Author in front of bulb turbine (Jirau Dam) vi ORDEM E PROGRESSO: THE PROGRAMA DE ACELERAÇÃO DO CRESCIMENTO, DEVELOPMENTALISM AND DEMOCRACY IN BRAZIL by GRANT BURRIER B.A. Political Science and Spanish, University of the South (Sewanee), 2005 Ph.D. Political Science, University of New Mexico, 2014 ABSTRACT The dissertation analyzes the developmental state and public policy in Brazil, exploring the extent to which the policymaking process is rationalized or politicized. Specifically, I look at these issues in the multi-year infrastructure project, the Programa de Aceleração do Crescimento (PAC). Brazil has a long history of clientelism and pork barrel spending. At the same time, the rise of developmentalist leaders has undermined these historical legacies and encouraged the implementation of more rationalized economic policies. In order to function properly, a developmental state requires rationalization and most scholars have assumed that authoritarian, one party states would provide the necessary insulation. The democratic nature of contemporary Brazil means leaders and policymakers face greater scrutiny and embed themselves in civil society in a way that undermines traditional understandings of the developmental state. I provide a history of developmentalism in Brazil, identifying crucial actors and critical junctures that have vii enabled or constrained developmental policy. I explore how infrastructure projects are allocated in a way that responds to economic imperatives. At the same time, politics matter. Introduction: In 2014, Brazil will host the largest international sporting event in the world for the second time, the FIFA World Cup and this time the tournament will be different. Back in 1950, Brazil hosted the Cup and matches were confined to six cities: Rio de Janeiro, São Paulo, Belo Horizonte, Curitiba, Porto Alegre, and Recife. Of the former host cities, only Recife is located outside the more industrialized south and southeast regions of Brazil. Recent World Cups in other countries have been hosted in eight or ten cities, yet for this World Cup, Brazil was allowed to spread the tournament across twelve cities. In addition to the six previous host cities, the 2014 Cup will be featured in Manuas, Fortaleza, Natal, Cuiabá, Salvador, and Brasília. In Brazil, early childhood public policies gained relevance in the last years through federal, state, and municipal programs. The First International Seminar was convened by the Hemispheric Network of Legislators and Former Legislators for Early Childhood and the Parliamentary Front for Early Childhood of the National Congress of Brazil, in which deputies from nine political parties participate. It counted on the highest level of political support, represented by five federal ministers, congressional deputies, world level experts and legislators from: Argentina, Brazil, Canada, China, Colombia, Ecuador, El Salvador, United States, Guatemala, Holland, Mexico, Panama, and Peru, who along with 500 governmental authorities, civil society and corporations of Brazil, developed an agenda, consistent with the objectives and expected results for the event. The ministers and the technical, private, and academic authorities of Brazil agreed on counting with legislation that guarantees progress after evaluating best practices in early childhood public policies in various sectors and different levels within the government.

    Land Inequality and Rural Unrest: Theory and Evidence from Brazil Michael Albertus∗ Thomas Brambor† Ricardo Ceneviva‡ Abstract What is the relationship between landholding inequality and rural unrest? And why does land reform that ostensibly addresses rural grievances sometimes exacerbate unrest? We advance the understanding of these longstanding questions by shifting the emphasis from how landholding inequality fuels rural grievances to how it captures the collective action capacity of landowners. Using municipal-level data from Brazil’s large land reform program from 1988 – 2013, we demonstrate that the relationship between landholding inequality and unrest is conditional. Isolated threats to landed elites in the form of land invasions are difficult to repel, generating a positive relationship between landholding inequality and one- off land invasions. By contrast, sustained, broader local threats triggered by nearby land reforms catalyze landowner organization to repel land invasions, leading to the reverse rela- tionship. The findings provide a novel answer for why a straightforward link between land inequality and rural unrest is elusive, and may generalize to a broad range of similar cases. Odacir Soares Rodrigues nasceu em Rio Branco, no Acre, em 31 de outubro de 1938. Foi advogado, jornalista e político, tendo sido Senador por Rondônia. Assumiu o cargo de Senador da República pela terceira vez em 2014, após o pedido de licença do Senador Ivo Cassol, tendo sido eleito 2 vezes, consecutivamente, em 1982 e 1990, cumprindo 16 anos de mandato no Senado Federal. Filho de Eulálio Soares Rodrigues e Diva Machado Rodrigues, foi repórter das Revistas Manchete e Fatos e Fotos, do Grupo Editorial Bloch (1962-1965).
