Participant Biographies Participant Biographies Fernan ACOSTA VALDEMAR Executive Director Observatorio del Caribe Colombiano Colombia Fernan Acosta Valdelamar is an economist graduated from the Technological University of Bolívar, Executive Director of the Observatory of the Colombian Caribbean. He has served as a consultant in Project Management of the Land and ​ Rural Development Program of USAID, was Chief of Planning of the University of Sinú - Cartagena and Researcher of the Chamber of Commerce of Cartagena. His research focuses on issues of competitiveness and rural development. In addition, he has carried out consultancies on creative industries and cultural mapping issues for the Cartagena Emprende Cultura Program of the Cartagena Chamber of Commerce and the IDB. Mauricio ALBARRACIN Deputy Director DeJusticia Colombia Mauricio Albarracín is a Ph.D. in Law from Andes University. He received a B.A. in Law and Philosophy from the Industrial University of Santander. He holds an LL.M. from the Andes University and from the American University in International Legal Studies. He was a Fulbright Scholar and a “Otros saberes, otras justicias II” scholar of the Latin American Studies ​ ​ Association (LASA). Mauricio worked as Executive Director of the organization Colombia Diversa and has been a researcher at the Sociojuridical Research Centre (CIJUS) of the Andes University, the Colombian Jurists Commission, and Human Rights Watch. He is interested in constitutional law, public interest litigation and the relationship between law and social movements. He is a lesbian, gay, bisexual and trans and intersex rights activist in Colombia. Hernán ALBERRO Programs Director Center for the Opening and Development of Latin America (CADAL) Argentina Hernán Alberro is Programs Director of the Center for the Opening and the Development of Latin America (CADAL). He has a degree in Journalism in 2002 (Universidad del Salvador) and a Master’s in Administration and Public Policy (Universidad de San Andrés). He held seminars at the Foundation Economic Education (FEE) in New York, at the Institute for Humane Studies and National Endowment for Democracy in Washington D.C. about topics concerning to freedom and administration of think-tanks. He was coordinator of Programs of the Atlas Foundation for free society (2000-2002). He worked as an economic journalist in Global Internal Solutions (2001-2002) and Total News (1998-2000). He was Professor of Social Communication and Methodology of the Toratenu Secondary Institute (2001). He worked as director of accounts and analysis of contents in SCi, Systems of Internal Communication (199-2001). As a translator, he has published several works within the organizations in which he has served, standing out the translation of Ayn Rand’s Atlas Shrugged (Grito Sagrado, Buenos Aires: 2003). Fahad ALTURKI Vice President of Research King Abdullah Petroleum Studies and Research Center (KAPSARC) Saudi Arabia Fahad Al-Turki has been the Vice President of Research at the King Abdullah Petroleum Studies and Research Center (KAPSARC) since March 2019. His responsibilities include interacting with key domestic and international stakeholders in the private, academic and government 2 sectors. Before joining KAPSARC, Al-Turki served as the chief economist and head of research at Jadwa Investment Co. in Riyadh. He was also the chair of the Public Funds Board, a board member of the Jadwa REIT Al-Haramain Fund and Jadwa REIT Saudi Fund, in addition to being a member of Jadwa’s executive management committee. Al-Turki is an independent board member of the General Authority of Statistics board of directors since 2016 and the Islamic Corporation for the Development of the Private Sector (ICD) since 2018.He worked as the chief economist specialist at Barclays Investment Bank in Saudi Arabia between 2010 and 2012 and as an economist at the Saudi Arabian Monetary Authority (SAMA) as well as the Middle East and Central Asia Department of the International Monetary Fund. Al-Turki holds a bachelor’s degree in accounting from King Saud University in Riyadh. He earned his master’s and Ph.D. degrees in economics from the University of Oregon in the US. Liliana ALVARADO Head of the Economics and Social Development Division Ethos Public Policy Lab Liliana Alvarado Baena holds a Master´s degree in Public Policy and Administration from the London School of Economics and Political Science (LSE) thanks to the Chevening Scholarship from the British government. Prior to that, she earned her undergraduate degree in International Relations from the Mexican Autonomous Institute of Technology (ITAM). She has worked for the Ministry of Finance, where she gained extensive experience in tax policy, specializing in competitiveness of the Mexican tax system and analysis of international tax systems. She has also worked for FUNDAR- Center for Analysis and Research (a Mexico City based think tank) in the area of Public Budgets, where she focused on topics relating to budget transparency and accountability. She is the director of the Economic and Social Development Division at Ethos Public Policy Lab where she coordinates the publications on public finance, transparency, accountability and anti-corruption. She has lead a series of initiatives to support the Mexican National Anticorruption System (NAS), such as transparency in the resources allocated to fighting corruption, capacity building for local civil society organizations (CSOs), hackathons to encourage young people to participate in anti-corruption technology solutions, and innovative communication efforts to inform about the NAS. Some of her most recent publications on this topic are: ​Decoding Corruption​; ​Anticorruption Cartoon Booklet​; ​National Anticorruption 3 System and the New Responsibilities Regime for Public Servants​; ​National Anticorruption System Citizen Guide: A word to the wise is sufficient; What is stopping us? The Political Impediments to Fight Corruption, and a soon-to-be published ​Corruption in the Water Sector in Mexico, who is responsible of the crisis? ​More recently, she participated in the International Anti-Corruption Summer Academy in Austria (IACA). Felipe ALVAREZ Legislative Coordinator Centro Latinoamericano de Políticas Económicas y Sociales de la Pontificia Universidad Católica de Chile Chile Felipe Álvarez is the Legislative Coordinator at CLAPES UC. He is a Lawyer from the Pontificia Universidad Católica de Chile and holds a master’s degree in public policy from Oxford University. He has also ​ developed courses at the University of Delaware and the World Trade Organization, regarding international relations, international security and trade. Before starting his work at CLAPES UC, he was a political advisor to the Chilean Senate and previously, he worked as an advisor to the ​ minister of finance, centering his work in the negotiation of free trade agreements. He also works as a lawyer and advisor regarding the resolutions of disputes in the private sector. He taught international private law at Universidad Autónoma de Chile. Nerina ANGELES Coordinadora de proyectos Grupo de Análisis para el Desarrollo Perú Nerina Angeles has a bachelor’s degree in Public Administration from Pontificia Universidad Católica del Perú. She has pursued graduate studies at the Universidad de San Martín de Porres in Peru and is currently completing her Masters in Public Policy at the Universidad de los Andes in Colombia. Additionally, she is a member of the Projects and Professional Development Unit at GRADE. Her expertise lies in institutional strengthening, modernization of the state, improvement of public management and institutional reform. 4 Cynthia ARNSON Director, Latin American Program Woodrow Wilson International Center for Scholars United States Cynthia Arnson is director of the Latin American Program at the Woodrow Wilson International Center for Scholars. She is a ​ widely-recognized expert on Latin American politics, political economy, and international relations, including U.S. policy in the Western Hemisphere. She is quoted frequently in major U.S. and Latin American ​ media and has testified on multiple occasions before committees of the U.S. Congress. Arnson is editor most recently of In the Age of Disruption: ​ ​ ​ Latin America’s Domestic and International Challenges (Wilson Center, 2018). ​ She is a member of the editorial advisory board of Foreign Affairs ​ Latinoamérica, the Spanish-language edition of the distinguished journal ​ Foreign Affairs. She is also a member of the advisory boards of the Salvadoran Foundation for Economic and Social Development (FUSADES), and Human Rights Watch/Americas. She served as ​ associate director of the Americas division from 1990-1994, covering Colombia and Central America. Arnson served as an assistant professor of international relations at American University's School of International Service from 1989 to1991. As a foreign policy aide in the House of Representatives during the Carter and Reagan administrations, she participated in the national debates over U.S. policy and human rights in Central and South America. Arnson graduated magna cum laude from Wesleyan University in Middletown, Connecticut, and has an M.A. and Ph.D. in International Relations from The Johns Hopkins University School of Advanced International Studies. DMA. The University of Memphis. December/2011. Colombian Nationalism: Four Musical Perspectives for Violin and Piano. Dr. Kenneth Kreitner, Ph.D. This paper explores the Colombian nationalistic musical movement, which was born as a search for identity that various composers undertook in order to discover the roots of Colombian musical folklore. These roots, while distinct, have all played a significant part in the formation of the culture that gave birth to a unified national identity. It is this identity that acts as a recurring motif throughout the works of the four composers mentioned in this study, each representing a different stage of the nationalistic movement according to their respective generations, backgrounds, and ideological postures. The idea of universalism and the integration of a national identity into the sphere of the Western musical tradition is a dilemma that has caused internal struggle and strife among generations of musicians and artists in general. This paper strives to open a new path in the research of nationalistic music for violin and piano through the analyses of four works written for this type of chamber ensemble: the third movement of the Sonata Op. 7 No.1 for Violin and Piano by Guillermo Uribe Holguín; Lopeziana, piece for Violin and Piano by Adolfo Mejía; Sonata for Violin and Piano No.3 by Luís Antonio Escobar; and Dúo rapsódico con aires de currulao for Violin and Piano by Andrés Posada.

    What is life like for our elderly? An empirical study of the quality of life of older people in Colombia1 Bilver Adrián Astorquiza Bustos and Óscar Armando Chingal Abstract Life expectancy has increased considerably over the last 50 years; and population pyramids have inverted as the number of older people has grown. This study analyses the quality of life enjoyed by older people in nine of Colombia’s regions or departments, as rated in four categories: “Very good”, “Good”, “Fair” or “Poor”. It estimates an ordered multinomial logistic model using 20,720 observations taken from the 2018 National Quality of Life Survey, which altogether represent 3,914,448 individuals. The results suggest that the average probability of having a quality of life rated good is 80.2%, with variations between geographical areas and differences that are associated positively with being a woman, belonging to medium and high socioeconomic groups, not missing daily meals, having a home of one’s own home, not being affiliated to the subsidized social security regime and not feeling insecure or poor, among other factors. The conceptual framework for the study is a taxonomy of the functions of higher education designed by the author. The questions guiding the dissertation are: 1) What can we learn about the role of higher education in conflict and postconflict from the experience of countries that have suffered internal conflicts in the last century? 2) How are universities in Colombia affected by the ongoing armed conflict in the country? 3) How can Colombian higher education contribute to build sustainable peace in the country? ! ! First, based on secondary sources, the dissertation explores seven armed conflicts that took place during the twentieth century.

T. y C., Colombia 1 [email protected], 2 [email protected] 3 [email protected] Abstract—In Colombia there are currently few quotas to perform a surgical specialization, in comparison with the number of medical graduates. A descriptive study whose objective was to conduct a socio- demographic and academic-investigative characterization of students admitted to medical-surgical specializations at the University of Cartagena in 2016. Enrolled a total of 1420 doctors who competed for 55 quotas available in twelve medical-surgical specializations. Evaluated scores on the test of knowledge, resume and interview of the admitted 55 (3.8% of the total) and was also carried out a survey which included socio-demographic aspects. The maximum score of the knowledge test was 61 (of 80 possible) which represents 76.25% of the total. With regard to the rating of the resume were admitted with scores of 1.3 points, the average resumes was 4.79. The interview scores were higher with an average of 9.39 (of 10 possible). The most preferred medical specialty was internal medicine (21.8%) 12.74% compared to 9.06% in men and women respectively, followed by pediatrics (14.5%), women were inclined for Internal Medicine and Pediatrics and did not enroll in any specialty of Neurosurgery, Orthopedics and traumatology and General Surgery.
