November retained its name (from the Latin novem meaning “nine”) when January and February were added to the Roman calendar. November is a month of spring in the Southern Hemisphere and autumn in the Northern Hemisphere. Therefore November in the Southern Hemisphere is the seasonal equivalent of May in the Northern Hemisphere and vice versa. November starts on the same day of the week as February in common years, and March every year. November ends on the same day of the week as August every year. November's birthstone is the topaz. The Bishop of Lincoln has invited me, along with two other clergy in the Diocese to become an honorary Canon of Lincoln Cathedral. The ceremony of Installation (being out into a stall, a Canon's stall, in the cathedral) happens during Evensong on St Hugh's Day, 17th November. When our cathedrals were founded, during the Middle Ages, they were either monastic churches, abbeys, governed by an Abbot and a community of monks, or secular Cathedrals, like Lincoln governed by a Dean and Chapter. The members of the Chapter were priests who agreed to live by a common rule of life, a canon. A canon (small c) is a rule or law. The rule of law of the Church of England is known as canon law. In the Middle Ages, Cathedral Canons tended to be rich and powerful, and there were a lot of them (51, I think). They received an income from the parish connected with their stall (or Prebend), even if they didn't live or work there. This was a system ripe for reform at the Reformation, and so since that time the there have been two sorts of Canon. Cathedrals are nowadays administered by a Dean and Chapter about four in number, called residentiary canons, as they usually live close to the Cathedral, and are deeply involved in its life and work. At Lincoln, the Dean chairs the Chapter and bears overall responsibility for the Cathedral, rather like I do for our parish churches. His colleagues are the Sub-Dean, who has responsibility for the maintenance of the building and the pastoral care of the cathedral congregation and community, the Precentor who has responsibility for worship and events, and the Chancellor, who is responsible for the Cathedral's educational work and is also Head of the Lincoln School of Theology, involved in the training of new clergy and other ministers. But the remaining 47 prebends aren't going spare. The Chapter nowadays includes lay people with certain specialised skills or interests. So Mr Martin Pickering will be made a Lay Canon and join the Chapter. I am already on the Chapter, representing the clergy of the diocese. Then from time to time the Bishop appoints honorary canons, perhaps because they undertake some special work in the diocese (the Diocesan Director of Ordinands, the Revd Jeff Heskins is to be made a canon on November 17th too), or as a recognition of services rendered over a period of years (I suspect I'm one of the longest serving clergy in the diocese), or maybe over and above the normal call of duty (The Revd Nick Buck, Chair of the DAC, a particularly onerous task, is also to be made a canon on that day). All are welcome at Evensong (please be seated for 5:15 p.m.), which will be followed by an informal gathering at Hackthorn Village Hall from 7:00 p.m.; the bar will be open, and there will be light refreshments. It is an honour for all our parishes, and I will be delighted to share the occasion with all. God bless us all.     SIGNPOST The Owmby Group of Parishes Magazine Volume 26 April 2017 Issue 1 http://owmbygroup.co.uk/signpost 2 Signpost FROM THE MINISTRY TEAM It is with a mixture of joy and trepidation that I am writing to you just before the service which inducts & installs me as the parish priest or Rector of the Owmby Group of Parishes. That sounds like some sort of electrical connection that needs attention! To be a parish priest was not something that I had envisaged would happen and would laugh if it was suggested. But then one thing I have learnt over the last 10 years or so is not to tell God of your plans because he too will laugh. And so it is a privilege to be given the opportunity to serve you in this role and to continue in the steps and to develop the work of those who have held this position in times past. The last 18 months have been busy in many different ways and I am grateful for your support during this time. It is my fervent prayer that we continue to work closely together in the future. The Ministry Team will continue to work together and the Pastoral Team will be of great support to all of us in their ministry of care for those who are ill, bereaved and assisting in baptism preparation. The part time post means a commitment of Sunday plus 2 - 2½ days a week. There has to be a certain amount of flexibility here as I will continue to teach one day a month and to run other courses relating to my textile work.

Eight of these cases are likely to go to Crown Court, and the other eleven are coronial. 1 1.2.2 The national Drink/Drug Drive Summer campaign was launched on 4th June and will conclude on 15 July, with the following arrests so far: 77 x driving over the prescribed limit 2 x drunk in charge 1 x fail to provide 22 x unfit through drink / drugs or suspected over the prescribed limit for drugs 1.3 Safer Roads Team 1.3.1 The Safer Roads Team has been providing support and education in relation to the “fatal four”: speeding, use of mobile phones whilst driving, drink or drug driving and not wearing seatbelts.

No Summary: This report considers requests for the reduction of the proposed 50mph speed limit through Grasby to be reduced to 40mph for the length of road shown at Appendix B. Recommendation(s): That the Committee approves the reduction in the proposed 50mph speed limit through Grasby crossroads shown at Appendix B and that the necessary consultation process to bring this into effect may be pursued. 1. Background 1.1 In November 2016, the Secretary of State for Transport announced a new Safer Roads Fund of £175m which covers the four financial years 2017/18 - 2020/21. 1.2 The Fund is specifically targeted at delivering road upgrades and improvements to reduce the number and severity of fatal and serious injury collisions on the 50 highest risk road sections, based on the Road Safety Foundation’s analysis published in 2016. 1.3 Lincolnshire County Council were invited to submit bids at 4 locations : 1. A1084 between Brigg and Caistor (in partnership with North Lincolnshire) 2. A18 between the A16 and the County Boundary (in partnership with NE Lincs) 3. A631 between Louth and Middle Rasen 4. A631 between Bishop Bridge and Middle Rasen The bids were submitted by the Lincolnshire Road Safety Partnership on 29 September 2017 and we have been successful in all four bids. 1.4 In summary, the works proposed relate to general road safety measures such as improvements to the road surface grip, signing and markings, lower speed limits, as well as some more specific junction improvements at a couple of locations.
