Directory of the Fourth National Assembly of Cambodia (2008-2013) Foreword The publishing of the Directory of the Fourth National Assembly of Cambodia is part of COMFREL’s National Assembly and Member of Parliament watch program and is a contin- uation and updating of the Directory of the Third National Assembly of the Kingdom of Cambodia published in 2006. COMFREL would like to thank PACT-CAMBODIA for their technical assistance in the publishing of the Directory of the Third National Assembly. This Directory of the Fourth National Assembly of Cambodia is prepared for communities, organ- izations, institutions, and especially for the people, as a tool and source of information to bet- ter understand the processes, structure, responsibilities, rights and powers of the National Assembly and Members of Parliament in Cambodia. The directory also provides information on each Member of Parliament’s: background, con- tact details, educational level, and other relevant specialist skills along with their work expe- rience and specific interests. This is intended to help improve voter’s understanding of the relationship between Members of Parliament, the people, communities, institutions and other organizations. Members of Parliament and the National Assembly play a central role in strengthening democracy, good governance, and development in response to the problems and needs of the Cambodian people. Elected by the people, Members of Parliament must serve to bene- fit the people and citizens have the right to pressure members of parliament to fulfill their promises and solve new issues as they arise. In order to have an effective relationship between the electorate and Members of Parliament, people need access to Members of Parliament’s details and information concerning the processes of the National Assembly. The Committee for Free and Fair Elections in Cambodia (COMFREL) highly value the coop- eration of individual Members of Parliament, the National Election Committee (NEC) and other relevant institutions for providing the information which made this book possible. Thank you KOUL Panha Executive Director COMFREL 1 Directory of the Fourth National Assembly of Cambodia (2008-2013) Note to the publication In compiling the directory of Members of Parliament and the National Assembly details were collected from the National Election Committee (NEC), the Secretariat of the National Assembly, website, and individual Members of Parliament. Various sources were used to ensure that all the information in the Directory is accurate and most of the information related to Members of Parliament was provided by MPs themselves. However, we have encountered difficulties in contacting some Members of Parliament through the Secretariat of the National Assembly. In cases where Members of Parliament could not be reached the information related to those Members of Parliament was taken from other formal sources. Although COMFREL would like to show all the information provided by Members of Parliament space in this publication is limited. Any mistakes are unintentionally. Accordingly, please contact us to report any errors or updated information. Information that was unobtainable is marked ‘N/A’ in the directory. Positions in the National Assembly refers to the Members position on expert committees or commissions of the National Assembly (Chairman/Chairwoman, Vice-Chairman/Chairwoman, Secretary and members). After the 1993 election, the Constituent Assembly met and adopted a new constitution for Cambodia. After enactment of the 1993 Constitution, the Constituent Assembly was renamed the National Assembly.
