Sub. Transfer of fund to Karbi Anglong Autonomous Council for ceiling component of Rs.212.91 Lakh as l" installment of Grant Share for the project "Construction of Indoor Stadium at Donkamokam Town (Under Hamren Sub- Division)" in under NLCPR for the financial year, 20r 8-19. Sir, trn exercise of the power conferred under Para 6(2) of the Sixth Schedule to the Constitution of as amended and in pursuance of the Government decision to entrust the functions relating to the Autonomous Council and on authorization of Finance (Budget) Department, I am directed to say that the Governor of Assam is pleased to communicate the FOC for Rs.2f2.9l Lakhs ( Rupees Two Crore Twelve Lakhs and Ninety One Thousand) as l" installment of Grant Share to Karbi Anglorig Autonomous Council, Vide FOC No.FIN/DPU/KAC/ 001/2018/155, Dated. 26.01.2019 for the month of January, 2019 and to place the same at the disposal of the Autonomous Council by transfer credit in the manner hereinafter mentioned. No authority will be required from the Accountant General (A&E), Assam for such drawal.

The above noted payment may be treated as Advance Classifiable under Head of Account "K" Deposit and Advance (C) advance 8550-advance not bearing interest advance to Karbi Anglong Autonomous Council.

The Autonomous Council will draw the amount under the Head mentioned above ald deposit the same into the Council fund by transfer credit to the Head "K" Deposit and Advance(b) deposit not bearing interest 8443-Civil deposit- deposit of Autonomous District Regional fund to Karbi Anglong Autonomous Council.

The Autonomous Council will have to maintain separate account for such advance and submit detailed accounts of the expenditure so made monthly to the Office of the Accountant General, Assam, Guwahati-29 for making necessary adjustment in his book b1' debiting expenditure against the provision of scheme concerned in the State Government budget under the Head of Account ,4SSZ- CapUat Outlay on NEA- 00-244 Hill Areas Department -4807' '000' 13 Major llorks- 99 Others, CSS-C,I-V", under NLCPR for the financial year, 2018-19 in Karbi Anglong Autonomous Council under Grant No.44.

The sanction is issued with the following terms and conditions to Karbi Anglong

Autonomous Council :

i. That the 'Monthly Accounts' are duly compiled and submitted to the Accountant General(Audit) Assam, as contained in O.M.No.FI"AD.57l951316, dated 31" December'1996. ii. The Council is also required to follow existing Rules, instructions, norms guidelines etc. of Government of India and the State Government as also the sound Financial ManaftJnenVPrinciples as communicated in Para 'B' of O.M.No.HAD.57l95l3l6, dated 3 1't DeEemb er'1996, issued by , Hill Areas Department. ul. The Council is required to place CAG Report in the Council House immediately after receipt of the same from PrincipalA.G' (Audit) Assam, lv. Fund shoulcl be utilized properly against the specific scheme and for the purpose for which it has been released. The office of the Development Commissioner for Hill Areas of Assam would closely monitor and evaluate the implementation/ expenditure as usual in accordance with O.M.No.HAD.57/95/3 l6,dated 3l'12-1996. V. Funds released must be transmitted to the peripheral DDO/implementing Agency as the case may be by the Karbi Anglong Autonomous Couneil within 15 days from the date N of release of Funds from Government of Assam. Fund released under different sectors may be utiilzeA as per the AFRBM Act 2005. Council "rii' will convey the approval of the ichemes so received through the 1ine Department of the Government of Assam for execution of the Schemes. i.'r'" Schemes should be executed through the line Department and under strict supervision of the Councii. y,. Technical sanction of the schemes must be obtained from competent authority wherever necessary before execution ofthe schemes. xi. VAT/ AGST/TDS must be deducted at source and be deposited by Treasury Challan immediately ,,i! All payment should be made by Account payee Cheque. Goods/Materials ;riii' are to be procured either thiough NIT or at the approved rate/qualities/specifications of the Govemment Department by the Dpc. xiv. The Principal Secretary of the Council will be responsible for maintaining of all relevant records of Accounts/ Schemes so implemented. iiv. The Council will create their web-site where all schemes so approved by council would be loaded details of schemes with physical and financial targei and achie'rements would be put up for public views and also-bi made public. xvi. The Audited Expenditure Statement along with Utilization Certificate of the aforesaid funds i.e. Rs. 2r2.9r Lakh under the CSS/SOPD for implementation of the schemes must be submitted by the principal Secretary of the I(AAC. xvii.' Any unspent amount shall be refunded to the Government by Treasury Challan. xviii. This sanction is made subject to adjustment in future installments, if iny. The Principal Secretary of the Council shall immediately submit to the Govt. of Assam the approved Action Plan in respect of funds sanction to the council xix. The Payment shall be against actual bills and subject to actual progress in the Field to be checked by I(AAC Authority/T.O.

The validity of the ceiling is up to 25th Febru ary,2019.
