K. only 1 Notes The London boroughs were constituted under the London Government Act 1963 and the first elections to the new councils were held on 7 May 1964. Prior to 1976, councillors were elected at general elections held every three years but as a result of an order made under the Local Government Act 1972 the term of office of members of London borough councils was increased to four years. The number of wards in a borough varies from 19 in Barking, Richmond-upon-Thames, and Tower Hamlets to 36 in Greenwich, with from 1 to 3 councillors elected for each ward. London borough councils have from 48 to 70 members. Electors have as many votes as there are councillors in each ward. Before 1978 each council included aldermen, to the number of one-sixth of the councillors, elected by the councillors from among themselves or from persons qualified to be councillors. Under the Local Government Act 1972, the office of alderman of a London borough council ceased to exist after the 1978 elections. The mayor of each borough is elected annually by each council from among the councillors. Since the 1974 election the Local Government Boundary Commission has under­ taken a review of ward boundaries, resulting in both new wards and boundary changes to existing wards. In many cases, therefore, the results of this election are not comparable with those of previous years at a ward level. The operation of the Commission's proposals for the London borough of Enfield was postponed pending settlement of a legal action between the London borough council and the Commission, and the old ward boundaries were used in that borough. Some new wards are divided between parliamentary constituencies so that constituency results cannot always be shown. The City of London is not included because its constitution is different. The Corporation consists of 130 common councilmen, 4 to 12 of whom are elected annually for each ward, and 25 aldermen, in addition to the Lord Mayor. The aldermen, one for each of the 25 wards, are elected for life by the ward voters (who include business voters as well as residents).   • Local Government in London Had Always Been More Overtly Partisan Than in Other Parts of the Country but Now Things Became Much Worse
    Part 2 The evolution of London Local Government For more than two centuries the practicalities of making effective governance arrangements for London have challenged Government and Parliament because of both the scale of the metropolis and the distinctive character, history and interests of the communities that make up the capital city. From its origins in the middle ages, the City of London enjoyed effective local government arrangements based on the Lord Mayor and Corporation of London and the famous livery companies and guilds of London’s merchants. The essential problem was that these capable governance arrangements were limited to the boundaries of the City of London – the historic square mile. Outside the City, local government was based on the Justices of the Peace and local vestries, analogous to parish or church boundaries. While some of these vestries in what had become central London carried out extensive local authority functions, the framework was not capable of governing a large city facing huge transport, housing and social challenges. The City accounted for less than a sixth of the total population of London in 1801 and less than a twentieth in 1851. The Corporation of London was adamant that it neither wanted to widen its boundaries to include the growing communities created by London’s expansion nor allow itself to be subsumed into a London-wide local authority created by an Act of Parliament. This, in many respects, is the heart of London’s governance challenge. The metropolis is too big to be managed by one authority, and local communities are adamant that they want their own local government arrangements for their part of London.
