Directory of the Fourth National Assembly of Cambodia (2008-2013) Foreword The publishing of the Directory of the Fourth National Assembly of Cambodia is part of COMFREL’s National Assembly and Member of Parliament watch program and is a contin- uation and updating of the Directory of the Third National Assembly of the Kingdom of Cambodia published in 2006. COMFREL would like to thank PACT-CAMBODIA for their technical assistance in the publishing of the Directory of the Third National Assembly. This Directory of the Fourth National Assembly of Cambodia is prepared for communities, organ- izations, institutions, and especially for the people, as a tool and source of information to bet- ter understand the processes, structure, responsibilities, rights and powers of the National Assembly and Members of Parliament in Cambodia. The directory also provides information on each Member of Parliament’s: background, con- tact details, educational level, and other relevant specialist skills along with their work expe- rience and specific interests. This is intended to help improve voter’s understanding of the relationship between Members of Parliament, the people, communities, institutions and other organizations. Members of Parliament and the National Assembly play a central role in strengthening democracy, good governance, and development in response to the problems and needs of the Cambodian people. Elected by the people, Members of Parliament must serve to bene- fit the people and citizens have the right to pressure members of parliament to fulfill their promises and solve new issues as they arise. In order to have an effective relationship between the electorate and Members of Parliament, people need access to Members of Parliament’s details and information concerning the processes of the National Assembly. The Committee for Free and Fair Elections in Cambodia (COMFREL) highly value the coop- eration of individual Members of Parliament, the National Election Committee (NEC) and other relevant institutions for providing the information which made this book possible. Thank you KOUL Panha Executive Director COMFREL 1 Directory of the Fourth National Assembly of Cambodia (2008-2013) Note to the publication In compiling the directory of Members of Parliament and the National Assembly details were collected from the National Election Committee (NEC), the Secretariat of the National Assembly, website, and individual Members of Parliament. Various sources were used to ensure that all the information in the Directory is accurate and most of the information related to Members of Parliament was provided by MPs themselves. However, we have encountered difficulties in contacting some Members of Parliament through the Secretariat of the National Assembly. In cases where Members of Parliament could not be reached the information related to those Members of Parliament was taken from other formal sources. Although COMFREL would like to show all the information provided by Members of Parliament space in this publication is limited. Any mistakes are unintentionally. Accordingly, please contact us to report any errors or updated information. Information that was unobtainable is marked ‘N/A’ in the directory. After the 1993 election, the Constituent Assembly met and adopted a new constitution for Cambodia. After enactment of the 1993 Constitution, the Constituent Assembly was renamed the National Assembly. The Powers and the Roles of the National Assembly and Members of Parliament Members of Parliament shall be elected by a free, universal, equal, direct, and secret bal- lot. Each

The project is financed by the German Foundation for Peace Research and is located at the Institute for Development and Peace at the University of Duisburg-Essen. The project aims at explaining different levels of youth violence in two post-war societies whose processes of war termination are regarded as successful. However, both societies face serious problems of post-war development that are closely related to the experiences of war and war termination. While Cambodia’s democratisation process is considered more or less as a failure, Guatemala suffers from levels of violence higher than during most of the war.

    mCÄmNÐlÉkßrkm<úCa DOCUMENTATION CENTER OF CAMBODIA Phnom Penh, Cambodia www.dccam.org Third Quarter Report July – September 2007 SUMMARY Activities for the Khmer Rouge Tribunal On July 18, the Extraordinary Chambers in the Courts of Cambodia’s (ECCC) Office of the Co-Prosecutor made an introductory submission to the Tribunal’s co-investigating judges requesting that five individuals be charged with crimes against humanity and other crimes. Duch, the former head of Tuol Sleng Prison, was formally charged with crimes against humanity on July 31. The oldest surviving member of the Khmer Rouge leadership, 81 year-old Nuon Chea was arrested on September 19. Both men are now being held in provisional detention at the ECCC. The Center for International Human Rights at Northwestern University School of Law, DC-Cam, and the Illinois Holocaust Museum and Education Center launched a new Cambodia Tribunal Monitor website (http://www.cambodiatribunal.org/) in early September. One of the site’s main features will be web casts of the Khmer Rouge Tribunal proceedings. At the request of the ECCC’s Defense Support Section, DC-Cam agreed to host an orientation course for foreign co-lawyers and legal consultants. In late August, it held sessions for four legal personnel and two interns. In addition, Noun Chea's defense lawyer requested documents from DC-Cam this quarter. In August, members of DC-Cam’s Legal Response and other teams met with the Secretary General of the National Bank of Cambodia to discuss the possibility of placing images on riel notes that would memorialize the suffering Cambodians experienced during Democratic Kampuchea.

P I / j ;/"'" G 2 © Copyright by Sophie Diamant Richardson All Rights Reserved May 2005 3 ABSTRACT Most international relations scholarship concentrates exclusively on cooperation or aggression and dismisses non-conforming behavior as anomalous. Consequently, Chinese foreign policy towards small states is deemed either irrelevant or deviant. Yet an inquiry into the full range of choices available to policymakers shows that a particular set of beliefs – the Five Principles of Peaceful Coexistence – determined options, thus demonstrating the validity of an alternative rationality that standard approaches cannot apprehend. In theoretical terms, a belief-based explanation suggests that international relations and individual states’ foreign policies are not necessarily determined by a uniformly offensive or defensive posture, and that states can pursue more peaceful security strategies than an “anarchic” system has previously allowed. “Security” is not the one-dimensional, militarized state of being most international relations theory implies. Rather, it is a highly subjective, experience-based construct, such that those with different experiences will pursue different means of trying to create their own security. By examining one detailed longitudinal case, which draws on extensive archival research in China, and three shorter cases, it is shown that Chinese foreign policy makers rarely pursued options outside the Five Principles.
