The DGA’s PAC Leadership Council hosted Congressman Ted Deutch (D-FL) on February 13 for lunch and a thought-provoking discussion on rogue sites legislation at the Leadership Council’s fi rst meeting of 2012 at DGA headquarters in Los Angeles. Congressman Deutch, who serves on the Judiciary Committee’s Subcommittee on Intellectual Property, Competition and the Internet, was one of the fi rst co-sponsors of the STOP Online Piracy Act, a bill that proposed the extension of U.S. laws that already exist to combat illegal rogue websites based in the U.S. to apply to illegal rogue websites based abroad. He remained one of its staunchest supporters despite a well-funded public misinformation campaign orchestrated by the bill’s opponents to mobilize opposition to the legislation, which ultimately resulted in the bill being shelved in January. 2 I DGA MONTHLY Production Incentives Update A brief update on the California, New York and federal fi lm and television production incentive programs: California: On February 23, State Assembly Member Felipe Fuentes introduced a new bill, AB 2026, to extend California’s fi lm and television tax incentive program for an additional fi ve years/$500 million. The extension is intended to provide additional stability to the program, which has been credited with generating $2.9 billion in spending and creating 29,000 jobs throughout California. The program was fi rst enacted in 2009 and was extended by an additional year last year. New York: In 2010, the New York State Legislature renewed its fi lm and television tax incentive program for an additional fi ve years and increased the amount of funds available to $420 million per year. New York is currently enjoying a bumper crop of television series fi lming in the state. Federal: The federal fi lm and television tax incentive program, known as Section 181, is part of a broader set of 60 tax provisions that expired at the end of 2011. These tax provisions, commonly known as the Tax Extenders Package, are generally extended by Congress for one- or two-year terms. This time, however, Congress did not extend the package at the end of 2011 so all of the provisions lapsed or expired. As a result, Section 181 is not currently available or useable for production planning and fi nancing purposes, although it is likely that it would be made retroactive to January 1, 2012 should it be extended in the future. The DGA will continue its efforts to support the renewal of Section 181 as a valuable tool to help fi ght runaway production.

DGA Website Tips: How to Sign up Online for the Availability Lists The Availability Lists inform prospective employers of AD/UPMs, Associate Directors, SMs and PAs on the DGA Contract Administration Qualifi cation Lists, are available for hire, and how those members can be contacted. These lists are published weekly in the Employers Section of www.dga. org, and are also sent each week to DGA signatory companies. Although DGA Members can still request placement on the Availability Lists by calling the Guild, you can also sign up online via the website and it only takes a few moments. To place yourself on an Availability List: 1. Log on to as a member at www.dga.org and click the Availability List link in the navigation menu at the top of the screen. Log-in as a DGA member and click the “Availability 2. Choose the appropriate availability list from the provided pull-down. (A Start Date may be set up to three weeks in the future but cannot be back-dated.) The Expiration Date is automatically set as 90 days from the Start Date. 4. A DGA Special Projects Committee Documentary Series Screening: Pina, directed by Wim Wenders

On February 15, the DGA’s Documentary Series hosted a screening of Director Wim Wenders’ new 3D documentary feature Pina. Following the tagline “Dance, dance, otherwise we are lost,” Pina is a tribute to Wenders’ longtime friend, contemporary dance choreographer Pina Bausch, who died on the eve of its fi lming in 2009. Set against the backdrop of Bausch’s Tanztheater Wuppertal Dance Ensemble, the fi lm captures the -stopping intensity of dance which explodes off the screen in exhilarating 3D. Pina is a 2012 nominee for the “Best Documentary, Features” Academy Award. Attendees were welcomed to the screening held in the Guild’s Los Angeles Theater Two by Special Projects Committee Chair Jeremy Kagan. After the screening, Wenders joined Kagan onstage to discuss his career and the challenges of making a 3D documentary. Wenders’ other fi lms include the dramatic features Wings of Desire and Paris, Texas, and the Academy Award-nominated documentary The Buena Vista Social Club. Wenders has been a member of the DGA since 1996.

On February 11, DGA 1st AD members gathered in the Guild’s Los Angeles Boardroom for a breakfast and discussion hosted by the AD/UPM Council West’s 1st AD Committee. The breakfast was designed to provide information necessary to stay competitive in today’s workplace. The title of this year’s event was Changing Landscapes, and featured an exploration of the tools and techniques available to 1st ADs that can make them more effi cient at their craft. Following a breakfast/social mixer, 1st AD Committee Co-Chairs Mark Hansson (Happy Endings) and Alan Curtiss (Something Borrowed) welcomed the attendees and introduced the co- hosts for the breakout discussion groups. The co-hosts included: Leo Bauer (Glee), Carol Green (), Linda Montanti (), Justin Muller (Twilight: Breaking Dawn), Korey Pollard (Rizzoli & Isles), Richard Rosser (Awake), Daniel Touch Hemingway & Gellhorn Silverberg ( ), Mike Topoozian ( ), photos by Howard Wise and Carol Vitkay (Harry’s Law).
