ms. Douglas served as the Executive Director for Navy Regional Maintenance Center from 2016 to 2019 where she oversaw the operations and management of the Regional Maintenance Centers in the execution of private-sector, depot-level maintenance and modernization, surface ship intermediate-level maintenance, and fleet technical and engineering support world-wide.

Ms. Douglas was selected for appointment to the Senior Executive Service in April 2016. She has six years of experience as a civil servant while serving as Deputy Director for Fleet Maintenance (N43B) at U.S. Fleet Forces Command. She was responsible for fleet maintenance policy and a $3.5B fleet maintenance budget supporting two Naval Shipyards, three Regional Maintenance Centers, and Trident Refit Facility (TRF), Kings Bay and Readiness Support Group, New London to deliver mission ready ships to combatant commanders and achieve expected service life.

Ms. Douglas previously served as a naval officer from 1981 to 2010, retiring as a Captain with 29 years of service. During her active duty career as an Engineering Duty Officer, she served on USS Emory S Land (AS 39) as Electrical Repair Officer and at numerous maintenance activities. Her tours included Charleston Naval Shipyard (CNSY) as nuclear and non-nuclear ship superintendent for submarines; Portsmouth Naval Shipyard (PNSY) as Baseline Advanced Industrial Management (BAIM) Implementation Manager and Operations Planning Manager; Supervisor of Shipbuilding Conversion and Repair, Portsmouth (now a portion of Mid-Atlantic Regional Maintenance Center), as Planning Officer; and Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) as Production Resources Officer. During this tour, she led the damage removal efforts in Guam for USS San Francisco (SSN 711) following the ship’s collision. She served two tours at Ship Repair Facility and Japan Regional Maintenance Center, Japan, first as Production Officer and Executive Officer and, finally, as Commanding Officer, where she made all preparations for the arrival of USS George Washington (CVN 73), the first nuclear powered warship to be home ported overseas and successfully completed CVN 73’s first Forward Deployed Naval Forces availability. Her staff assignments include Commander, Navy Surface Forces, Atlantic as the Surface Type Desk Coordinator for amphibious, auxiliary, mine warfare and command ships, Naval Sea Systems Command (NAVSEA 04) as the Deputy Director of the Shipyard Management Group, where she developed corporate policy and oversaw business operations for four naval shipyards. Her final active duty tour was as Surface Ship Program Director in the Fleet Maintenance Directorate (N43) on the staff of U.S. Fleet Forces Command.

Ms. Douglas graduated from Auburn University where she earned a Bachelor of Science Degree in Chemical Engineering and her commission from the NROTC program in 1981. She earned a Naval Engineers Degree, a Master of Science Degree in Mechanical Engineering and a Master of Science Degree in Ocean Systems Management from Institute of Technology (MIT) in 1992.

October Dinner/Meeting Program Recap

At the October 16th dinner/meeting program, we had the pleasure of a full house of 90+ guests enjoying professional fellowship and a guest speaker presentation by the new Fleet Maintenance Officer, RDML Bill Greene (USFF N43). Admiral Greene shared his perspective on some of his top priorities and concerns four months into the position, notably the demand signal for maintenance outpacing capacity, aligning contracting strategy to support future investment and surge, and on-time delivery out of both public and private yards. Also during the evening, we recognized and honored our Tidewater Section Chair of 2018-2019, Jessica Galassie, and the 3rd Quarter CY 2019 Engineer of the Quarter (EOQ) recip- ient, Damage Control Chief Petty Officer (Surface Warfare/Air Warfare) Anthony R. Pagliarini from USS VICKSBURG. Anthony had his CO, XO and Chief Engineer joining him in a prideful show of sup- port!

ASNE Tidewater con- ducted a successful Steam Engineering event at Vice Admiral Architzel's residence in Suffolk, VA on Saturday, October 19. The South Eastern Virginia Live Steam- ers (SEVALS) had seven steam engines running and almost 50 people rode the trains. We appreciate all those who came out and participated!

“The M80 STILETTO is an experimental military ship developed for high speed military operations in shallow and littoral waters. Designed by M Ship Company LLC, the M80 utilizes a unique double M-Shape hull to reduce draft to a mere 3 feet while maintaining the ability to maneuver through rough seas. It is currently used as a test ship to showcase and demonstrate new electronics and naval technology. However, the STILETTO has seen action in the Caribbean. In 2008, during a 6,000 nautical mile deployment in the Caribbean, the STILETTO stealth ship was involved in a high speed drug bust off the Florida Straits. It continued to conduct counter-drug operations in the Caribbean area through the late 2000’s. In 2012, it was used to assist NASA in the recovery of an experimental space capsule heat-shield off the coast of .” ~ Military Machine, Janu- ary 1, 2019

Scholarship Named for RADM David P. Donohue

ASNE Tidewater (TW) Section awards four scholarships annually via the ASNE National Scholarship Program. These four ASNE TW Section Scholarships are named after Section honored members. This is the third in a series of newsletter articles that recognize the ASNE TW named scholarship honorees. This month’s article is about the Donohue Scholarship, which was im- plemented by the Tidewater Section for member RADM David Patrick Donohue.

RADM Donohue served as the ASNE TW Section Chairman 2004 – 2005 and also served as an ASNE National Officer and Councilor for many years.

Admiral Donohue is presented a helm wheel upon RADM Donohue served for 40 years in the U.S. Navy and first achieving rank of Commodore called Tidewater home when he assumed Command of Norfolk Naval Shipyard (NNSY). Admiral Donohue Commanded NNSY from 1980-1983. His very long and diverse Naval engineering career spanned four decades and included tours of duty on the East and West Coasts, as well as overseas. Notable engineering tours included: Design Advisor, Vietnam Naval Shipyard, Saigon, Vietnam; Superintendent, Puget Sound Naval Shipyard, Bremerton, WA; Supervisor of Shipbuilding, , Seattle, Washington; Ship System Engineer, Naval Air Force Pacific, San Diego, CA; Executive Director Surface Platforms, Naval Sea Systems Command, Washington, D.C.; Production and Planning Officer, Pearl Harbor Naval Shipyard, Pearl Harbor, HI; and Director Maintenance, United States Atlantic Fleet, Norfolk, VA.

After completing a long and distinguished Naval career, Admiral Donohue entered the Private Ship Maintenance Industrial Base as the Engineering Manager, Program Manager and eventually as Vice President and General Manager of The Jonathan Corporation Norfolk Shipyard. He went on to become the Corporation Technical Director for Integrated Systems Analysts, Inc., Chesapeake, VA. He was also the Chairman of the Board of Directors at Center Management Systems, and completed his Commercial Engineering Career as Corporation Technical Director at Thermal Spray & Machine, Inc., in Norfolk, VA.

Admiral Donohue’s highly successful Naval and Private Industry careers had a strong foundation in both Business and Engineering degrees; Business degree from Holy Cross College, Master of Science in Electrical Engineering, United States Naval Postgraduate School and Postgraduate, Harvard Business School.

Continuing to contribute his exceptional leadership talents, Admiral Donohue served as a member of the Executive Advisory Council of Old Dominion University College of Business and Public Administration. He also served was an Executive Board member for Unitech and Lockring Corporations.

Dave Donohue served on numerous community and civic committees and boards in the Region. The key word here and for his entire career is “served” as he was always willing to listen and help his friends, col- leagues and the American Society of Naval Engineers.

Dave Donohue is another example of the great people that have been active serving their country, the community and professional societies. ASNE TW Section is proud to honor RADM USN (Ret.) David Patrick Donohue with an ASNE TW Section Named Scholarship.

FMMS 2020 - Virginia Beach, VA

Hello Members and Friends,

FMMS 2020 will be here before we know it and the Committee is in full planning mode! We’d love your input and involvement.

 Are you or someone you know interested in writing and submitting a technical paper? Reach out to the committee with your name and paper title.  We need volunteers for many different sub-committees and roles and encourage you to attend a planning meeting and see where you fit in.

Current Needs:  Technical Papers – committee members to help review papers  Marketing Team – Write blurbs for social media, engage with the HQ team to help communicate with exhibitors, plus many other smaller details.  Operations – Someone to learn behind the scenes and support with details in the few months leading up to the event.

USS THRESHER Memorial Ceremony

Tragedy struck the USS THRESHER April 10, 1963, and 56 years later, relatives remembered the 129 sailors lost that day, at a ceremony held at Arlington National Cemetery on September 26, 2019. “Family members wearing name tags bearing photographs of the lost sailors gathered in the stone amphitheater as a Navy band played. They were there alongside friends, legislators, and current and former Navy officials for the dedication of a granite memorial to the crew of the THRESHER, the sinking of which is said to be the deadliest submarine loss in maritime history.” The Washington Post, September 26, 2019

The inscription on the monument reads, “IN HONOR OF THE 129 MEN LOST ABOARD USS THRESHER (SSN-593) AND THEIR SUBSAFE LEGACY.” The submarine disaster became the impetus for safety improvements; it led the Navy to re-evaluate the methods used to build its submarines. The Submarine Safety Program (SUBSAFE), “is a quality assurance program of the United States Navy, designed to maintain the safety of its submarine fleet; specifically, to provide maximum reasonable assurance that submarine hulls will stay watertight, and that they can recover from unanticipated flooding.” Wikipedia

Special thanks to ASNE members and friends who contributed to the USS THRESHER Arlington Nation- al Cemetery Memorial Foundation, responsible for the campaign to erect a National Commemorative Monument “designed to perpetuate the memories of the men lost aboard USS THRESHER and their SUBSAFE legacy, keeping the story of USS THRESHER alive, and in doing so, helping to minimize the likelihood of another similar tragedy from occurring.”

New Way to Read the Naval Engineers Journal

ASNE launched a new digital version of the Naval Engineers Journal (NEJ) with the September 2019 issue. In addition to the print NEJ and access to the online technical library with 131 years of issues hosted by IngentaConnect, ASNE members and subscribers can now read the NEJ on their computer or mobile device or download the full issue as a PDF to read offline.

This inaugural issue of the digital NEJ is open to all. Please use the “share” features in the new digital NEJ to send links to the full publication or specific articles/features/papers to your friends and colleagues via email or social media channels such as Facebook, Twitter and LinkedIn.
