    ANNUAL REPORT 2016 Preserving the Valuable Creating the New Palace Christalnigg is a special jewel of Baroque art. For a long time, it was the meeting place and hub of public life in Klagenfurt and has been the property of BKS Bank for the past 70 years. From 2014 to 2016 it was restored with great care. The stucco ceiling covers an area of around 600 square metres. Estimates places its erection at some time from 1730 to 1740. It is said to have been created by the then very famous stucco plasterer Kilian Pittner and his son Marx Josef who also designed the stucco for the Porcia Castle and the Klagenfurt Cathedral. The restoration of the stucco ceiling was done applying very fine artwork in traditional techniques and in close cooperation with the Federal Monuments Office. Zuber Italy's involvement in Austrian political and dip¬ lomatic affairs during the interwar period generally has been studied in light of her acquiesence in the Austro-German Anschluss of March 15* 1938. Mussolini's acceptance of the union of these two German states is frequently interpreted as yet another manifestation of the growing cooperation between Fascist Italy and Nazi Germany which, beginning with their collaboration during the Spanish Civil War, eventually led to the events of Munich and the Second World War. While not without a degree of validity, this approach to Italy's involvement in the Anschluss tends to ignore the basic differences in policy and interests that existed between these two states. The resulting image, therefore, overemphasizes the closeness of the affinity between Rome and Berlin. ' This study seeks to present a balanced view of Italy's involvement in the Anschluss by tracing the rather complex course of Italian foreign policy in Austria during the period from 1928 to 1938. The examination of Austro-Italian relations is divided into three phases. The first, extending from the initial Italian contacts with various rightist groups in Austria in 1928 to the assassination of the Austrian chancellor, Engelbert Dollfuss, in July, 1931+j marked the development of an Italian "protectorate" over Austria and the expansive phase of Italy*s quest for hegemony in Central Europe.

Mark Lewis Continuity and Change in the Vienna Police Force, 1914–1945 Part I Abstract In 1914, before the First World War, the Austrian state police and military intelligence cre- ated a new type of imperial surveillance system in the Habsburg Monarchy to track spies. In 1938, after the Nazi take-over of Austria, the Gestapo took control of the state police and also reshaped the Kriminalpolizei and Sicherheitswache to suit Nazi policy. Were there elements in preventative policing under the Habsburg Empire and later political systems that made it easier for the Nazis to reshape the police? Or were the crimes committed by the Viennese police under Nazism only possible because of Nazi restructuring and ideology? Instead of a straight-line progression or a sudden Nazi radicalisation, this paper argues that four differ- ent political systems required new policies, while the force itself struggled with internal problems at certain points. However, since the police is a social and cultural institution, there were also prejudices and investigative practices that persisted across eras. Part I of this study traces transformations in the police from 1914 to 1934, while Part II, which will be published in the next issue of S.I.M.O.N, will cover Austrofascism and Nazism. During four different political systems – the Habsburg imperial system during the First World War, the First Austrian Republic, the interwar Austro-fascist state, and National Socialism – the Viennese police held a variety of attitudes toward the state, acting variously as a defender, an ambiguous rival, or, in the context of the Nazi police state, as a partly autonomous power centre.

THE END OF THE EUROPEAN GREAT POWERS AND A MAN WITH HIS VISION The history of the integration and unification of Europe was often a result of breaks and rifts closely connected with political concepts that ended up reorgan- izing the continent. An overview of these attempts is presented in an illustration,1 which shows that these plans were developed for the most part against the back- ground of far-reaching changes that were characterized by crises and splits: the end of the First World War in 1918 has been viewed as a twofold radical change which consisted of both the internal and external revolutionizing of the world of nation-states. The collapse of the Concert of European Powers (1815–1914) went hand in hand with the fall of four monarchies, the Austro-Hungarian Monarchy, the German Empire (Kaiserreich), the Ottoman Empire, and Tsarist Russia as well as their transition to both democratic-republican and authoritarian and dic- tatorial political systems.2 Austria’s foreign policy was greatly influenced by all of these crucial developments. Its foreign and domestic policy had been operating in the shadow of the question of Anschluss and the virulent scenarios of civil war since 1918–19.
