Department of Public Administration, Faculty of Management Sciences Ebonyi State University, Abakaliki Email: [email protected] Abstract This study “changes and continuity in age grade practices in Nigeria: A study of the Igbo traditional society and administrative practices was an attempt to find out how social dynamics in age grade system as a result of modernization has resulted in an improved societal transformation especially in Igbo land. This is because, the Igbo accord great recognition and respect to the age grade practices as a vibrant part of the mainstream of the traditional and modern political and administrative institutions. This paper therefore, took an impact assessment of the activities of the age grade in Igbo land and how far it has changed and continued till date. In doing this, the study employed both historical and descriptive analytic methods, wherein data collected through secondary sources were descriptively analyzed. Modernization theory was adopted as the theoretical framework. The study discovered that age grades in Igbo land before now, operated under unwritten constitution, that changes and continuity in the activities of age grades have resulted in positive transformation and civilization in Igbo society and that many age grades still operate primitively without access to appropriate technologies. the study recommended among others, that government should as a matter of necessity ensure that the modus operandi of all age grades or clubs, are constitutionally defined to avoid some primitive, barbaric and harmful practices. -

Humanities & Social Sciences 3 (2015 8) 366-376 ~ ~ ~ УДК 314.114 Transcending the Eurocentric Development Paradigms in Nigeria: The Traditional Age Grades in Discourse Ernest Osas Ugiagbe* and Ijeoma Ugiagbe University of Benin Benin-City, Nigeria Received 24.12.2014, received in revised form 10.02.2015, accepted 22.02.2015 The quest for sustainable grassroots’ development by Nigerian government calls for the need to look inwards and re-examine and evaluates our indigenous cultural practices in an attempts to attain the desired development goal. This paper evaluates the indigenous age grade systems in Nigerian societies, and how the traits of the age grades can be harnessed for the attainment of the much desired sustainable development in Nigeria. It argues that the cultural bond and unity of purpose between the members of the age grades a priori make them a veritable tool for transformation of the rural areas. This is because the age grades know their communities more than out-siders and the so-called developers, hence what needs to be done is to empower the various age grades and give them the necessary tools and technical know-how. The development of the rural areas will gradually but surely become a reality in the near future. Keywords: Grassroots development, cultural heritage, age grade, community, empowerment. List of Community Banks Converted to Microfinance Banks As at 31St
CENTRAL BANK OF NIGERIA IMPORTANT NOTICE LIST OF COMMUNITY BANKS THAT HAVE SUCESSFULLY CONVERTED TO MICROFINANCE BANKS AS AT DECEMBER 31, 2007 Following the expiration of December 31, 2007 deadline for all existing community banks to re-capitalize to a minimum of N20 million shareholders’ fund, unimpaired by losses, and consequently convert to microfinance banks (MFB), it is imperative to publish the outcome of the conversion exercise for the guidance of the general public. Accordingly, the attached list represents 607 erstwhile community banks that have successfully converted to microfinance banks with either final licence or provisional approval. This list does not, however, include new investors that have been granted Final Licences or Approvals-In- Principle to operate as microfinance banks since the launch of Microfinance Policy on December 15, 2005. The Central Bank of Nigeria (CBN) hereby states categorically that only the community banks on this list that have successfully converted to microfinance banks shall continue to be supervised by the CBN. Members of the public are hereby advised not to transact business with any community bank which is not on the list of these successfully converted microfinance banks. Any member of the public, who transacts business with any community bank that failed to convert to MFB does so at his/her own risk. Members of the public are also to note that the operating licences of community banks that failed to re-capitalize and consequently do not appear on this list, have automatically been revoked pursuant to Section 12 of BOFIA, 1991 (as amended). For the avoidance of the doubt, new applications either as a Unit or State Microfinance Banks from potential investors or promoters shall continue to be received and processed for licensing by the Central Bank of Nigeria. -

Onah Department of History and International Studies University of Nigeria, Nsukka Abstract The common saying in Igboland is that every other culture group in Nigeria eats kola nuts, but it is only in Igboland that kola nut oji is not only eaten, but also celebrated. This position is true of the Igbo who do not cultivate kola nuts in abundance as a commercial venture like the Yoruba, but have deep reverence for the fruits because of its significance in the Igbo worldview. The Igbo do not eat this fruit like other groups in Nigeria, who essentially eat it for its sedative qualities as well as a hunger therapy, or who use it because of its role as stimulant and aspirin, nicotine and caffeine put together. The social significance of this fruit has lifted it from a mere unprofitable luxury to a vital necessity in the social and cultural settings of the Igbo, particularly the Ezinihitte Mbaise group in Imo State. Here kola nut cultural festival is celebrated annually and on rotation amongst the sixteen communities that make up the local government council area. The Oji Ezinihitte Mbaise cultural festival is not only an occasion for the communities to examine their progress and challenges, but also one for attracting visitors, friends and well-wishers from far and near to be part of a cultural fiesta that entertains guests to their souls. It is also used as a medium to attract government in their developmental projects as well as brain storm on other possibilities. -

Akachi Odoemene University of Ibadan 07-11/12/2008 Yaoundé, Cameroun Abstract The month of August of every year witnesses an ‘in-migration’ marked by massive home- coming from different Nigerian towns and cities of ‘Igbo women’ groups to their marital rural hometowns, where they unite with their colleagues in the rural settings for what could best be termed a ‘congress’. The meetings take place in all parts of Igboland and in the same month. “August Meeting” is often geared towards community development, but has of recent been involved in conflict management and peace-building in rural societies – all hitherto public sphere domains exclusive to the men-folk, particularly among the Igbo. The “August Meeting” among Igbo women has a critical mandate in the political affairs of respective Igbo communities, and represents the socio-cultural, political and economic development initiative of women within the public sphere. But, how truly participatory has the “August Meeting” been? And, to what extent has it been empowering to the womenfolk? This study articulates the idea of the public sphere within the Igbo/Nigerian context and develops a comprehensive analysis and view of the agency of women’s participation therein, by focusing on their grassroots initiatives and the crucial roles they play in societal development. It further re- constructs the history of “August Meeting” among the Igbo, with a view to throwing light on its structure, functions and modus operandi and examines the nexus between the public sphere and the agency of women with particular reference to this August women’s meeting.
