Appendix: Goals and Targets 153 4 Italy and the Sustainable Development Goals Introduction Four years after the adoption of the 2030 Agenda by the 193 member countries of the United Nations, in- cluding Italy, there is a growing awareness worldwide of the need for an integrated approach to address complex economic, social, environmental and institutional challenges in order to shift to a sustainable de- velopment model. This awareness on the part of governments, businesses, civil society and individual cit- izens, especially young people, is emerging against an international backdrop of growing tensions and undeniable difficulties in finding multilateral solutions to global problems. In this context, it should be noted that the 2030 Agenda is central to the strategies of the new European Commission chaired by Ursula von der Leyen, which - marking a clean break from the vacillation of the Juncker Commission - has presented a five-year action plan aimed at making sustainable development the cornerstone of European and national policies. In Italy too, the issue of sustainable development has taken on a more important role in the last year, partly thanks to the actions of ASviS. An understanding of the need and potential for a shift in the socio-economic paradigm has finally gained a foothold in civil society and the business world, in national government and among regional and city authorities, as well as in schools and among the general public, also thanks to the mobilisation of students and the success of the Italian Sustainable Development Festival, which held 1,061 events. Some of the proposals put forward by the Al- liance have been endorsed by the European Commission and the new government, but only concrete actions will allow for an assessment of institutional players’ effective commitment to sustainable development. This ASviS Report for 2019, now in its fourth edition, introduces several innovations. The Report sets out the position of Italy, its regions and the European Union with regard to the 17 Sustainable Development Goals of the 2030 Agenda, analyses the regulatory output of the last twelve months, and puts forward pro- posals to improve Italy’s economic, social and environmental performance, thereby reducing the stark in- equalities that characterise our country. The 21 Targets that Italy has committed to achieving by 2020 are then analysed in depth. Once again, this year’s Report reveals Italy’s many contradictions. On the one hand, there have been alarm- ing delays and the lack of a clear implementation strategy for the 2030 Agenda. On the other, encouraging signs have emerged, such as the new government’s commitment to include the principle of sustainable de- velopment in the Constitution, to have an Urban Agenda for sustainable development, and to orient policies towards the green economy, the circular economy and combating forms of inequality, including gender- based ones. ASviS has become a reference point in the debate on sustainable development in Italy, and is unique at in- ternational level. Once again, the Alliance’s membership has grown this year (currently standing at 227, plus an additional 111 associates), and its activities have expanded. In 2019, the Festival attracted a large number of participants and was selected, from among more than 2,000 projects, as a finalist for the UN Award for sustainable development initiatives.     UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries.

E’ anche per questi motivi che la Riforma sanitaria, con lungimiranza, ha inserito le funzioni di prevenzione nel Servizio Sanitario Nazionale. L'Italia è, però, fanalino di coda in Europa per investimenti in prevenzione: 0,5% della spesa sanitaria complessiva, contro una media UE del 2,9%. Pochissime le Regioni che investono in prevenzione il 5% del Fondo sanitario, valore da tempo stabilito, la maggior parte si attesta ben al disotto; le risorse di personale dei Servizi di prevenzione delle ASL si sono via via assottigliate, in diversi casi dimezzate, per mancato reintegro del turnover per le varie figure professionali ( medici del lavoro, tecnici della prevenzione, ingegneri, chimici, assistenti sanitari ) e mancati investimenti nel sistema dei Laboratori di Sanità pubblica, nella modernizzazione delle attrezzature.

FOREWORD │ 3 Foreword The OECD-hosted High-Level Group on the Measurement of Economic Performance and Social Progress (HLEG) was created in 2013 to pursue the work of the Commission on the Measurement of Economic Performance and Social Progress convened by former French President Nicolas Sarkozy in 2008, the so-called Stiglitz-Sen-Fitoussi Commission, whose final report was published in September 2009. This book contains a collection of chapters written by members of the HLEG on topics that were the focus of the Group’s work. A companion report, Beyond GDP: Measuring What Counts for Economic and Social Performance, presents the Chairs’ overview of the issues discussed by the HLEG over the past five years and sets out a number of recommendations on what needs to be done next. Significant progress has been achieved in the agenda of “going beyond GDP” since the 2009 Stiglitz-Sen-Fitoussi Commission’s report. This is the case, in particular, of subjective well-being and of different kinds of inequality measures. In a broader context, the Paris COP21 climate agreement and the UN 2030 Agenda (with its 16 Sustainable Development Goals, SDGs) demonstrate the extent to which the 2009 report’s call to go “beyond GDP” when assessing progress has influenced the international policy agenda. At the same time, the SDG’s 169 targets and over 200 indicators illustrate the difficulties in balancing completeness and clarity. The HLEG recommends using a more limited dashboard of indicators that countries can design to suit their own priorities.

    DEMOCRATIC MARXISM DEMOCRATIC MARXISM SERIES Series Editor: Vishwas Satgar The crisis of Marxism in the late twentieth century was the crisis of orthodox and van- guardist Marxism associated mainly with hierarchical communist parties, and imposed, even as state ideology, as the ‘correct’ Marxism. The Stalinisation of the Soviet Union and its eventual collapse exposed the inherent weaknesses and authoritarian mould of vanguardist Marxism. More fundamentally, vanguardist Marxism was rendered obsolete but for its residual existence in a few parts of the world, as well as within authoritarian national liberation movements in Africa and in China. With the deepening crises of capitalism, a new democratic Marxism (or democratic his- torical materialism) is coming to the fore. Such a democratic Marxism is characterised in the following ways: • Its sources span non-vanguardist grassroots movements, unions, political fronts, mass parties, radical intellectuals, transnational activist networks and parts of the progressive academy; • It seeks to ensure that the inherent categories of Marxism are theorised within constantly changing historical conditions to find meaning; • Marxism is understood as a body of social thought that is unfinished and hence challenged by the need to explain the dynamics of a globalising capitalism and the futures of social change; • It is open to other forms of anti-capitalist thought and practice, including cur- rents within radical ecology, feminism, emancipatory utopianism and indigenous thought; • It does not seek to be a monolithic and singular school of thought but engenders contending perspectives; • Democracy, as part of the heritage of people’s struggles, is understood as the basis for articulating alternatives to capitalism and as the primary means for con- stituting a transformative subject of historical change.

Regional governance, migration, and social protection in Africa and Europe Bob Deacon, Lorenzo Fioramonti and Sonja Nita In many respects, Europe and Africa (particularly Southern Africa) rep- resent two opposing examples in the study of intra-regional migration and social cohesion. The European Union (EU) has been a global pioneer in allowing freedom of movement and portability of social rights across member states. A centerpiece of the EU integration process has been the progressive establishment of a common market, in which goods, services, capital, and people can move freely. With regard to the la er, the concept of free movement originally only targeted the economically active popu- lation (in other words, the free movement of workers) but was gradually extended by Treaty amendments to all citizens of the EU. This extension was further strengthened by the Treaty of Maastricht in 1992, which intro- duced the concept of citizenship in the European Union thereby establish- ing the fundamental and personal right to move and reside freely within the EU. In Southern Africa, by contrast, there is no regional framework gov- erning the movement of people across borders, let alone the portability of their rights. Yet, there have been a empts at bridging this gap. The South- ern African Development Community (SADC) adopted the DraĞ Protocol on the Free Movement of Persons in 1995, which was however dismissed due to concerns by South Africa, Botswana, and Namibia. In 2005, it was superseded by the DraĞ Protocol on the Facilitation of Movement of Persons, which is still the only option on the table.
