Prof. Dr. Kürad Erturul July 2005, 155 pages This thesis examines the Kurdish political mobilization in the 1960s through focusing on the case of the Eastern Meetings. These meetings were organized by the Easterners group of the Turkish Workers Party in the various provinces in the autumn 1967 in the East and Southeast Anatolia with the aim of voicing the demands, claims and the grievances of these regions and the Kurdish population. Using the theoretical framework and the analytical tools presented by the social movements and collective action theory, this thesis examines the identity formation and mobilization processes of the Eastern Meetings and situates them within the socio-political context of the 1960s. Through this analysis, the thesis aims to draw a dynamic and relational picture of a particular moment in the history of Kurdish political activism. Introduction Popular constitution making, a process that allows for public participation as opposed to a handful of elites writing a fundamental social contract behind closed doors and imposing it on the rest of society, is tricky. It sounds like a noble idea in theory, but it is difficult to execute effectively, efficiently, and, most importantly, democratically. Even trickier are the roles of publicity and media in popular constitution making. What are the consequences of reporting during the drafting of a new constitution? In what ways could the media lend legitimacy to the process by informing the public and incorporating public opinion into the drafting of a constitution? Coupled with the rise of new media technologies, an ideal of participatory constitution making (and an active role for the media) may seem desirable, not to mention attainable, but there are myriad ways to participate, and basing a constitution on popular opinion could easily devolve into a majority of 50 percent plus one that imposes its will on the rest. The bare minimum, ideally, is to expect journalists to report on facts without bowing to political or economic pressures, but even that is easier said than done. For which audiences are these journalistic facts intended? For those leaders drafting the new constitution or the public at large? These are not easy questions to answer empirically, not only because media and communications are often neglected in studies of constitution making, but also because the relationship between the two is hard to ascertain precisely.

Research Assistant ABOUT THE STANFORD LAW SCHOOL POLICY LAB Engagement in public policy is a core mission of teaching and research at Stanford Law School (SLS). The Law and Policy Lab (The Policy Lab) offers students an immersive experience in finding solutions to some of the world’s most pressing issues. Under the guidance of seasoned faculty advisers, Policy Lab students counsel real-world clients in an array of areas, including education, global governance, transnational law enforcement, intellectual property, policing and technology, and energy policy. Policy labs address policy problems for real clients, using analytic approaches that supplement traditional legal analysis. The clients may be local, state, federal and international public agencies or officials, or private non-profit entities such as NGOs and foundations. Typically, policy labs assist clients in deciding whether and how qualitative and/or quantitative empirical evidence can be brought to bear to better understand the nature or magnitude of their particular policy problem and identify and assess policy options. The methods may include comparative case studies, population surveys, stakeholder interviews, experimental methods, program evaluation or big data science, and a mix of qualitative and quantitative analysis.

The first incident involved recruiting more than one hundred Jewish scientists and skilled technical personnel from German-controlled Europe for the purpose of reforming outdated academia in Turkey.
