ABSTRACT: This study examines the Northwest Russian forest industry, tradition- ally the region’s most important industry, its competitiveness and future prospects. The transition to the market economy and privatization have left their mark on the industry. Demand and markets have changed, requiring new strategies, operation models and industrial policy. The book analyzes competitiveness employing the so- called cluster analysis approach. The competitiveness of the Northwest Russian for- est industry is currently based on production factors, whose conditions have, how- ever, deteriorated during the reform process. Machinery and equipment are outdated, productivity is low and production consists mainly of products with low value added. In principle, the Northwest Russian forest cluster has all the necessary elements that, if developed and improved, could make the cluster competitive. Such developments and improvements require substantial investments and cooperation amongst compa- nies. The book also introduces the most important forest industry companies of Northwest Russia. For many companies export revenues are the main source of in- come. Investments in production and infrastructure are needed to keep exports at their present level and to increase them. Foreign investors can play a very important role in the development of the Northwest Russian forest industry, if the risks associ- ated with, and barriers to, investment are reduced. TIIVISTELMÄ: Tutkimus käsittelee Luoteis-Venäjälle perinteisesti tärkeää metsäte- ollisuutta, sen kilpailukykyä ja tulevaisuudennäkymiä. Venäjän siirtyminen markkinata- louteen ja yksityistäminen ovat jättäneet jälkensä metsäteollisuuteen. Kysyntä ja markki- nat ovat muuttuneet; nyt tarvitaan uusia strategioita, toimintamalleja ja elinkeinopoli- tiikkaa. Tutkimuksessa analysoidaan kilpailukykyä ns. klusterianalyysin avulla. Tällä het- kellä kilpailukyky perustuu tuotannontekijöihin, joiden tila on uudistusten myötä kui- tenkin heikentynyt. Koneet ja laitteet ovat vanhentuneita, tuottavuus alhainen ja tuotan- to keskittyy jalostamattomiin tuotteisiin. Periaatteessa Luoteis-Venäjän metsäklusterilla on kaikki peruselementit, joita kehittämällä siitä voisi tulla kilpailukykyinen. Uudistumi- nen vaatii mittavia investointeja ja yhteistyötä yritysten kesken. Tutkimuksessa esitellään Luoteis-Venäjän tärkeimmät metsäteollisuusyritykset. Monille yrityksille vienti on pää- asiallinen tulonlähde. Myös sen pitäminen nykyisellä tasolla ja kasvattaminen edellyttä- vät investointeja tuotantoon ja infrastruktuuriin. Ulkomaisten investoijien merkitys met- säteollisuuden uudistamisessa voi olla suuri, jos investoinnin esteitä ja riskejä saadaan pienennettyä. We call our forests green gold and renew them continuously. For this reason, it is easy for us to see what a huge potential our neighboring country Rus- sia has in its forests, which are the largest unexploited forest resources in the world. Forests can bring continuous wealth to Russia unlike its ex- haustible natural resources, and the wealth can be evenly distributed throughout the country. This book studies forestry and the forest industry in Northwest Rus- sia. The forest industry has long traditions in the region. In the 18th and 19th centuries, it was the leading industry in Northwest Russia. Wood products were sent to Europe via the Archangel and later the St. Peters- burg seaports. Production volumes continued to grow during the Soviet period due to state investments, although the country’s competitiveness deteriorated on the world market. Today, exports consist of products with low value added and they are based mainly on raw materials, trans- portation, energy and cheap labor. The Russian forest industry will face a period of widespread develop- ment. Increasing international competitiveness requires investments in production technology, improvements to quality, and a shift towards higher value-added production. Productivity levels must also be raised to offset rising production costs. Investments have to be made despite the crying need for funds. Northwest Russia is the region best suited for the first development wave of Russia’s forest industry. It has the country’s best infrastructure, industrial traditions, export market expertise, an abundant labor force and ample opportunities for vocational training. And, above all, North- west Russia is in close proximity to European markets and Russia’s larg- est population centers. The Finnish forest industry operates internationally. Our companies have cautiously started to invest in Russia, too. The risks associated with making big investments are still too high, however. Investment will nev- ertheless increase, especially if investment barriers are reduced as our Russian researchers suggest in this book. In order to achieve the purpose in view, data were collected on the arrangement of non-authorized landfills and waste dumps within the Leningrad region. The preliminary visual evaluation and instrumental monitoring were carried out for 10 facilities. The evaluation of greenhouse- and other gas emissions into the atmosphere as well as of ground water pollution near places of waste disposal was performed. A databank was created for waste disposal sites where it could be possible to organize the work on removing and utilizing of greenhouse gas. The conducted examination stated that landfills exert negative influence on the environment in the form of emissions into the atmosphere and impurities penetrating underground and surface water. A volume of greenhouse gas emissions calculated in units of СО2 – equivalent from different projects fluctuates from 63.8 to 8091.4 t in units of СО2 – equivalent. Maximum summarized emissions of greenhouse gases in units of СО2 – equivalent were stated for MSW landfills of the towns of Kirishi, Novaya Ladoga and Slantsy, as well as for MSW landfills near Lepsari residential settlement and the town of Vyborg. The Orthodox island monastery of Valaam in Russian Karelia is today a popular destination for Finnish tourists visiting Russia’s western borderlands. Many of these tourists are descendants of the Karelians who had evacuated the area fol- lowing World War II. The monastery’s institutionally sanctioned genealogies construct it as the civilizing force, which had brought Christian enlightenment to the local heathen population. This discursive template is played out in the way the place is presented to visitors, with each highlight telling a carefully con- structed story that promotes the monastery’s significance for the Russian reli- gious and national identity. Yet, drawing on lived experience, as well as on popular culture, family lore and meanings from collective memory, the Finnish visitors break the monolithic official discourse and produce a complex “third- space” in their own measure. Soviet studies now command a very great interest and are being undertaken at some twenty universities and research institutes mainly in the United States, the United Kingdoin and the German Federal Republic. However, it would seem that the study of the development of the forestry sector has riot received the detailed attention given to other fields. In any case, there have not been any analytical studies published to date elucidating fully the connection between forestry and the forest industries and the integration of both in the economy as a whole. Studies of specific sections have appeared from time to time, but I have no knowledge of any previous study which gives a complete picture of the Soviet forest economy and which could faci- litate the marketing policies of the western world, being undertaken at any university or college.

According to the agreement universal port should be created by 2022, with an annual turnover of about 70 million tons. It will cover an area of 760 ha on the northern coast of the Gulf of Finland. The project includes the construction of a giant port entity for handling coal, mineral fertilizers and other cargo. This project will cause real environmental threat to the Baltic Sea region and pose a danger to human health as the considerable amount of harmful substances like coal and mineral dust will be emitted into atmosphere and water. A vast territory of the coast that was used as a tourist and recreational area will become industrial zone. The construction of the Universal deepwater port Primorsk is planned on the north-east coast of the Gulf of Finland, 40 km from administrative boundary of Saint-Petersburg, 40 km from Vyborg, 55 km from the border with Finland, 4 km from The ‘Berezovye islands’ State Nature Reserve.

PUTIN, DEAR MR. SERDJUKOV, We, representatives of non-governmental international organization (NGO) “Coalition Clean Baltic” (CCB), appeal to the Prime Minister of the Russian Federation and the Governor of Leningrad Oblast to support the proposals of Russians NGOs and initiative group of Primorsk city to relocate the shipyard from the woodland park in Primorsk, which is part of a green area with significant nature conservation and recreational values, to the industrial area of the Primorsk. Russia is planning for a big shipyard, a large industrial project, close to Primorsk city by the Gulf of Finland. The planned shipyard, in size 200 ha, would have a strong impact on many important natural and recreational values in this part of Karelian Isthmus. Only 2 km from this coastal area is the RAMSAR site "Birch islands" (decision of the Government №1050 from 13.09.1994), an important resting and feeding area for migrating bird species, e g whooper swan.
