195 PUBLIC QUESTION TIME

Mr Howson asked whether there was any update regarding the ownership of Rices Hill. He had read the recent report in East Grinstead Courier and was aware that comments had been made regarding ownership. The Town Clerk said that a full report would be brought to the Public Services Committee on 8th November, when it was intended to recommend that an application be made under the Wildlife and Countryside Act 1981 for a Definitive Map Modification Order.

Mr Brown commented that he too was interested in the Rices Hill issue and that he was also interested to establish what the position of North Area Plans Committee is likely to be at their meeting on 25th October in relation to the Queens Hall application. In this regard it was noted that the Town Council had already expressed major concerns about the poor design.

Mr Howson also drew attention to concerns about the loose stone surfacing adjacent to Herontye Drive where the Forest Way crosses. The Chairman said that there is also some damage to the entrance gateway to the Forest Way that requires attention. The Town Clerk said he would report this to West County Council.

RESOLVED: That the Minutes of the meeting held on 8th October 2007, having been previously circulated, be confirmed and signed by the Chairman.

198 DECLARATIONS OF PERSONAL & PREJUDICIAL INTEREST FROM MEMBERS

• Councillor Reed disclosed a personal interest in every planning application on the agenda in his capacity as an elected member of ’ Council s North Area Plans Committee and in such circumstances any views expressed on applications at this meeting will not be conclusive and would be formally reconsidered when in receipt of all the information at the District ’ Council s North Area Plans Committee.

• All Members disclosed a personal interest in respect of planning application GR/07/02889/FUL for a barn conversion at Gotwick Farm as the applicant is a former Town Councillor. Accordingly Members agreed to merely note this application. 118 199 PLANNING APPLICATIONS

RESOLVED: That the Mid Sussex District Council be informed that the observations of the Town Council on the applications set out in the appendix to these Minutes are as indicated in column 4 thereof.

– 200 LOCAL DEVELOPMENT FRAMEWORK CORE STRATEGY

The Chairman of Committee asked Members to note that Mid Sussex District Council had rejected the proposed core strategy at a meeting on 17th October 2007. He told Members that a Working Party had now been established to review this and report back to a future meeting of the Council. He said that the rejection was to be welcomed and he congratulated all those who had voted against the report, or abstained. In his view the core strategy, as proposed within the report to Council, was a deeply flawed document that was contrary to the interests of both East Grinstead and the wider Mid Sussex community. It was noted that when further information regarding the core strategy was known there would be a further report to Committee.

201 CUMBERWORTH, CRANSTON ROAD

The Chairman advised that work on the housing development at Cumberworth, and adjacent land, had now commenced. He showed a photograph that indicated clearly that the promised screening at the rear of the site was inadequate. There was clear visibility through the screening that did not, in his view, conform to the requirements of the planning consent. It was requested that Mid Sussex District Council Members keep a watching brief on this site.
