Correspondence, reports, writings, pamphlets and other material documenting his political and journalistic activities. Context Biographical Note Born in Kalecik, Ankara Province, Turkey 1936; school and study in Anatolian villages, later on in Ankara and İzmir; started his career as journalist in İzmir 1952; after working for local newspapers in İzmir and Istanbul he became chief editor of the left-wing daily Akşam 1964-1966; engaged in the left-wing movement in the Journalists’ Trade Union from 1953 and in the Workers' Party of Turkey (TİP) from 1962; elected to the TİP central committee 1964; Özgüden and his wife Inci Tuğsavul (born in Ankara 1940) founded and directed the socialist review Ant and the Ant Publishing House 1967-1971; both, arguing for freedom of opinion and press, were accused many times of having committed 'crimes of opinion' in their writings and publications; after the coup d’état of 1971 the review Ant was closed; Özgüden and his wife had to leave the country because of their leftist political conviction and activism; organized the Democratic Resistance of Turkey in Europe 1971-1973 and founded in Brussels the press agency Info-Türk, informing on the situation of human rights in Turkey 1974-2019; they also founded in Brussels an intercultural center: Sun Workshops (Ateliers du Soleil); author of many books and studies including On Fascism (1965), File on Turkey (1972), Turkey: Fascism and Resistance (1973), Black Book on the Militarist “Democracy” in Turkey (1986-2010) and Stateless Journalist (2010, 2011).     L’exil belge de Behice Boran, présidente du Parti ouvrier de Turquie (98-987) Mazyar KHOOJINIAN « En entrant dans la lutte, j’avais tout prévu : la prison, la torture, les privations… mais pas de me retrouver en exil à mon âge » . Bien plus qu’un « dur métier », comme l’exprime en son temps le poète Nâzım Hikmet , l’exil fut vécu par Behice Boran, la doyenne septuagénaire des réfugiées politiques turques dans les années quatre-vingt, comme la plus imprévisible, la plus lourde et la plus éprouvante des peines . Pourtant, en quarante ans de vie politique et militante, ses convictions marxistes inébranlables, qu’elle a défendues avec combativité et résistance face aux pressions de toute nature, lui avaient déjà valu de nombreux déboires : renvoi de sa chaire universitaire ; menaces verbales et violences physiques de ses adversaires politiques ou des forces de l’ordre ; multiples incarcérations. Cet exil, vécu en partie à Bruxelles de janvier 98 à son décès le 0 octobre 987, dont elle avait jusque-là systématiquement rejeté ne fût-ce que l’éventualité, sera aussi la dernière étape de sa lutte. Behice Boran fut également une actrice de premier plan dans le développement de l’extrême gauche en Turquie au cours de la deuxième moitié du XXe siècle 4.     the journal of interrupted studies 1 (2018) 3-25 brill.com/tjis Partners in Crime: The Anti-intellectual Complicity between the State and the Universities in Turkey Aslı Vatansever University of Padova, Department of Political Science, Law, and International Studies [email protected] Abstract The ongoing witch-hunt in Turkish universities adds a political dimension to the economic precarization of the academic labour force, and should be seen as part of a wider, distinctly neo-liberal attempt on the part of the state to eradicate rational agency. By eliminating qualified oppositional cadres en masse on false accusations, the government implements a policy of systematic deinstitutionalization in the sphere of intellectual production. The erosion of critical subjectivity via deregulation and pre- carization has certainly been under way for a while now, albeit in different degrees and with diverse intensity. Yet in Turkey, it found an exceptionally fertile breeding ground due to some historical peculiarities of Turkish society, such as the state-oriented insti- tutionalization process of academic structures and the pervasive anti-intellectualism. The current war against universities in Turkey is being fought (and apparently won) with the help of academia itself. The universal values of knowledge production are being trampled down by the very institutions that are supposed to be dedicated to the safeguarding of these values. University administrations team up with the state in suppressing opposition by exploiting the economic vulnerability of the academic labour force to silence, intimidate or directly punish critical voices within the universi- ties. The actual significance of the Academics for Peace Petition, originally intended as an attempt to bring peace back to the agenda, lies perhaps rather in the fact that it has surprisingly unveiled this unholy correlation between local circumstances and the dynamics of neo-liberalism.

    Nizam ÖNEN Mustafa Kemal University, Hatay, Turkey Atilla GÜNEY Mersin University, Mersin, Turkey Cold War and establishment of Turkish democracy Introduction nthe wake of Second World War, the increasing rivalry for hegemony Ibetween the USA and USSR had evolved towards Cold War in due time which inevitably affected the neighbor of USSR; Turkey. As of the 1920s, the tight relations once existed between Turkey and USSR had become loosened and tense gradually. One of the reasons accounting for the rising tension was related to the already-existing unrest or the unrest that was aimed to be installed towards Russia which had always advo- cated a joint-defense of the Straits and announced its resolution not to extend the Treaty of Amity which had been renewed repeatedly since 1925 in addition to claiming through non-official channels certain terri- tories of Turkey1. Furthermore, the share of Turkey’s internal dynamics and the necessities of the new level of capitalism in the tense relations with USSR should also be paid heeds. During post-war era, due to the enforcements of internal and external dynamics, Turkey had on the one hand entered into a stage of financial integration with the capitalist West and taken political side with the Western party in order to complete such financial integration while on the other hand in domestic affairs it had attempted to change one-part political system and forge a multi-party one. The transmission from one-party system to multi-party system had temporarily swept over the winds of democratization, however soon af- ter it became clear that the aim had been to realize such democratization 1 Yüksel Taþkýn has identified two key words as anxiety and pragmatism for a better understanding of Turkish Right.

Additionally, the thesis investigates the ways in which socialist men appropriated a hegemonic form of masculinity while addressing the oppression of women as part of socialism’s political agenda. I take two radical left-wing organizations in Turkey during the 1970s as my case studies: the first one is named Devrimci Yol [Revolutionary Path] whose ideology was based on Marxism-Leninism but can be also defined as ‘left populism,’ and the second one is Türkiye Komünist Partisi [The Communist Party of Turkey, TKP], a pro-Soviet Union party that espoused the Marxism- Leninism advanced by the Communist Party of the Soviet Union. The sources I used included secondary literature, 1970s political publications, and oral history interviews. This thesis argues that large-scale contemporary political violence encouraged male bonding among the male socialist activists. Moreover, it points out the implications of the populist discourse, which reinforced hegemonic notions of gender differences, on the formation of socialist masculinities in Turkey in the 1970s.

In 1946, with the Marshall Aid, sympathy for America and the anti-communism perception were created in Turkey. Within the ideological atmosphere of the Korean War, the China and communism perception began to negatively emerge in the Turkish public opinion. In order to convince the Turkish public opinion with regard to the Korean War, the perception that communism is anti-Turk and anti-Islam, invasive and enemy was imposed by NATO. Turkic, Islamic anti-communist movements were supported by NATO and the Uyghur problem was created in this period to create a China perception. The article explored how the China and communism perception was created through the media and ideological atmosphere in Turkey during the process of Turkey’s becoming a member of NATO and the Korean War. In the research, newspapers, publications, and articles covering the Korean War from the period starting with Marshall Plan in 1946 were examined. Insights of the Turkish Association of Peace-Lovers on the Cold War Pınar Kahya Abstract 1950s are an important historical point for Turkish foreign policy literature and researches on Turkish political thought. There is a general opinion in academia and Turkish Foreign Affairs that the main drive for Turkey’s participation in the capitalist bloc led by the US after the war was due to its reflex for protecting national interests against “Soviet expansionism”. This is deep-seated in the minds of scholars and is a mainstream approach in the literature. Such interpretation implies an approach that reduces the Cold War to a mere competition between two superpowers. There is a growing number of studies which are critical to this mainstream reading of the Cold War. This study examines contributions of the Turkish Association of Peace-Lovers to the efforts towards explaining the political atmosphere in 1950s that succeeded in devising an alternative reading of relations of Turkey with the world.
